10-10-1: APPLICATION OF REGULATIONS:

(A) The provisions of this title prohibiting the stopping, standing or parking of a vehicle shall apply at all times or at those times herein specified, except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.

(B) The provisions of this title imposing a time limit on standing or parking shall not relieve any person from the duty to observe other and more restrictive provisions of the state Vehicle Code or this code, prohibiting or limiting the standing or parking of vehicles in specified places or at specified times. 10-10-2: STANDING IN PARKWAYS PROHIBITED:

No person shall stop, stand or park a vehicle within any parkway. (Ord. 406, 6-6-1949)

10-10-3: USE OF STREETS FOR STORAGE OF VEHICLES PROHIBITED:

(A) No person who owns or has possession, custody or control of any vehicle shall park the vehicle upon any street or alley for more than a consecutive period of seventy two (72) hours.

(B) In the event a vehicle is parked or left standing upon a street or alley in excess of a consecutive period of seventy two (72) hours, any member of the police department authorized by the chief of police may remove the vehicle from the street or alley in the manner and subject to the requirements of sections 22651 and 22652 of the Vehicle Code. 10-10-4: PARKING FOR CERTAIN PURPOSES PROHIBITED:

No person shall park a vehicle upon any roadway for the principal purpose of:

(A) Displaying the vehicle for sale.

(B) Washing, greasing, or repairing the vehicle except repairs necessitated by an emergency. (Ord. 406, 6-6-1949)

10-10-5: SIGNS OR MARKINGS INDICATING ANGLE PARKING:

(A) Whenever any provision of this title or other law of the city designates and describes any street or portion thereof upon which angle parking shall be permitted, the traffic engineer shall mark or sign the street indicating the angle at which vehicles shall be parked. (Ord. 406, 6-6-1949)

(B) When signs or markings are in place indicating angle parking as herein provided, no person shall park or stand a vehicle other than at the angle to the curb or edge of the roadway indicated by such signs or markings, with the front wheel closest to the curb within six inches (6") to said curb. (C) Angle parking shall be permitted upon those streets and parts of streets described in section 10-10-6 of this chapter. (Ord. 406, 6-6-1949)

10-10-6: ANGLE PARKING DESIGNATED ON CERTAIN STREETS:

In accordance with section 10-10-5 of this chapter, and when signs or markings are in place giving notice thereof, drivers of vehicles may stand or park a vehicle only as indicated by such marks or signs on the following streets or portions thereof:

The southwesterly side of West Front Street from North Street to Second Street;

The northeasterly side of East Front Street from a point one hundred thirty feet (130') south of the centerline of North Street to a point two hundred twenty feet (220') north of the centerline of Third Street;

Both sides of High Street from North Street to Second Street;

The northwesterly side of Second Street from Tucker Street to East Front Street;

The southeasterly side of Second Street from Tucker Street to East Front Street;

Both sides of First Street from High Street to East Front Street;

The south side of Stillman Street from a point three hundred thirty feet (330') east of the centerline of Olive Street to a point forty feet (40') west of the centerline of Dockery Avenue;

The west side of Mitchell Street from a point eight hundred ninety feet (890') north of the centerline of Nebraska Avenue to a point one thousand two hundred forty feet (1,240') north of the centerline of Nebraska Avenue;

The southwesterly side of East Front Street from a point forty seven feet (47') south of the centerline of First Street to a point two hundred twenty one feet (221') north of the centerline of Second Street;

Both sides of Grant Street from First Street to North Street;

Both sides of Evergreen between Locust and the Mill Ditch alignment;

Both sides of Sylvia Street from First Street to Third Street;

Pea Soup Andersen Boulevard between State Highway 43 and Auto Mall Drive;

The north side of Art Gonzales Parkway from a point forty feet (40') north of the centerline of Highland Avenue to a point two hundred seventy four feet (274') north of the centerline of Highland Avenue;

The southeasterly side of First Street from Bauder Street to Highway 99; and

Both sides of First Street to a point one hundred fifty six feet (156') northeasterly of the centerline of High Street. (Ord. 2009-9, 12-7-2009)

10-10-7: LOADING OR UNLOADING AT ANGLE TO CURB; PERMIT:

The traffic engineer is authorized to issue special permits to permit the backing of a vehicle to the curb for the purpose of loading or unloading merchandise or materials subject to the terms and conditions of the permit. The permits may be issued either to the owner or lessee of real property or to the owner of the vehicle and shall grant to the person the privilege as therein stated and authorized herein, and it shall be unlawful for any permittee or other person to violate any of the special terms or conditions of any such permit. 10-10-8: PARKING ADJACENT TO SCHOOLS:

(A) The traffic engineer is hereby authorized to erect signs indicating no parking upon that side of any street adjacent to any school property when such parking would, in his opinion, interfere with traffic or create a hazardous situation.

