2.220.010 Standing committees.¶
A. Establishment and Purposes. The city council may from time to time create standing committees consisting solely of less than a quorum of the council. Standing committees will be established when a matter requires either a regular meeting schedule or continuing subject matter jurisdiction.
B. Appointments. In January of each year, the mayor shall appoint the members of each standing committee and shall announce the appointments at an open and public council meeting.
C. Organization and Meeting Schedules. Each standing committee shall elect from its membership a chairperson and, if so desired by a majority of the committee, a deputy chairperson. Each standing committee may adopt a regular meeting schedule if it so desires or if so directed by the council. Whether or not a regular meeting schedule is adopted, an agenda shall be posted for each standing committee meeting not later than 48 hours before any meeting.
D. Participation by Other Councilmembers. Members of the council who are not members of a standing committee may attend any open and noticed meeting of a standing committee; provided, that they act only as observers. (Ord. No. 2009-011, § 1, 6-1-09)
2.220.020 Appointments recommendation committee.¶
There shall be an appointments recommendation committee. It shall make recommendations to the council in regard to appointments to all of the boards, commissions, and committees provided for the municipal code. (Ord. No. 2009-011, § 1, 6-1-09)
2.220.030 Finance, audit, and budget committee.¶
There shall be a finance, audit, and budget committee. It shall consider and make recommendations to the council on matters relating to finance, audits, budget, capital planning, debt, and such related fiscal issues as may be referred to it by the council. (Ord. No. 2009-011, § 1, 6-1-09)
2.220.040 Housing and homelessness committee.¶
There shall be a housing and homelessness committee. It shall make recommendations to the council on matters relating to affordable housing policies, annual reporting, the Community Development Block Grant (CDBG) Program, the HOME Investment Partnership (HOME) Program, homelessness programs and policies, and tenant protection policies.
