10.36.010 Applicability of provisions.¶
A. The provisions of this chapter prohibiting the stopping, standing or parking of a vehicle shall apply at all times or at those times specified in this chapter, except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic-control device.
B. The provisions of this chapter imposing a time limit on standing or parking shall not relieve any person from the duty to observe other and more restrictive provisions of the state vehicle code or the ordinances of this city prohibiting or limiting the standing or parking of vehicles in specified places or at specified times. 10.36.020 In parkways--Prohibited.¶
No person shall stop, stand or park a vehicle within any parkway. (Ord. 50 §49, 1951).
10.36.030 Vehicles--Storage in streets prohibited--Removal when.¶
A. No person who owns or has possession, custody or control of any vehicle shall park such vehicle upon any street or alley for more than a consecutive period of seventy-two hours.
B. In the event a vehicle is parked or left standing upon a street in excess of a consecutive period of seventy-two hours, any member of the police department authorized by the chief of police may remove the vehicle from the street. (Ord. 696 §1, 2018; Ord. 77-230 §1(J), 1977; Ord. 50 §50, 1951).
10.36.040 Parking for certain purposes prohibited.¶
No person shall park a vehicle upon any roadway, parking lot, or private property, which is not specifically permitted under this code, for the principal purpose of:
A. Displaying such vehicle(s) for sale, except on private property where the vehicle is registered with the Department of Motor Vehicles;
B. Washing, greasing or repairing such vehicle, except on-street repairs necessitated by an emergency, and except on private property where the vehicle is registered with the Department of Motor Vehicles.
C. Any person violating this section shall be guilty of an infraction. (Ord. 649 §1, 2015; Ord. 50 §51, 1951).
10.36.050 Angle parking--Signs or markings--Compliance required.¶
A. Whenever any ordinance or resolution by the city council designates and describes any street or portion thereof upon which angle parking is permitted, the chief of police shall mark or sign such street indicating the angle at which vehicles shall be parked.
B. When signs or markings are in place indicating angle parking, as provided in this section, no person shall park or stand a vehicle other than at the angle to the curb or edge of the roadway indicated by such signs or markings.
C. It is unlawful to park, or permit to be parked, on streets where angle parking is designated, any vehicle or combinations of vehicles, which would substantially block the free use of any roadway or driving aisle of any parking mall, or in any event whose overall length exceeds twenty-two feet.
D. Upon those streets which have been marked or signed, as provided in this section, or upon any roadway where the parking spaces have been designated by placing lines upon the surface of the roadway, it is unlawful for any person to stand or park any vehicle other than between the lines indicating the position in which the parking of the vehicle is authorized. 10.36.060 Angle parking--Loading or unloading--Permit required.¶
The chief of police is authorized to issue special permits to permit the backing of a vehicle to the curb for the purpose of loading or unloading merchandise or materials subject to the terms and conditions of such permit. Such permits may be issued either to the owner or lessee of real property or to the owner of the vehicle, and shall grant to such person the privilege as stated in the permit and authorized in this chapter. It is unlawful for any permittee or other person to violate any of the special terms or conditions of any such permit. (Ord. 50 §53, 1951).
10.36.070 Parking adjacent to schools--Prohibited where.¶
A. The traffic authority is hereby authorized to erect signs indicating no parking upon that side of any street adjacent to any school property when such parking would, in his opinion, interfere with traffic or create a hazardous situation.
B. When official signs are erected indicating no parking upon that side of a street adjacent to any school property, no person shall park a vehicle in any such designated place. (Ord. 467 §1, 2002; Ord. 50 §54, 1951).
10.36.080 Narrow streets –Parking prohibited--Signs and markings.¶
A. The traffic authority is authorized to place signs or markings indicating no parking upon any street when the width of the roadway does not exceed twenty feet, or upon one side of a street as indicated by such signs or markings when the width of the roadway does not exceed thirty feet.
B. When official signs or markings prohibiting parking are erected upon narrow streets, as authorized in this section, no person shall park a vehicle upon any such street in violation of any such sign or marking. (Ord. 467 §1, 2002; Ord. 50 §55, 1951).
10.36.090 Certain places--Stopping or parking prohibited--Signs required.¶
The traffic authority shall appropriately sign or mark the following places, and when so signed or marked no person shall stop, stand or park a vehicle in any of said places:
A. At any place within twenty-five feet of an intersection or in any business district, except that a bus may stop at a designated bus stop;
B. Within twenty-five feet of the approach to any traffic signal, boulevard stop sign or official electric flashing device;
C. At any place where the traffic authority determines that it is necessary in order to eliminate unusual traffic hazard. (Ord. 467 §1, 2002; Ord. 50 §56, 1951).
10.36.100 Peddlers or vendors--Parking requirements--Permit required¶
when.
A. No person shall sell food or merchandise from a pushcart, stand, display, pedal-driven cart, wagon, showcase, rack, or other nonmotorized or human-powered conveyance, or from one’s person, upon any road, street, or bicycle lane, as those terms are defined in the Vehicle Code. Violations of this subsection by a person with a valid sidewalk vending permit shall be enforced pursuant to Chapter 5.40.