(B) When official signs are erected indicating no parking upon that side of a street adjacent to any school property, no person shall park a vehicle in any such designated place. (Ord. 406, 6-6-1949)

10-10-9: PARKING PROHIBITED ON NARROW STREETS:

(A) The traffic engineer is hereby authorized to place signs or markings indicating no parking upon any street when the width of the roadway does not exceed twenty feet (20'), or upon one side of a street as indicated by such signs or markings when the width of the roadway does not exceed thirty feet (30').

(B) When official signs or markings prohibiting parking are erected upon narrow streets as authorized herein, no person shall park a vehicle upon any such street in violation of any sign or marking. (Ord. 406, 6-6-1949)

10-10-10: STOPPING OR PARKING PROHIBITED; SIGNS REQUIRED:

The traffic engineer shall appropriately sign or mark the following places and when so signed or marked no person shall stop, stand or park a vehicle in any of the following places:

(A) At any place within twenty feet (20') of a point on the curb immediately opposite the midblock end of a safety zone.

(B) At any place within twenty five feet (25') of an intersection in the central traffic district or in any business district except that a bus may stop at a designated bus stop.

(C) Within twenty five feet (25') of the approach to any traffic signal, boulevard stop sign, or official electric flashing device.

(D) At any place where the traffic engineer determines that it is necessary in order to eliminate unusual traffic hazard. (Ord. 406, 6-6-1949)

(E) It shall be unlawful for any person to stop, stand, or park a vehicle on the northeasterly side of Whitson Street from Thompson Avenue southeasterly to a point of two hundred fifty feet (250') from the easterly line of Thompson Avenue. (Ord. 619, 9-6-66)

(F) At any place on the northwesterly side of Second Street between the north bound on-ramp and the south bound off-ramp of Freeway 99; and, at any place on the southeasterly side of Second Street between the south bound on-ramp and the north bound off-ramp of Freeway 99. (G) On both sides of Floral Avenue between Whitson and Highland Avenue. (Ord. 814, 6-2-80)

(H) At any place on the north and south sides of Huntsman Avenue between Thompson Avenue and Wright Street, which shall also be a tow away zone. (Ord. 820, 12-15-80)

(I) On the north side of Floral Avenue between the centerline of the south bound off ramp of Freeway 99 and the City limit line westerly thereof. (Ord. 826, 6-1-81)

(J) On the north side of Rose Avenue between Olive and Orange Avenues. (Ord. 850, 1-3-83)

10-10-11: UNLAWFUL PARKING; PEDDLERS, VENDORS:

(A) Except as otherwise provided in this Section no person shall stand or park any vehicle, wagon or pushcart from which goods, wares, merchandise, fruits, vegetables or food stuffs are sold, displayed, solicited, offered for sale, bartered or exchanged, or any lunch wagon, eating car or vehicle, on any portion of any street within the City, except that such vehicles, wagons or pushcarts may stand or park only at the request of a bona fide purchaser for a period of time not to exceed ten (10) minutes at any one place. The provisions of this subsection shall not apply to persons delivering articles upon order of, or by agreement with a customer from a store or other fixed place of business or distribution.

(B) No person shall park or stand on any street, any lunch wagon, eating cart, vehicle or pushcart from which tamales, peanuts, popcorn, candy or other articles of food are sold or offered for sale without first obtaining a written permit to do so from the Council which shall designate the specific location in which the cart shall stand.

(C) No person shall park or stand any vehicle or wagon used or intended to be used in the transportation of property for hire on any street while awaiting patronage for such vehicle or wagon without first obtaining a written permit to do so from the Council which shall designate the specific location where the vehicle may stand.

