§ 10.04.010. Traffic ordinance adopted.¶
A. Except as hereinafter provided in this chapter, Title 15 of the Los Angeles County Code, entitled "Title 15, Vehicles and Traffic" of the county as amended and in effect on August 28, 1984, is adopted as the traffic ordinance of the city of South El Monte.
B. Wherever in Title 15 of the Los Angeles County Code, excluding Chapters 15.80 and 15.88 of said code entitled "Abandoned or Inoperative Vehicles" and "Parades" respectively, reference is made to "Board" or "Board of Supervisors," it shall be construed to mean the traffic commission of the city of South El Monte.[1]

§ 10.04.020. Definitions.¶
A. Wherever in Title 15 of the Los Angeles County Code reference is made to "County" or "County of Los Angeles," it shall be deemed to mean the city of South El Monte.
B. Wherever in Title 15 of the Los Angeles County Code, excluding Chapters 15.80 and 15.88 of said Code entitled Abandoned or Inoperative Vehicles and Parades respectively, reference is made to "Board" or "Board of Supervisors," it shall be construed to mean the director of public works of the city of South El Monte.
C. Wherever in Chapters 15.80 and 15.88 of Title 15 of the Los Angeles County Code reference is made to "Board" or "Board of Supervisors," it shall be construed to mean the city council of the city of South El Monte.
D. Wherever in Title 15 of the Los Angeles County Code reference is made to "Commissioner" or "Road Commissioner," it shall be deemed to mean the director of public works of the city.
E. Wherever in Chapter 15.80 of Title 15 of the Los Angeles County Code reference is made to "California Highway Patrol" or "Patrol," it shall be construed to mean the city manager of the city.
F. Wherever in Chapter 15.88 of Title 15 of the Los Angeles County Code reference is made to "Sheriff," it shall be deemed to mean the city manager of the city or designee.
G. Chapters 15.16, 15.44, 15.56, 15.60, 15.100 and Sections 15.08.190, 15.24.020, 15.24.040, 15.28.030(c), 15.32.060, 15.32.070, 15.48.060, 15.64.050, 15.64.060, 15.64.070, 15.64.450, 15.64.460, 15.64.470, 15.64.480, 15.64.490, 15.64.500, 15.76.110, 15.96.020 and 15.96.030 of Title 15 of the Los Angeles County Code are repealed.

§ 10.04.030. Section 15.28.020 amended.¶
Section 15.28.020 of Title 15 of the Los Angeles County Code is amended to read as follows:
15.28.020 Basic Speed Limit.
A person shall not drive a vehicle upon any private street at a speed greater than 55 miles per hour, nor at a speed greater than is reasonable or prudent having due regard for the traffic on, and the surface and width of such private street, and in no event at a speed which endangers the safety of persons or property.

§ 10.04.040. Section 15.28.030(B) amended.¶
Section 15.28.030(B) of Title 15 of the Los Angeles County Code is amended to read as follows:
B. The speed of any vehicle upon a private street in excess of the limits specified in this section shall be deemed unlawful unless not greater than 55 miles per hour and the defendant establishes by competent evidence that any said speed in excess of said limits did not constitute a violation of the basic rule stated in Section 15.28.020 at the time, place and under the conditions so existing.

§ 10.04.050. Section 15.32.010 amended.¶
Section 15.32.010 of Title 15 of the Los Angeles County Code is amended to read as follows:
15.32.010 Higher Speed Authorized When.
Whenever the board finds on the basis of an emergency and traffic investigation that a speed of 30, 35, 40, 45, 50, or 55 miles per hour facilitates the orderly movement of vehicular traffic and would be safe upon any highway otherwise subject to a prima facie limit of 25 miles per hour under the Vehicle Code, the Commissioner shall post appropriate signs upon such highways specifying such speed limits.

§ 10.04.060. Section 15.32.020 amended.¶
Section 15.32.020 of Title 15 of the Los Angeles County Code is amended to read as follows:
15.32.020 Lower Speeds Authorized When.
Whenever the board finds and determines upon the basis of an engineering and traffic survey that the speed limit of 55 miles per hour is more than is reasonable or safe upon any portion of the highway where such speed limit of 55 miles per hour is applicable under the State Vehicle Code, and further determines that a speed of 50,45, 40, 35, 30 or 25 miles per hour is more appropriate to facilitate the orderly movement of traffic upon such highways specifying such speed limits of 50, 45, 40, 35, 30, or 25 miles per hour as the case may be.

§ 10.04.070. Section 15.48.040 amended.¶
Section 15.48.040 of Title 15 of the Los Angeles County Code is amended to read as follows:
15.48.040 Form and Content of Signs.
A. The signs provided for by this division shall be:
Substantially constructed;
Located so as to be easily visible from the operator's compartment of any vehicle;
Of a size not less than 18 inches by 18 inches;
In red or black letters upon a white background;
Reading "COMMERCIAL VEHICLES OVER 6000 LBS. PROHIBITED."
B. Where the weight limit is other than 6,000 pounds, the proper number shall be used in the signs.
C. Weight limits may also be expressed in tons.

§ 10.04.080. Vehicles entering highway.¶
The driver of a vehicle about to enter or cross a highway from any public or private property, or from an alley, shall come to a complete stop before entering the highway and shall proceed only when it is reasonably safe to do so.

§ 10.04.090. Rate of acceleration.¶
No person shall attempt to accelerate a vehicle at a rate greater than is reasonable or prudent on any high-way, alley, or public or private property, and in no event at a rate which endangers the safety of persons or property.

§ 10.04.100. Misdemeanors—Violation and penalty.¶
Any person violating or failing to comply with any of the provisions of Division 1 of Title 15 of the Los Angeles County Code shall be deemed guilty of a misdemeanor, and upon conviction thereof shall be punishable for the first offense by a fine of not to exceed fifty dollars, or by imprisonment in the County Jail for a period not exceeding five days; for a second violation within a period of one year, by a fine of not to exceed one hundred dollars, or by imprisonment in the County Jail for a period not exceeding five days, or by both such fine and imprisonment; for a third and each additional offense committed within one year, by a fine of not exceeding five hundred dollars, or by imprisonment in the County Jail for a period of not to exceed six months, or by both such fine and imprisonment.

§ 10.04.110. Infractions—Violation and penalty.¶
Any person violating or failing to comply with any of the provisions of Division 2 of Title 15 of the Los Angeles County Code, except Chapter 15.88 thereof, shall be deemed guilty of an infraction and shall be punishable by a fine not exceeding one hundred dollars for a first violation; a fine not exceeding two hundred dollars for a second violation of the same provision within one year; and a fine not exceeding five hundred dollars for each additional violation of the same provision within one year.

§ 10.04.120. Violation of Chapter 15.88.¶
Any person violating any provision of Chapter 15.88 of the Los Angeles County Code is guilty of a misdemeanor punishable by a fine not to exceed five hundred dollars or by imprisonment in the County Jail not to exceed six months or by both such fine and imprisonment.
