2.19.010 - Purpose.¶
The Scotts Valley arts commission is established to advise the city council on matters concerning the arts, including literature, music and other cultural activities or arts-related matters as may be directed by the city council.

2.19.020 - Members.¶
The commission shall be comprised of five members to be appointed by the city council as provided in Section 2.21.010 of this title. All members of the commission shall be residents in the Scotts Valley planning area and shall serve at the pleasure of the city council and any member may be removed by the city council at their sole discretion at any time.
The chairman and vice-chairman of the commission shall be appointed annually by the commission from amongst its voting members. The appointments shall be made annually by the commission from among its members.

2.19.030 - Duties.¶
The commission shall perform the following specific duties:
A. Advise the city council and/or city manager regarding the arts, including literature, music and other cultural activities, including development and design of facilities related to the arts.
B. Formulate and recommend to the city council and the city manager programs, activities and events as it pertains to the arts, including literature, music, and other cultural activities for the inhabitants of the city of Scotts Valley which will contribute to the utilization and enjoyment of their leisure time and which will promote the public appreciation, education, and development of cultural activities in the community.
C. Advise the city council in regard to the allocation of public funds and fund raising as it pertains to the arts, including literature, music and other cultural activities.
D. Establish liaison with other commissions, local schools, county cultural commission, and civic organizations in order to foster public interest in the arts.
E. Advise the city council concerning the creation, interpretation and implementation of new and established policies and practices of the city as they relate to the objectives of the arts commission.
F. Perform such other functions and duties as may be directed by the city council or prescribed or authorized by any ordinance of the city.

2.19.040 - Bylaws.¶
The commission shall adopt, and from time to time may amend, proposed bylaws for the conduct of its business and the holding of regular and special meetings. The bylaws, or any amendments thereto, shall not become effective unless and until they are first approved by resolution of the city council. The bylaws, or any amendment approved by the council, shall become the official bylaws of the commission.
