3-5.1301 - Streets and roadways defined.¶
All streets and roadways of the Town, except one-way streets, are hereby declared to have unobstructed pavements of sufficient width for only one (1) line of vehicles in each direction, and the main traveled portion of such streets or roadways shall be the lanes adjacent to the center of such streets or roadways. Where such streets or roadways are of sufficient width to permit the parking of vehicles without impairing or impeding either line of traffic, the area adjacent to the curb or edge of the roadway shall be reserved for the parking of vehicles, unless otherwise lawfully prohibited or restricted.

3-5.1302 - Closing of streets temporarily.¶
(a) The Traffic Engineer and Chief of Police are hereby authorized, during any street repair work, parade, or traffic or other emergency, to close temporarily any street in the Town and to erect across any such street sufficient street closing or detour signs as may be necessary to direct traffic approaching any such closed street or portion thereof.
(b) Any person who shall walk, ride a bicycle, or drive a motor vehicle in violation of instructions upon any street closing or detour sign in the Town shall be guilty of a misdemeanor.

3-5.1303 - Regulating traffic for emergency vehicles.¶
(a) Upon the approach, from any direction, of any vehicle or apparatus of the Fire or Police Departments of the Town or ambulance answering an alarm of fire or emergency call, sounding a siren or bell or other alarm known to be the alarm or warning of the apparatus or vehicles of the Fire or Police Departments or an ambulance, the driver of any vehicle, other than a vehicle or apparatus of said departments or an ambulance on an emergency call, shall immediately drive as closely as possible to the right-hand curb and stop, and shall not proceed until such apparatus or vehicle of the said departments or ambulance shall have passed on for a distance of 1,000 feet, and shall not follow within 1,000 feet thereof.
(b) No vehicle, except by direction of the Fire Chief or other authorized officer of the Fire Department or any member of the Police Department, shall approach, stand, or park on a public street or thoroughfare within 1,000 feet of a fire at any time, or be parked or left standing thereon so as to in any way interfere with the work of the Fire Department, or be parked or left standing on any public street or thoroughfare which might be used by the vehicles of the Fire or Police Departments in going to such fire, except parallel to and within one foot of the curb thereof; provided, however, this section shall not apply to apparatus or vehicles of the Fire or Police Departments or any ambulance answering an emergency call.
(c) The Chief of the Fire Department, or such other officer thereof as shall be in charge at any fire, shall establish fire lines during any serious fire and, when deemed by him advisable, shall notify the Police Department or any member thereof of such fire lines, and the members of the Fire or Police Departments shall prohibit and prevent anyone from going within such fire lines, or expel from within such fire lines anyone therein, except such persons as may be authorized or permitted to be within such fire lines by a member of the Fire or Police Departments. No person shall enter or remain within such fire lines so established except by such authority or permission, unless he resides or his place of business is located therein.

3-5.1304 - Shrubbery obstructing visibility at intersections.¶
Whenever the Traffic Engineer finds that any hedge, shrubbery, or tree growing in a parkway or sidewalk area obstructs the view of any intersection, or any traffic upon the streets approaching such intersection, he shall cause the hedge, shrubbery, or tree to be immediately removed or reduced in height.

3-5.1305 - Parking on one side of the street only.¶

3-5.1306 - Certain vehicles prohibited in central traffic district.¶
No person shall operate any freight vehicle more than eight and one-half (8½′) feet in width, with load, or any freight vehicle so loaded that any part of its load extends more than twenty (20′) feet to the front or rear of such vehicle in the central traffic district between the hours of 9:00 a.m. and 6:00 p.m. of any day; provided, however, the Chief of Police by written permit may authorize the operation of any such vehicle for the purpose of making necessary emergency deliveries to or from points within the central traffic district.

3-5.1307 - Use of coasters, roller skates, and similar devices.¶
It shall be unlawful for any person upon roller skates or riding in or by means of any coaster, toy vehicle or similar device to go upon any roadway or upon the sidewalk in the central traffic district.

3-5.1308 - Truck routes.¶
(a) Whenever any ordinance of the City designates and describes any street or portion thereof as a street, the use of which is permitted by any vehicle exceeding a maximum gross weight limit of three (3) tons, the Traffic Engineer is hereby authorized to designate such street by appropriate signs as "Truck Traffic Routes" for the movement of vehicles exceeding a maximum gross weight limit of three (3) tons.
(b) When any truck traffic routes are established and designated by appropriate signs, the operator of any vehicle exceeding a maximum gross weight limit of three (3) tons shall drive on such routes and none other; provided, however, that nothing in this section shall prohibit the operator of any vehicle exceeding a maximum gross weight of three (3) tons, coming from a truck traffic route, from having ingress and egress by direct route to and from restricted streets when necessary for the purpose of making pickups or deliveries of goods, wares and merchandise from or to any building or structure located on such restricted streets or for the purpose of delivering materials to be used in the actual and bona fide repair, alteration, remodeling or construction of any building or structure upon such restricted streets for which a building permit has previously been obtained therefor.
(c) The provisions of this section shall not apply to:
(1) Passenger buses under the jurisdiction of the Public Utilities Commission of the State; or
(2) Any vehicle owned by a public utility while necessarily in use in the construction, installation or repair of any public utility.
(d) Those streets and parts of streets described in Section 3-5.1507 of Article 15 of this chapter are hereby declared to be truck traffic routes for the movement of vehicles exceeding a maximum gross weight of three (3) tons.

3-5.1309 - Commercial vehicles prohibited from using certain streets.¶
(a) Whenever any ordinance of the Town designates and describes any street, or portion thereof, as a street the use of which is prohibited by any commercial vehicle exceeding a maximum gross weight of three (3) tons as loaded, the Traffic Engineer shall erect and maintain appropriate signs on those streets affected by such ordinance.
(b) Those streets and parts of streets described in Section 3-5.1508 of Article 15 of this chapter are hereby declared to be streets the use of which is prohibited by any commercial vehicle exceeding a maximum gross weight of three (3) tons as loaded. The provisions of this section shall not apply to passenger buses under the jurisdiction of the Public Utilities Commission of the State.
