2.470.001 Established.¶
The arts and culture commission, established by Section 2.410.120, shall consist of seven members. (Ord. No. 2020-004, § 3, 2-10-20; Ord. No. 2021-014, § 8, 12-13-21)
2.470.010 Administration.¶
The director of parks and recreation, or the designee thereof, shall serve as the arts and culture commission secretary and custodian of its records but shall have no vote. (Ord. No. 2020-004, § 3, 2-10-20; Ord. No. 2020-023, § 10, 9-28-20)
2.470.020 Qualifications for service.¶
A. Each arts and culture commissioner shall be, and remain at all times during their incumbency, a resident of the city, or the owner, operator, or manager of a business enterprise licensed to operate in the city, or an art educational professional currently teaching in the city.
B. All arts and culture commissioners shall have specialized expertise in the fields of arts and culture, visual arts, design, urban planning, or cultural tourism, subject to the following requirements:
- Two arts and culture commissioners shall be visual artists.
C. No more than three arts and culture commissioners may be a staff or board member of an organization that competes in the city cultural funding grant program.
D. Arts and culture commissioners are ineligible to compete in the cultural funding grant program as individual artists. (Ord. No. 2020-004, § 3, 2-10-20; Ord. No. 2021-014, § 9, 12-13-21)
2.470.030 Duties.¶
The arts and culture commission shall have the following duties:
A. Advise and make recommendations on matters pertaining to the arts, culture, and cultural tourism in the city;
B. Advise and make recommendations to the city manager on the development and implementation of public art and cultural program policies and guidelines;
C. Advise and make recommendations on the quality, quantity, scope, and style of public art projects administered by the city;
D. Ensure, through artist recruitment and selection policies, accessibility and diversity in public art projects administered by the city;
E. Review and make recommendations on all public art murals to be created in or on city facilities;
F. Reserved;
G. Appoint two members, annually, to serve on an ad hoc art and design subcommittee with members of the design review committee that will review capital improvement projects which include an integral public art component;
H. Appoint three members, annually, to serve on an acquisition program subcommittee to acquire artwork for the city’s municipal art acquisition program;
I. Reserved;
J. Subject to approval from the city council, designate on an as-needed basis one of its members, or a subcommittee composed of no more than three members, to study, review, consider, or make recommendations concerning any matter within the commission’s purview;
K. Present, review, advise, recommend, or act on other arts, culture, and cultural tourism matters as the city council directs. (Ord. No. 2020-004, § 3, 2-10-20; Ord. No. 2021-014, § 9, 12-13-21; Ord. No. 2026-005, § 1, 2-17-26)
