Ventura Municipal Code Ch. 2.310 General Provisions

This division constitutes the administrative code of the city relating to the city’s offices and departments. It is adopted pursuant to the provisions of Section 1000 of the City Charter that requires the council to adopt an administrative code by ordinance. In particular, it implements subparts (a), (b) and (c) of Section 1000 of the Charter that require the administrative code provide for:

A. The organization, conduct and operation of the several offices and departments established by the Charter and as authorized by the general laws of the state of California.

B. The creation of additional departments, divisions, offices and agencies, and for their alteration, consolidation or abolition after recommendation by the city manager.

C. The assignment or reassignment of functions, duties, offices and agencies to other offices and departments, after recommendation by the city manager. (Ord. No. 2003-003, § 1, 4-28-03)

The city manager may find it desirous to create additional departments and divisions in addition to the offices, departments and divisions provided for by this division, or may abolish any departments or divisions, including those provided for by this division, whenever the city manager deems it to be in the interest of the city. This may occur upon recommendation thereon by the city manager to the city council by enactment through an ordinance amending the provisions of this title. (Ord. No. 2003-003, § 1, 4-28-03)
