§ 2.23.010. Purpose.¶
The airport advisory commission is an advisory body created to assist the city council on issues affecting the Rio Vista Airport in the following areas: land use planning, economic development and airport services.

§ 2.23.020. Scope and duties.¶
In addition to the general provisions outlined in Chapter 2.20, the scope and duties of the airport advisory commission shall include the following:
A. At the request of the city council, review and comment upon proposed changes in city land use policies which affect the airport;
B. Consult with and advise the city council in formulating city policies regarding the economic development of the airport as a component of the overall economic development strategy of the city; and
C. Study and analyze, for the purpose of evaluation and recommendation of policy, those matters which have been referred to it by the city council relating to fees, rental schedules and standards of service of the municipal airport.

§ 2.23.030. Membership.¶
A. The airport advisory commission consists of five members.
B. A minimum of one of the airport advisory commission members shall be either an aircraft owner or airport tenant, and a minimum of one of the airport advisory commission member(s) shall be current or former general aviation pilot(s).
C. In addition to the commission's regular members, there will be one non-voting youth commissioner position.
This position will be for a regular non-voting member who is currently attending within the designated boundaries specified by the River Delta Unified School District (RDUSD) as "trustee" areas 1, 2, 3, 4, 6, and 7.
This position shall be filled at the commission's discretion and request.
This position has a one-year term, which term is not bound as stipulated in Section 2.20.040: subsections A, B, and C of this code.
This position will also not be bound by the membership requirements as stipulated in subsection B.