(D) Whenever any permit is granted under the provisions of this Section and a particular location to park or stand is specified therein, no person shall park or stand any vehicle, wagon, or pushcart on any location other than as designated in the permit. In the event that the holder of any such permit is convicted in any court of competent jurisdiction for violating any of the provisions of this Section, the permit shall be forthwith revoked by the Council upon the filing of the record of the conviction with the Council, and no permit shall thereafter be issued to the person until six (6) months have elapsed from the date of the revocation.

10-10-12: EMERGENCY PARKING SIGNS:

(A) Whenever the Traffic Engineer shall determine that an emergency traffic congestion is likely to result from the holding of public or private assemblages, gatherings, or functions, or for other reasons, the Traffic Engineer shall have power and authority to order temporary signs to be erected or posted indicating that operation, parking or standing of vehicles is prohibited on such streets and alleys as the Traffic Engineer shall direct during the time such temporary signs are in place. The signs shall remain in place only during the existence of the emergency and the Traffic Engineer shall cause the signs to be removed promptly thereafter.

(B) When signs authorized by the provisions of this Section are in place giving notice thereof, no person shall operate, park or stand any vehicle contrary to the directions and provisions of the signs. (Ord. 406, 6-6-1949)

10-10-13: AUTHORITY TO ESTABLISH LOADING ZONES:

(A) The Traffic Engineer is hereby authorized to determine and to mark loading zones and passenger loading zones as follows:

  1. At any place in the central traffic district or any business district.

  2. Elsewhere in front of the entrance to any place of business or in front of any hall or place used for the purpose of public assembly.

(B) In no event shall more than one-half (1/2) of the total curb length in any block be reserved for loading zone purposes.

(C) Loading zones shall be indicated by a yellow paint line stenciled with black letters, "Loading Only", upon the top of all curbs within the zones.

(D) Passenger loading zones shall be indicated by a white line stenciled with black letters, "Passenger Loading Only", upon the top of all curbs in the zones. (Ord. 406, 6-6-1949)

10-10-14: CURB MARKINGS INDICATING NO PARKING:

(A) The Traffic Engineer is hereby authorized, subject to the provisions and limitations of this Title to place, and when required herein shall place, the following curb markings to indicate parking or standing regulations, and the curb markings shall have the meanings as herein set forth:

  1. Red shall mean no stopping, standing or parking at any time except as permitted by the Vehicle Code, and except that a bus may stop in a red zone marked or signed as a bus zone.

  2. Yellow shall mean no stopping, standing or parking at any time between eight o'clock (8:00) A.M. and six o'clock (6:00) P.M. of any day except Sundays and holidays for any purpose other than the loading or unloading of passengers or materials; provided, that the loading or unloading of passengers shall not consume more than three (3) minutes nor the loading or unloading of materials more than twenty (20) minutes.

  3. White shall mean no stopping, standing or parking for any purpose other than loading or unloading of passengers which shall not exceed three (3) minutes and such restrictions shall apply between eight o'clock (8:00) A.M. and six o'clock (6:00) P.M. of any day except Sundays and holidays and except as follows: (Ord. 406, 6-6-1949)

(a) When the zone is in front of a hotel or in front of a mailbox, the restrictions shall apply at all times. (Ord. 746, 5-3-1976)

(b) When the zone is in front of a theater, the restrictions shall apply at all times except when the theater is closed. (Ord. 406, 6-6-1949)

  1. Green shall mean no standing or parking for longer than the time posted by an adjacent sign, at any time, according to the directive of the Director of Public Works. (Ord. 97-7, 10-20-1997)

(B) When the Traffic Engineer, as authorized under this Title, has caused curb markings to be placed, no person shall stop, stand or park a vehicle adjacent to any such legible curb marking in violation of any of the provisions of this Section. (Ord. 406, 6-6-1949)

10-10-15: EFFECT OF PERMISSION TO LOAD OR UNLOAD:

(A) Permission herein granted to stop or stand a vehicle for purposes of loading or unloading of materials shall apply only to commercial vehicles and shall not extend beyond the time necessary therefor, and in no event for more than twenty (20) minutes.

(B) The loading or unloading of materials shall apply only to commercial deliveries, also the delivery or pickup of express and parcel post packages and United States mail.

