Sec. 90-421. - On-street parking.

No person shall park any vehicle in any on-street vehicle parking space designated for the exclusive use of handicapped persons if such vehicle does not display one of the distinguishing license plates issued to disabled veterans and other handicapped persons pursuant to Vehicle Code §§ 9105 and 22511.5. The public works director shall determine the location of each parking space to be designated for the exclusive use of handicapped persons and shall paint blue markings at each such parking space as provided in Vehicle Code § 21458 and, in addition thereto, may indicate such parking spaces by signs or other suitable means.

Sec. 90-422. - Off-street parking in city facilities.

No person shall park any vehicle in any stall or space designated for the exclusive use of physically handicapped persons in an off-street parking facility owned or operated by the city if such vehicle does not display one of the distinguishing license plates issued to disabled veterans and other handicapped persons pursuant to Vehicle Code §§ 9105 and 22511.5. The public works director shall determine the location of each parking space or stall to be designated for the exclusive use of handicapped persons and shall post immediately adjacent to each stall or space, and visible therefrom, a sign consisting of a profile view of a wheelchair with an occupant in white on a blue background, as provided in Vehicle Code § 22507.8.

Sec. 90-423. - Parking in private off-street parking facilities.

No person shall park any vehicle in a stall or space in a private off-street parking facility designated for the exclusive use of handicapped persons if such vehicle does not display one of the distinguishing license plates issued to disabled veterans and other handicapped persons pursuant to Vehicle Code §§ 9105 and 22511.5, following the adoption of a resolution passed by the city council declaring the particular off-street parking facility as generally held open for use of the public for purposes of vehicular parking. No such resolution shall be enacted without a public hearing thereon following ten days' prior written notice to the owner or operator of the privately owned and maintained off-street parking facility of the city's intention to adopt such a resolution. No such resolution shall apply to any off-street parking facility therein unless the owner or operator of the facility has caused to be posted in a conspicuous place at each entrance to such off-street parking facility a notice, not less than 17 inches by 22 inches in size, with lettering not less than one inch in height, to the effect that such off-street parking facility is subject to public traffic regulations and control and unless the operator or owner determines the location of each parking space or stall to be devoted to the exclusive use of handicapped persons and designates each such parking space or stall with a sign as provided in Vehicle Code § 22507.8.
