10.60.070 License--Fee--Disposition.

10.60.010 License--Required.

It is unlawful for any person to operate or use a bicycle propelled wholly or in part by muscular power upon any of the streets, alleys or public highways of the city without first obtaining from the police department a license therefor. (Ord. 174 §1, 1972).

10.60.020 License--Issuance.

The police department is authorized and directed to issue, upon written application, annual bicycle licenses upon the calendar year basis commencing with the effective date of the ordinance codified in this chapter. The annual licenses shall be obtained prior to the first day of February of each calendar year. Licenses when issued, shall entitle the licensee to operate such bicycle for which the license has been issued upon all the streets, alleys and public highways, exclusive of sidewalks, in the city. 10.60.030 License--Sticker and registration card.

The city shall provide each year a luminous sticker or metallic license plate or seal, together with registration card, said luminous sticker or plate and registration card having numbers thereon in numerical order beginning with number one and indicating the year for which the same are issued, and the letters WPD stamped thereon. The sticker or plate shall be suitable for attachment upon the frames of bicycles, and it shall be the duty of the police department to attach one to the frame of each bicycle, on the left side below the seat, and to issue a corresponding registration card to the licensee upon the payment of the license fee provided in this chapter. Such luminous sticker shall remain attached during the existence of the license. The police department shall also keep a record of the date of issuance of each license, to whom issued, and the number thereof. (Ord. 174 §3, 1972).

10.60.040 Second hand bicycles--Purchase report--Contents.

All persons engaged in the business of buying secondhand bicycles are required to make daily report to the police department, giving the name and address of the person from whom each bicycle is purchased, the description of each bicycle, including make, type and model of bicycle, the frame number thereof, and the number of the luminous sticker or plate found thereon, if any. (Ord. 174 §4, 1972).

10.60.050 Sale--Report--Contents--Time limit.

It shall be the duty of every person who sells or transfers ownership of any bicycle, other than provided to the contrary in this chapter, to report such sale or transfer by returning to the police department the registration card issued to such person as licensee thereof, together with the name and address of the person to whom the bicycle was sold or transferred. Such report shall be made within five days of the date of sale or transfer. It shall be the duty of the purchaser or transferee of such bicycle to apply for a transfer of registration within five days of the sale or transfer. (Ord. 174 §5, 1972).

10.60.060 License--Sticker--Removal or destruction prohibited.

It is unlawful for any person to wilfully or maliciously remove, destroy, mutilate or alter the number of any bicycle from licensee pursuant to this chapter. It is also unlawful for any person to remove, destroy, mutilate or alter any luminous sticker or registration card during the time in which such luminous sticker or registration card is operative; provided, however, that nothing in this chapter shall prohibit the police department from stamping numbers or letters on the frames of bicycles on which no serial number can be found, or on which the number is illegible or insufficient for identification purposes. (Ord. 174 §6, 1972).

10.60.070 License--Fee--Disposition.

The license fee to be paid for each bicycle shall be two dollars for a three-year term, and shall be paid in advance. If, pursuant to Section 10.60.050, such license is transferred, a fee of one dollar shall be paid for the registration of such transfer. All license fees collected under this ordinance shall be paid into the general fund of the city.
