§ 2.05.010. Creation of department, position of the city clerk.¶
There is hereby established the department of the city clerk and creation of the position of the city clerk. The city clerk's department shall consist of the city clerk and such other positions as may be approved from time to time by the city council.

§ 2.05.030. City clerk.¶
There is hereby established and created the position of city clerk who shall be an officer of the city and supervisor of the department of the city clerk.

§ 2.05.050. Appointment—Oath.¶
A. Appointment. The position of city clerk shall be filled by the city manager by appointment or promotion with the approval of the mayor and the city council, and shall be under the supervision of the city manager.
B. Before entering upon the duties of office, the city clerk shall swear or affirm the oath required by statute.

§ 2.05.070. Clerk's duties.¶
The minimum duties of the city clerk shall be as follows:
A. Seal. The city clerk shall be the custodian of the City Seal and shall affix its impression on documents whenever this is required.
B. Documents. The city clerk shall be the custodian of all documents belonging to the city which are not assigned to the custody of some other officer or department head.
C. Indices. The city clerk shall keep and maintain a proper index to all documents and records kept by him or her, so that ready access thereto and use thereof may be had.
D. In addition to the record of ordinances and other records which the city clerk is required by statute to keep.
E. The bonds of all officers of the municipality, except the city clerk, shall be filed with, recorded and preserved by the city clerk.
F. Attendance of Council Meetings—Record Thereof. The city clerk shall attend all meetings, regular or special meeting, of the city council and keep a correct record thereof.
G. The city clerk shall seal and attest all contracts of the city and other documents which require this formality.
H. To administer oaths or affirmations.
I. To conduct municipal elections; to receive petitions relating to initiative, referendum or recall.
J. To give notice of public hearings.
K. To act as the financial disclosure officer for statements of economic interest.
L. To perform such other general secretarial skills as designated by the city council and necessary to the day-to-day operation of his or her office.
M. To perform such other duties as from time to time as described in the city clerk job description.
N. Additional Duties. It shall be the duty of the city clerk to perform such other duties, functions, and exercises as may be required by statute or as may be delegated to him or her from time to time by ordinance or resolution or other official action of the city council.

§ 2.05.090. Deputy clerk.¶
The city clerk may appoint one or more person(s), with the approval of the city manager, to serve as deputy city clerk and perform such duties and functions as may be necessary from time to time. Said deputy clerk may act in the capacity of the city clerk at such time during the absence of the city clerk.