(C) Permission herein granted to stop or park for purposes of loading or unloading passengers shall include the loading or unloading of personal baggage but shall not extend beyond the time necessary therefor and in no event for more than three (3) minutes.

(D) Within the total time limits herein specified, the provisions of this Section shall be enforced so as to accommodate necessary and reasonable loading or unloading but without permitting abuse of the privileges hereby granted. (Ord. 406, 6-6-1949)

10-10-16: STANDING FOR LOADING OR UNLOADING ONLY:

No person shall stop, stand or park a vehicle in any yellow loading zone for any purpose other than loading or unloading passengers or material for such time as is permitted in Section 10-10-15 of this Chapter. (Ord. 406, 6-6-1949)

10-10-17: STANDING IN PASSENGER LOADING ZONE:

No person shall stop, stand or park a vehicle in any passenger loading zone for any purpose other than the loading or unloading of passengers for such time as is specified in Section 10-10-15 of this Chapter. (Ord. 406, 6-6-1949)

10-10-18: STANDING IN ALLEY:

No person shall stop, stand or park a vehicle for any purpose other than the loading or unloading of persons or materials in any alley. (Ord. 406, 6-6-1949)

10-10-19: BUS ZONES TO BE ESTABLISHED:

(A) The City Engineer is hereby authorized to establish bus zones opposite curb space for the loading and unloading of buses or common carriers of passengers and to determine the location thereof subject to the directives and limitations set forth herein.

(B) The word "Bus" as used in this Section shall mean any motor bus, motor coach, trackless trolley coach, or passenger stage used as a common carrier of passengers.

(C) No bus zone shall exceed eighty feet (80') in length, except that when satisfactory evidence has been presented to the Traffic Engineer showing the necessity therefor, the Traffic Engineer may extend bus zones not to exceed a total length of one hundred twenty five feet (125').

(D) Bus zones shall normally be established on the far side of an intersection.

(E) The Traffic Engineer shall paint a red line stencil with white letters "No Standing", together with the words "Bus Zone" upon the top or side of all curbs and places specified as a bus zone.

(F) No person shall stop, stand or park any vehicle except a bus in a bus zone. (Ord. 406, 6-6-49)

10-10-20: SIGNS DESIGNATING LIMITED PARKING REQUIRED:

When authorized signs are in place giving notice thereof no person shall stop, stand or park any vehicle upon any of the streets or City parking lots enumerated as follows:

(A) In Section 10-10-21 and 10-10-22 hereof for a period of time longer than two (2) hours at any time between the hours of eight o'clock (8:00) A.M. and six o'clock (6:00) P.M. of any day, except Sunday and holidays. (Ord. 580, 12-2-63)

10-10-21: PARKING TIME LIMITED ON CERTAIN ENUMERATED STREETS:

In accordance with Section 10-10-20, parking is limited to two (2) hours between the hours of eight o'clock (8:00) A.M. and six o'clock (6:00) P.M. of any day, except Sundays and holidays, upon any of the following enumerated streets: (Ord. 842, 6-7-82)

Both sides of High Street between Arrants Street and Second Street. (Ord. 889, 9-15-86)

10-10-22: PARKING TIME LIMITED ON CERTAIN CITY PARKING LOTS:

Parking is limited to two (2) hours between the hours of eight o'clock (8:00) A.M. and six o'clock (6:00) P.M. of any day except Sundays and holidays upon any of the following enumerated City parking lots:

(A) The north one-half (1/2) of the City parking lot located on the southeast corner of High and First Streets.

(B) The north first row of parking stalls (ten [10] stalls) on the City parking lot located on the southeast corner of First Street and East Front Street. (Ord. 842, 6-7-82)

10-10-23: ALL NIGHT PARKING PROHIBITED:

No person shall stop, stand or park a vehicle on any street in the central traffic district for a period of time longer than thirty (30) minutes between the hours of two o'clock (2:00) A.M. and six o'clock (6:00) A.M. of any day. This section shall not apply to the vehicle of any regularly licensed physician when actually engaged in making professional calls. (Ord. 746, 5-3-1976)

10-10-23.1: PARKING IN PARKS AND OTHER RECREATIONAL AREAS:

No person shall drive or park a vehicle in a public park or recreation area, except by special permit issued by the police department. Authorized signs shall be posted at all entrances to parks or recreation areas giving notice of this section. (Ord. 694, 7-3-1972, eff. 8-4-1972)

10-10-24: PARKING TIME LIMITED ON CERTAIN ENUMERATED STREETS:

No stopping, standing or parking shall be permitted on the following streets between ten thirty o'clock (10:30) P.M. and five o'clock (5:00) A.M.:

Olive Avenue, both sides between Rose and Stillman Avenues.