B. No person shall park or stand any vehicle used or intended to be used in the transportation of property for hire on any street while awaiting patronage for such vehicle, without first obtaining a written permit to do so from the legislative body, which permit shall designate the specific location where such vehicle may stand.
C. Whenever any permit is granted under the provisions of this section and a particular location to park or stand is specified therein, no person shall park or stand any vehicle on any location other than as designated in such permit. In the event that the holder of any such permit is convicted in any court of competent jurisdiction for violating any of the provisions of this section, such permit shall be forthwith revoked by the legislative body, upon the filing of the record of such conviction with the legislative body, and no permit shall thereafter be issued to such person until six months have elapsed from the date of such revocation. (Ord. 729 §2, 2025; Ord. 50 §57, 1951).
10.36.110 Temporary no-parking--Sign erection--Compliance required.¶
A. Whenever the chief of police or traffic authority determines that an emergency traffic congestion is likely to result from the holding of public or private assemblages, gatherings or functions, or for other reasons, the chief of police or traffic authority shall have power and authority to order temporary signs to be erected or posted indicating that the operation, parking or standing of vehicles is prohibited on such streets and alleys as the chief of police shall direct during the time such temporary signs are in place. Such signs shall remain in place only during the existence of such emergency and the chief of police or traffic authority shall cause such signs to be removed promptly thereafter.
B. When signs authorized by the provisions of this section are in place giving notice thereof, no person shall operate, park or stand any vehicle contrary to the directions and provisions of such signs. (Ord. 467 §1, 2002; Ord. 50 §58, 1951).
10.36.120 Vehicle--Warning devices--Display required when.¶
Every vehicle which, if operated during darkness, would be subject to the provisions of Sections 25100 and 25101 of the Vehicle Code of the state of California, and every truck tractor, irrespective of width, shall at all times be equipped with at least three pot torches, or three red electric lanterns, or three red emergency reflectors. The devices need be carried by only one vehicle in a combination. When any vehicle mentioned above or any trailer or semi-trailer is disabled upon streets or highways outside of any business or residence district within this city and upon which street or highway there is insufficient street lighting to reveal a vehicle at a distance of two hundred feet, the driver of the disabled vehicle shall place warning devices upon the road, as specified in Vehicle Code 25300 of the state of California. (Ord. 77-230 §1(K), 1977; Ord. 50 §59, 1951).
10.36.130 Certain streets--Two-hour parking.¶
When authorized signs are in place giving notice thereof, no person shall stop, stand or park any vehicle on any of the streets as may be set forth in ordinances or resolutions of the city council for a period of time longer than two hours at any time between the hours of nine a.m. and six p.m. of any day except Sundays and holidays. (Ord. 50 §67, 1951).
10.36.135 Certain streets--Fifteen minute parking.¶
When authorized signs are placed giving notice thereof no person shall stop, stand or park any vehicle in a parking space as set forth in ordinance or resolution of the city council for a period of time longer than fifteen minutes at any time between the hours of nine a.m. and six p.m. of any day except Sunday and holidays. (Ord. 480 §1, 2003).
10.36.140 Certain streets--Prohibited during certain hours.¶
When authorized signs are in place giving notice thereof, no person shall stop, stand, or park any vehicle upon any street in the city of Wasco between the hours of three a.m. and five a.m. of any day designated for any purpose other than loading or unloading passengers and materials, as said streets may be designated and set forth by ordinance or resolution. (Ord. 402 §1, 1995; Ord. 50 §68, 1951).
10.36.150 Certain streets--Prohibited at all times.¶
When signs are erected giving notice thereof, no person shall park a vehicle at any time upon any streets as may be set forth by ordinance or resolution. (Ord. 50 §69, 1951).
10.36.160 Certain streets--Loading, unloading--Prohibited during certain¶
hours.
It is declared that it is illegal for any person, persons, or firms to park, stand or leave standing any vehicle, either occupied or not otherwise than temporarily, for the purpose of and while actually engaged in loading and unloading of passengers or materials on 7th Street between G Street and Griffith Avenue, and on D Street, E
Street, and F Street between 6th and 8th Streets, in the city, between the hours of three a.m. and five a.m. (Ord. 82 §1, 1958).
10.36.170 Certain portions of State Highway 46--Prohibited at all times.¶
It is declared that it is unlawful for any person to stop, park, or leave standing any vehicle whether attended or unattended, except when necessary to avoid conflict with other traffic or in compliance with the directions of a peace officer, on the following portion of Highway 46:
A. The north side of Highway 46, commencing at a point which intersects with the north side of Highway 46 and the prolongation of Broadway, and running thence easterly two hundred forty feet, all of which is in the city of Wasco;
B. The south side of Highway 46, commencing at the southwest corner of Beckes Avenue and Highway 46, thence running westerly to a point four hundred seventy-five feet east of Central Avenue, all of which is in the city of Wasco. (Ord. 419 §1, 1997; Ord. 372 §1, 1991; Ord. 312 §1, 1985; Ord. 151 §1, 1969; Ord. 145 §1, 1968).
