3-5.101 - Words and phrases.

(a) The words and phrases defined in this article, when used in this chapter, shall have the meanings respectively ascribed to them in this article.

(b) Whenever any words or phrases used in this chapter are not defined but are now or hereafter defined in the Vehicle Code of the State, such definitions are incorporated in this article and shall be deemed to apply to such words and phrases used in this chapter as though set forth herein in full.

3-5.102 - Central traffic district.

"Central traffic district" shall mean all streets and portions of streets within the area described as follows: All that area bounded by Bolinas Avenue and Greenfield Avenue on the South; Barber Avenue, Lincoln Avenue and the San Rafael city limits on the east; Red Hill Avenue and Sir Francis Drake Boulevard to Fairfax city limits on the north; and Richmond Road, Jones Street, Cedar Street, Grove Lane, San Anselmo Avenue west of Grove Lane to Lansdale Avenue, and Lansdale Avenue to the Fairfax city limits on the west.

3-5.103 - Holidays.

Within the meaning of this chapter for the purposes of exemption from time limit parking, the following shall be considered as holidays: All Sundays and all holidays designated as such by the Government Code of the State.

3-5.104 - Loading zone.

"Loading zone" shall mean the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.

3-5.105 - Official time standard.

Whenever certain hours are named herein, they shall mean standard time or daylight saving time as may be in current use in the City.

3-5.106 - Park.

"Park" shall mean to stand or leave standing any vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading of passengers or materials.

3-5.107 - Parkway.

That portion of a street other than a paved roadway or a sidewalk area, being a dividing strip between traveled roadways, shall be defined as "parkway."

3-5.108 - Passenger loading zone.

"Passenger loading zone" shall mean the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers.

3-5.109 - Pedestrian.

"Pedestrian" shall mean any person afoot.

3-5.110 - Police officer.

"Police officer" shall mean every officer of the Police Department or any officer authorized to direct or regulate traffic or to make arrests for violation of traffic regulations.

3-5.111 - Sidewalk area.

"Sidewalk area" shall mean and include all that area between a property line and curbing, or traveled roadway, if there is no curbing.

3-5.112 - Stop: Stop or stand.

(a) "Stop," when required, means complete cessation of movement.

(b) "Stop or stand," when prohibited, means any stopping or standing of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