Stillman Street, south side only between Orange and Dockery Avenues. (Ord. 850, 1-3-1983)

10-10-25: APPROVAL OF DEPARTMENT OF PUBLIC WORKS:

(A) Any provision of this title which regulates traffic or delegates the regulation of traffic upon state highways in any way for which the approval of the department of public works is required by state law, shall cease to be operative six (6) months after receipt of the council of written notice of withdrawal of approval of the department of public works.

(B) Whenever this title delegates authority to a city officer, or authorizes action by the council to regulate traffic upon a state highway in any way which by state law requires the prior approval of the department of public works, no such officer shall exercise such authority nor shall such action by the council be effective with respect to any state highway without the prior approval in writing of the department of public works when and to the extent required by division 9 and division 11 of the Vehicle Code. 10-10-26: RESTRICTIONS ON PARKING OF COMMERCIAL TRUCKS, TRUCK TRACTORS AND/OR “SEMI”…

(A) It shall be unlawful to place, or have placed, park, keep, or maintain any commercial motor truck (as defined by California Vehicle Code section 410), truck tractor (as defined by California Vehicle Code section 655), and/or "Semi" vehicle, as defined in Section 10-10-35 of this Chapter, on any residential street.

(B) No commercial motor truck, truck tractor, or "Semi" vehicle shall be placed, parked, kept, or maintained in an alley, right of way, or highway, other than a state highway, in the City of Selma for a period exceeding two (2) hours, except in designated areas as set forth in Section 10-10-27 of this Chapter. 10-10-27: EXCEPTIONS TO RESTRICTIONS:

This Chapter shall not apply under the following conditions:

(A) Any vehicle as defined under this C making pickups or deliveries of goods, wares and merchandise from or to any building or structure or for the purpose of delivering materials to be used in the actual and bona fide repair, alteration, remodeling, or construction of any building or structure for which a building permit has previously been obtained. This exception shall apply only to any such vehicles that are attended, and shall not extend beyond the time necessary therefore, and in no event for more than twelve (12) hours;

(B) Any vehicle as defined in this Chapter parked in connection with, and in the aid of, the performance of a service to or on a property in the block in which such vehicle is parked;

(C) Any school or passenger bus under the jurisdiction of a recognized school district;

(D) Any vehicle as defined in this Chapter owned by a city, county, state, public entity or licensed contractor engaged in the installation, maintenance, or repair of any public property, utility or highway;

(E) Any authorized emergency vehicle as defined by the California Vehicle Code;

(F) For no more than two (2) additional hours when emergency repairs are in progress, and, the vehicle is attended.

(G) For any tow truck designed to tow vehicles having a manufacturer's gross vehicle weight rating of twelve thousand (12,000) pounds or more, and which is in the act of towing such vehicle.

(H) "Pickup trucks" as defined in California Vehicle Code Section 471

Furthermore, the restrictions set forth in section 10-10-26 of this chapter shall not apply to the parking of trucks, truck tractors, and trailers as defined with gross weight in excess of five (5) tons where such parking is one hundred feet (100') back from the following intersections:

The west side of East Front Street from Center Street to Nebraska Avenue.

Both sides of West Front Street from Third Street to Golden State Boulevard.

Both sides of Park Street from Golden State Boulevard to McCall Avenue.

Both sides of Todd Street from Golden State Boulevard to McCall Avenue.

Signs to this effect shall be posted, as appropriate.

