§ 10.48.020. Unloading freight in alley where accessible.

Persons operating trucks and other vehicles carrying freight or goods of any kind to any business house shall unload the same from the alley in all cases where the alley gives reasonable access to the business house to which the freight or goods should be delivered.

§ 10.48.030. Curb markings to indicate no stopping and parking regulations.

A. The city manager is authorized, subject to the provisions and limitations of this code, to place, and when required herein shall place, the following curb markings to indicate parking or standing regulations, and said curb markings shall have the meanings as herein set forth:

  1. Red means no stopping, standing or parking at any time, except as permitted by the Vehicle Code, and except that a bus may stop in a red zone marked or signed as a bus zone.

  2. Yellow means no stopping, standing or parking at any time between 7:00 a.m. and 6:00 p.m. of any day except Sundays (and holidays) for any purpose other than the loading or unloading of passengers or materials; provided, that the loading or unloading of passengers shall not consume more than three minutes nor the loading or unloading of materials more than 20 minutes.

  3. White means no stopping, standing or parking for any purpose other than loading or unloading of passengers or for the purpose of depositing mail in an adjacent mailbox, which shall not exceed three minutes, and such restrictions shall apply between 7:00 a.m. and 6:00 p.m. of any day except Sundays (and holidays) and except the following:

a. When such zone is in front of a hotel or in front of a mailbox the restrictions shall apply at all times;

b. When such zone is in front of a theater or public hall the restrictions shall apply at all times, except when such theater or hall is closed.

  1. Green means no stopping, standing or parking for a period of time up to but no longer than 24 minutes at any time between 9:00 a.m. and 6:00 p.m. on any day except Sundays (and holidays), exact time to be marked on curb.

  2. Blue means no stopping, standing or parking at any time except for vehicles of physically handicapped persons which display a distinguishing license plate or placard issued pursuant to Section 22511.5 of the state Motor Vehicle Code.

B. In no event shall more than one-half of the total curb length in any block be reserved for loading zone purposes.

C. When the city manager, as authorized under this code, has caused curb markings to be placed, no person shall stop, stand or park a vehicle adjacent to any such legible curb marking in violation of any of the provisions of this section.

§ 10.48.040. Evidence of authority.

The fact that any portion of the curb upon any street or publicly owned or controlled parking lot or other publicly owned or operated facility is painted in any of the colors authorized in Section 10.48.030, or the fact that any parking space is appropriately signed shall be deemed and taken as conclusive evidence, upon proof thereof, that the same was done by authority of the council and for the purpose of regulating vehicular traffic accordingly as indicated thereby. This section shall apply to both public streets and highways as well as to any off-street parking facility owned or operated by the city. For the purpose of this section, the meaning of "curb" shall include the edge of the paved portion of a street. The council delegates unto the city manager the right, power and duty of causing such curbs or spaces to be painted or signs erected as required from time to time by ordinance of the council; it shall also be the duty of the city manager to investigate and to keep himself or herself fully informed of the parking situation and the parking needs of the municipality, and in his or her discretion and good judgment the city manager may change or modify the existing regulations pertaining to parking or add thereto or take therefrom, and any and all such action taken by the city manager may thereafter be approved by the council at any time. This delegated administrative power in city manager shall not be absolute but shall be subject to any and all positive requirements of law or ordinance and the control of the council. The city manager is expressly authorized and directed thus to modify or change any of the existing parking regulations or to add thereto or take therefrom, in harmony with the express regulations herein provided for, wherever the vehicular traffic within the municipality or the safety or the convenience of the public may plainly so require. Any action of the city manager in this regard when dictated by the plain safety or convenience of the public or by the exigencies of traffic shall not be questioned whether or not the same is expressly confirmed or approved by the council after the event.

§ 10.48.050. Effect of permission to load or unload.

A. Permission herein granted to stop or stand a vehicle for purposes of loading or unloading of materials shall apply only to commercial vehicles and shall not extend beyond the time necessary therefor, and in no event for more than 20 minutes.

B. The loading or unloading of materials shall apply only to commercial deliveries, also the delivery or pickup of express and parcel post packages and United States mail.

C. Permission herein granted to stop or park for purposes of loading or unloading passengers shall include loading or unloading personal baggage, but shall not extend beyond the time necessary therefor, and in no event for more than three minutes.

D. Within the time limits above specified the provisions of this section shall be enforced so as to accommodate necessary and reasonable loading or unloading, but without permitting abuse of the privileges granted.

§ 10.48.060. Coach zones to be established.

A. The city manager is authorized to establish bus zones opposite curb space for the loading and unloading of buses or common carriers of passengers and to determine the location thereof.

B. Coach zones shall normally be established on the far side of an intersection.