10.36.175 Parking of trailers or semi-trailers.¶
A. No person shall stop, stand, or park a trailer or semi-trailer which is uncoupled from a motor vehicle upon any street or public right-of-way, except when actively loading and unloading the trailer and the loading or unloading requires an uncoupling of the motor vehicle.
B. Any person violating any provisions of this section shall be guilty of an infraction. (Ord. 380 §§1, 2, 1992).
10.36.180 Impoundment.¶
Any vehicle found in violation of Sections 10.36.160 and 10.36.170 shall be impounded by the chief of police and removed by him or under his direction, and stored at the expense of the owner of such vehicle. (Ord. 151 §3, 1969; Ord. 145 §3, 1968; Ord. 82 §3, 1958).
10.36.190 Restrictions for residential parking.¶
A. The purpose of these restrictions is to preserve the residential character of streetscapes in the city’s neighborhoods. The expansion of parking in front yard areas off driveways interferes with the pattern of building and open areas within neighborhoods, creates vehicle clutter, and results in excessive vehicle parking, which has the effect of creating small parking lots in front yard areas which are intended to remain as open areas within neighborhoods.
B. Only parking of automobiles, pick-ups and motorcycles (collectively referred to herein as "motor vehicles") is permitted on driveways leading to garage parking or other approved off-street parking spaces, or on an improved parking area abutting a driveway or improved parking area defined as follows:
1. "Driveway" means the hard-surfaced area leading from the public street to garage parking or other
approved off-street parking space that is surfaced by asphalt, concrete, bricks, pavers, or other similar
materials. The driveway width shall not exceed the width of the garage or other approved off-street parking
space.
2. "Improved parking area" means an area abutting the driveway surfaced by asphalt, concrete, bricks,
pavers, or other similar materials and located between the driveway and the nearest interior side property
line. An improved parking area may not be located between the driveway and the secondary street of a
corner lot.
C. Parking of recreational vehicles, as defined in Section 17.79.020, is not allowed on driveways leading to garage parking or other approved off-street parking spaces except as provided for under Section 17.79.050(D) for temporary loading, unloading, and/or cleaning, not to exceed twenty-four hours.
D. No person shall park any motor vehicle, or recreational vehicle as defined in Section 17.79.020, within front yard and side-street yard areas, as defined in Section 17.03.020, on any of the following areas or in any of the following configurations except as specifically permitted herein or elsewhere in the code:
1. On any unpaved surface.
2. Outside the driveway width area leading to the garage or other approved parking space or outside the
improved parking area abutting the driveway, if any.
3. Such that a motor vehicle or recreational vehicle is straddling, or is partially on, a driveway or improved
parking area and partially on an unpaved or paved surface (other than an improved parking area) next to the
driveway, or such that it overhangs the public right-of-way.
4. A motor vehicle or recreational vehicle may not be parked in any configuration on a driveway or
improved parking area which would require vehicle circulation outside the width of the driveway area.
E. Parking in tandem is permitted provided no part of the motor vehicle overhangs the property line or sidewalk. Parking in tandem means parking motor vehicles behind one another.
F. Where single-car driveways exist, individual paved wheel tracks are allowable as long as they extend without interruption from the public right-of-way to a single-car garage or other approved single-car off-street parking space.
G. Permitted parking shall apply only to registered or operable motor vehicles.
H. Any person violating this section may, in addition to any other remedy available under this code, first be given a twenty-four-hour warning notice of the violation before a citation is issued. Signs may be posted upon private and public property giving notice of the prohibition of this section. Where such signs are posted, the twenty-four- hour warning notice need not be given. In any case where a twenty-four-hour notice has been given within the calendar year no further twenty-four-hour notice need be given.
I. Any person violating any provisions of this section shall be guilty of an infraction. (Ord. 675 §1.1, 2016; Ord. 649 §2.1, 2015).
10.36.200 Unpaved parking.¶
A. Unpaved commercial vehicle parking may be allowed pursuant to zoning approval granted by the city of Wasco in connection with the operation of a lawfully conducted business. Where such unpaved parking is allowed a dust binder, gravel or other similar dust suppression measure shall be used.
B. Parking of commercial vehicles on vacant unpaved property is prohibited at any time.
C. Any person violating this section may, in addition to any other remedy available under this code, first be given a twenty-four-hour warning notice of the violation before a citation is issued. Signs may be posted upon private and public property giving notice of the prohibition of this section. Where such signs are posted, the twenty-four- hour warning notice need not be given. In any case where a twenty-four-hour notice has been given within the calendar year no further twenty-four-hour notice need be given.
D. Any person violating any provisions of this section shall be guilty of an infraction. (Ord. 649 §2.2, 2015).