10-10-28: PARKING SPACE MARKINGS:

The city traffic engineer is authorized to install and maintain parking space markings to indicate parking spaces adjacent to curbings where authorized parking is permitted. When such parking space markings are placed on the highway, subject to other and more restrictive limitations, no vehicle shall be stopped, left standing or parked other than within a single space unless the size or shape of such vehicle makes compliance impossible. 10-10-29: UNAUTHORIZED PAINTING OF CURBS:

No person, unless authorized by this city, shall paint any street or curb surface; provided, however, that this section shall not apply to the painting of numbers on a curb surface by any person who has complied with the provisions of any resolution or ordinance of this city pertaining thereto. 10-10-30: TRUCK-TRAILER PARKING PROHIBITED:

10-10-31: PARKING PROHIBITED IN DESIGNATED FIRE LANES:

All private access roadways for fire apparatus and other emergency vehicles shall not be obstructed in any manner. "NO PARKING" signs not less than seventeen inches by twenty two inches (17"x22") in size shall be posted and maintained by the property owner as required by the fire chief. Curbing adjacent to such access roadways shall be painted as required by the fire chief. The owner or person in lawful possession of the property over which the private access roadway for fire apparatus and other emergency vehicles exists shall cause the removal of a vehicle parked on such property in violation of this section.

(A) The "NO PARKING" signs required by this section shall contain the words "NO PARKING" in letters not less than four inches (4") in height. Each sign shall also contain in capital letters at least three inches (3") high the words "TOW AWAY". Each sign shall contain the words "SELMA POLICE DEPARTMENT" in capital letters at least one inch (1") in height and the telephone number of that department in numerals at least one inch (1") in height. Each sign shall bear the name of the owner or person in lawful possession of the property at the time of any removal of any vehicle and who has authorized the removal of any vehicle from such private property. Such name shall be in capital letters one inch (1") high.

(B) No person shall open, move, tow or take possession of any vehicle on private property or attach any towing equipment thereto or take possession of any personal property contained therein or attached thereto, unless and until he shall have given notice to the police department of his intention so to do in such manner as may be specified by the chief of police. Any person causing removal of vehicles in accordance with the provisions of this section shall also comply with the provisions of California Vehicle Code section 22658 and any amendments thereto. 10-10-32: HANDICAPPED AND SMALL CAR PARKING STALLS IN CITY OWNED OFF STREET PARKING LOTS:

(A) No person shall park a vehicle in a parking stall that is designated, signed, and marked for handicapped parking, in a city parking lot, unless such person is handicapped and carries proper identification in the vehicle as provided by the state.

(B) No person shall park a vehicle other than a small car in a parking stall that is designated, signed, and marked for small car parking in a city parking lot. (Ord. 819, 10-6-1980)

10-10-33: RECREATIONAL VEHICLES, BOATS, AND TRAILERS:

Recreational vehicles, fifth wheel trailers, boats, and trailers (collectively referred to as Recreation Vehicles in this section) are permitted subject to the conditions set forth below.

(A) Habitation: Recreational Vehicles shall not be used for sleeping or habitation, unless permitted per Section 5-5-2 of the Selma Municipal Code.

(B) Exceptions: A Recreational Vehicle may be parked on a residential street for purposes of loading and unloading for up to seventy-two (72) hours in any month.

(C) Commercial Vehicles: Commercial rated vehicles, as defined by California Vehicle Code section 260 and not commonly found in residential areas, are prohibited. (Ord. 2021-4, 10-4-2021)

10-10-34: DEFINITIONS:

For the purposes of this Section, the following definitions shall apply:

ATTENDED: Means that the driver or operator of the vehicle or trailer must be physically present, or within the reasonable proximity of the vehicle. In the case of a delivery or transport vehicle, "attended" shall mean that the driver or operator of the vehicle shall be in the act of delivering or accepting the merchandise to or from the customer, or obtaining signatures from the customer or providing the customer with any necessary receipts or other documentation of the transaction.

SEMI: Means any vehicle having a manufacturer's gross vehicle weight rating of twelve thousand (12,000) pounds or more, or any trailer or semitrailer, as defined by California Vehicle Code section 550, 630, 635 or 636 used and maintained for commercial purposes, and designed for use with, or actually used in conjunction with a semi, whether licensed or unlicensed. 10-10-35: ENFORCEMENT:

The following officers and employees of the City are hereby designated as enforcement officers and authorized to issue citations for enforcement of this Chapter: Chief of Police and his/her designee(s); Community Development Director and his/her designee(s); any peace officer and code enforcement official.
