2.425.010 Administration.

The director of parks and recreation, or the designee thereof, shall serve as the commission secretary and custodian of its records but shall have no vote. (Ord. No. 2020-023, § 5, 9-28-20)

2.425.020 Duties.

The parks and recreation commission shall have the power, and it shall be its duty, to:

A. Assist in recommending and promoting public parks and recreation programs, facilities, and events, and to stimulate interest therein;

B. Review and make recommendations on those portions of the long-range capital improvement program pertaining to the development of parks and park facilities, beaches, golf courses, playing fields, and recreation centers;

C. Assist in the preparation of, and annually review and revise, as may be necessary, long-range plans for public parks and recreational facilities and programs;

D. Advise and make recommendations to the city council on all matters pertaining to the location, development, and modification of public rights-of-way, public and private structures, buildings or works, or parks insofar as such matters relate to public parks and recreation;

E. Advise the city council regarding matters pertaining to parks and recreation, and in any matters pertaining to the development of parks and park facilities, beaches, golf courses, playing fields, and recreation centers;

F. Consider such other matters as are referred to it by the city council and make recommendations to the city council as it may be deemed advisable by the commission; and

G. Annually assign three parks and recreation commission members to serve in the capacity of the tree advisory board (vice-chair plus two commissioners). (Ord. No. 2020-023, § 4, 9-28-20; Ord. No. 2021-014, § 3, 12-13-21)

2.425.030 Donations.

The parks and recreation commission may also solicit or receive in the name of the city any gifts or bequests of money or other personal property or any donation to be applied, principal or income, for either temporary or permanent use for playgrounds or other recreation purposes, for the preservation or conservation of open space, natural areas, plant or wildlife habitat, or any other environmentally significant areas, or any other purpose promoting the general welfare of the community. Any such donations of money or property are to be deposited with the treasurer and handled and disbursed in accordance with the City Charter. (Ord. No. 2020-023, § 4, 9-28-20)

2.425.040 Tree advisory board (ad hoc committee to the parks and recreation commission).

The tree advisory board has the power and the duty to:

A. Act as an appellate body regarding administrative decisions as prescribed by Chapter 20.150 or other provisions of this code.

B. Consider, investigate, report, and recommend on any issue or questions relating to urban forest management as requested by the city council, city manager, or designee. (Ord. No. 2021-014, § 4, 12-13-21)
