§ 2.28.010. Findings.

The city council finds that by declaring itself to be the redevelopment agency of the city it will serve the public interest and promote the public safety and welfare in a more effective manner than the current organization. The current organization has been quiescent in the city for several years and the almost unanimous organizational form used by other California cities includes the designation of councilmembers as members of the redevelopment agency. This provides greater visibility of agency actions, greater efficiency in the use and direction of city staff, shorter lines of communication and reduced bureaucracy. The council further finds that other than those considered at the public hearing conducted in connection with this chapter, no public reports or proposal relating to this subject have been prepared.

§ 2.28.020. Declaration of redevelopment agency.

Pursuant to the Community Redevelopment Law and more specifically Section 33200(b) of the California Health and Safety Code, the city council declares itself to be the redevelopment agency of the city. City council Resolution No. 57-183 which initially established the redevelopment agency of the city is preempted by this chapter.

§ 2.28.030. Members of agency.

Councilmembers of the city shall serve as the members of the redevelopment agency of the city and the mayor as its chairperson.
