3-5.201 - Police administration.¶
There is hereby established in the Police Department a traffic division to be under the control of an officer of police appointed by and directly responsible to the Chief of Police.

3-5.202 - Duty of traffic division.¶
It shall be the duty of the traffic division, with such aid as may be rendered by other members of the Police Department, to enforce the street traffic regulations of the City and all of the State vehicle laws applicable to street traffic in the Town, to make arrests for traffic violations, to investigate traffic accidents, to cooperate with the Traffic Engineer and other officers of the Town in the administration of the traffic laws and in developing ways and means to improve traffic conditions, and to carry out those duties specifically imposed upon the traffic division by this chapter.

3-5.203 - Traffic accident studies.¶
Whenever the accidents at any particular location become numerous, the traffic division shall cooperate with the Traffic Engineer in conducting studies of such accidents and determining remedial measures.

3-5.204 - Traffic accident reports.¶
The traffic division shall maintain a suitable system of filing traffic accident reports. Accident reports or cards referring to them shall be filed alphabetically by location. Such reports shall be available for the use and information of the Traffic Engineer.

3-5.205 - Traffic division to submit annual traffic safety reports.¶
The traffic division shall annually prepare a traffic report which shall be filed with the Council. Such report shall contain information on traffic matters in the Town as follows:
(a) The number of traffic accidents, the number of persons killed, the number of persons injured, and other pertinent traffic accident data;
(b) The number of traffic accidents investigated and other pertinent data on the safety activities of the police; and
(c) The plans and recommendations of the division for future traffic safety activities.

3-5.206 - Traffic Engineer: Designation.¶
The office of Traffic Engineer is hereby established. The Director of Public Works shall serve as Traffic Engineer.

3-5.207 - Traffic Engineer: Duties.¶
It shall be the general duty of the Traffic Engineer to determine the installation and proper timing and maintenance of traffic control devices and signals, to conduct engineering analyses of traffic accidents and devise remedial measures, to conduct engineering and traffic investigations of traffic conditions, to cooperate with other Town officials in the development of ways and means to improve traffic conditions, and to carry out the additional powers and duties imposed by the laws of the Town.

3-5.208 - Traffic Safety Committee.¶
There is hereby established a Traffic Safety Committee. Membership shall consist of the Chief Administrative Officer, Chief of Police, and Traffic Engineer. It shall be the duty of the Traffic Safety Committee to review requests for traffic control devices from the Town staff and members of the public. Duties shall include the location, relocation, and removal of street signs and markings; the designation of no parking zones; the establishment of limited time parking zones, loading zones, bus zones, and other special parking areas; the designation of through streets; the establishment of turning movement restrictions; to recommend the establishment of one-way streets; and such other similar traffic-related duties as the Chief Administrative Officer may designate.
Decisions of the Traffic Safety Committee may be appealed to the Council in accordance with Chapter 4 of Title 1 of this Code.
