§ 10.12.010. Parking prohibited—Exceptions.

A. No person shall park any commercial vehicle exceeding six thousand pounds in gross weight (vehicle and load) or eighty inches in total exterior width (vehicle and load or combination thereof) ("large commercial vehicles") on any street in the city for a period of time exceeding thirty minutes, except when necessary for the purpose of making pickups and deliveries of goods, wares and merchandise from or to any building or structure fronting upon any street, or for the delivery of building materials to a building site fronting on any street, but in each instance only while actual loading or unloading operations are in progress.

B. Vehicles found in violation of this chapter, if found upon a public street, may be removed from the public street and stored until such time as they are claimed by the registered owner. The cost of removal and storing shall be borne by the registered owner.

C. The provisions of this section shall not apply to:

  1. Passenger buses under the jurisdiction of the Public Utilities Commission of the state;

  2. Any vehicle owned by a public utility or public agency while necessarily in use in the construction, installation, or repair of any public utility or public way;

  3. Any emergency vehicle; or

  4. Any large commercial vehicle with a permit issued pursuant to Section 10.12.030 of this Code.

§ 10.12.020. Parking prohibited—Residential property.

No person shall park any commercial vehicle exceeding six thousand pounds in gross weight (vehicle and load) or eighty inches in total exterior width (vehicle and load or combination thereof) upon any lot zoned and developed for single-family or multifamily residential purposes, other than lots fronting on a designated truck route, except when necessary for the purpose of making pickups and deliveries of goods, wares and merchandise from or to any building or structure on such lot or for the delivery of building materials to a building site fronting on such lot, but in each instance only while actual loading or unloading operations are in progress.

§ 10.12.030. All-night large commercial vehicle parking.

A. A resident may apply for an all-night street parking permit, pursuant to Chapter 10.20, for a large commercial vehicle. In order to qualify for an all-night street parking permit for a large commercial vehicle, the owner of the vehicle must be a resident of South El Monte and fully comply with Chapter 10.20.

B. Owners of large commercial vehicles who obtain an all-night street parking permit pursuant to Chapter 10.20 are authorized to park the large commercial vehicle in designated areas of the manufacturing zone, subject to requirements of the permit, Chapter 10.20, and this section. The owners of large commercial vehicles that obtain an all-night street parking permit pursuant to Chapter 10.20 may park the vehicle in the areas of the manufacturing zone designated in subsection C between the hours of seven p.m. to seven a.m. seven days a week, except for street sweeping days.

C. The designated areas of the manufacturing zone for large commercial vehicle all-night street parking, subject to an all-night parking permit issued pursuant to Chapter 10.20, are as follow:

  1. The area located between Chico and Potrero on El Poche, Alpaca, Remer and Adelia.

  2. The boundary is Rush Street south on Potrero to the city limits, then along Alesia Avenue, Max Shapiro Way and Joe Vargas Way.

  3. The area located north of Rush Street on Seaman Avenue to Klingerman Street.

  4. The area located north of Rush Street on Merced Avenue to Klingerman Street.

  5. The area located north of Rush Street on Seaman Avenue to Klingerman Street.

  6. The area located north of Rush Street on Edwards Avenue to Klingerman Street.

  7. The area located along Klingerman Street between Sastre Avenue and Edwards Avenue.
