2.460.010 Administration.

The Ventura Water general manager, or designee, shall serve as the water commission’s secretary and custodian of its records, but shall have no vote. (Ord. No. 2019-005, § 1, 6-3-19)

2.460.020 Qualifications for service.

A. Four members of the water commission shall each be employed, or have been employed, in one of the following positions, or possess education qualifying them for one of the five following positions: hydrogeologist, civil engineer with experience in water and wastewater infrastructure, water resources manager, wastewater manager, or other water professionals. Reasonable efforts shall be made to appoint commission members to different positions of the five positions available in this category. Notwithstanding Section 2.410.210, these four members shall not be required to be residents of the city of San Buenaventura. Notwithstanding Section 2.410.220, the terms of these four members shall be for two years, with staggered terms such that two members are appointed each year. These four members are the “professional” category for the water commission.

B. Three members of the water commission shall be persons with a demonstrated special interest, competence, experience in, or knowledge of, the fields of hydrogeology, water and wastewater infrastructure, water resources, or water efficiency. These members may not be “professional” as laid out in subsection A of this section. Notwithstanding Section 2.410.210, these three members shall not be required to be residents of the city of San Buenaventura, but shall reside within Ventura Water’s service area. The terms of these members shall be for two years, with staggered terms coordinated by the office of the city clerk. These three members are the “nonprofessional” category for the water commission. If any of these members should become “professionals” during their incumbency, the member must resign their position on the commission. (Ord. No. 2019-005, § 1, 6-3-19; Ord. 2.460.030 Duties.

The water commission shall have the power, and it shall be its duty, to review and make advisory recommendations regarding water rates, water resources infrastructure projects in the five-year capital improvement program, the integrated water resources management plan, water supply options, the urban water management plan approval process, a water dedication and in-lieu fee requirement, and other water resource issues.
