§ 10.28.010. Driving through funeral procession.

No operator of any vehicle shall drive between the vehicles comprising a funeral procession or a parade; provided, that such vehicles are conspicuously so designated. The directing of all vehicles and traffic on any street over which such funeral procession or parade wishes to pass shall be subject to the orders of the police department.

§ 10.28.020. Clinging to moving vehicle.

No person shall attach himself or herself with his or hers hands or catch on or hold on to with his or her hands or by other means to any moving vehicle or train for the purpose of receiving motive power therefrom.

§ 10.28.030. Commercial vehicles using private driveways.

A. No person shall operate or drive a commercial vehicle in, on or across any private driveway approach or sidewalk area, or the driveway itself, without the consent of the owner or occupant of the property if a sign or markings are in place indicating that the use of such driveway is prohibited.

B. For the purpose of this section a "commercial vehicle" means a vehicle having a rated capacity in excess of one-half ton.

§ 10.28.040. Riding or driving on sidewalk.

No person shall ride, drive, propel or cause to be propelled any vehicle or animal across or upon any sidewalk excepting over permanently constructed driveways, and excepting when it is necessary for any temporary purpose to drive a loaded vehicle across a sidewalk; and written permission be previously obtained from the city manager.

§ 10.28.050. Driving over new pavement and markings.

No person shall ride or drive any animal or any vehicle over or across any newly made pavement or freshly painted markings in any street when a barrier sign, cone marker or other warning device is in place warning persons not to drive over or across such pavement or marking, or when any such device is in place indicating that the street or any portion thereof is closed.

§ 10.28.060. Entering or leaving limited-access roadway.

No person shall drive a vehicle onto or from any limited-access roadway, except at such entrances and exits as are lawfully established.

§ 10.28.070. Obedience to barriers and signs.

No person, public utility or department in the city shall erect or place any barrier or sign on any street, unless of a type approved by the city manager, or disobey the instructions, remove, tamper with or destroy any barrier or sign lawfully placed on any street by any person, public utility, or by any department of this city.

§ 10.28.080. No entrance into intersection that would obstruct traffic.

No operator of any vehicle shall enter an intersection or a marked crosswalk unless there is sufficient space on the other side of the intersection or crosswalk to accommodate the vehicle he or she is operating without obstructing the passage of other vehicles or pedestrians, notwithstanding any traffic-control signal indication to proceed.

§ 10.28.090. Crosswalks—Establishing and marking.

For the purpose of lessening the congestion of pedestrian use at street intersections in the business district of Upland, and for the convenience of the public, it is further ordained that crosswalks for pedestrians may be established in the middle of the block on Second Avenue between "A" Street and Ninth Street; and in the middle of the block on Second Avenue between Ninth Street and "C" Street; and in the middle of the block on Ninth Street between First Avenue and Second Avenue: and in the middle of the block on Ninth Street between Second Avenue and Third Avenue. Such crosswalks are not required to be exactly in the middle of the blocks, but substantially so or at what appears to be a convenient and proper place. Each crosswalk shall be approximately six feet in width, shall be marked for the full length across the street by metal markers or buttons, or by white painted lines. Such crosswalks are intended for the use of pedestrians generally in crossing from one side of the street to the other, and it is provided that any and all pedestrians are given and shall have the same right and privilege of using the same as is accorded unto pedestrians at regular crossings at street intersections. When in use by pedestrians, all vehicular traffic shall yield the right-of-way unto such pedestrians, and if the situation so requires or appears proper, any and all of such vehicles shall go slow or come to a full stop before entering upon and crossing such crosswalks, and all to the end that pedestrian use shall be fully protected. No driver or operator of any motor, or other vehicle, shall violate any of the provisions of this section, or enter upon or cross such crosswalks when the same is in use by one or more pedestrians, without yielding the right-of-way to the pedestrian use; and without going slow or coming to a full stop as the situation may reasonably require. These provisions, however, shall be operative only when such crosswalks are plainly marked as such by markers or buttons, or by painted white lines as aforesaid. The city manager is authorized and empowered to establish and maintain such cross-walks. Suitable signs may also be erected directing attention to such pedestrian crossings.

§ 10.28.100. Vehicle slowed down or stopped—Overtaking or passing prohibited.

Whenever any vehicle has slowed down or stopped at a marked crosswalk as aforesaid, or at any intersection, to permit a pedestrian or pedestrians to cross the street, no driver of any other vehicle approaching from the rear shall overtake and pass such slowed-down or stopped vehicle.
