Sec. 2.110. - ARCHITECTURAL ADVISORY COMMITTEE:¶
A. Established; General Objectives. There is hereby established an Architectural Advisory Committee. The general objectives of the Architectural Advisory Committee shall be to provide architectural control for the enhancement of the natural beauty of the environment, to provide the orderly and harmonious appearance of structures and grounds in furtherance of the purpose of Article 45 of the Redwood City Zoning Ordinance, and to obtain perspective from professionals in architectural and related matters.
B. Composition; Qualifications of Members.
The Architectural Advisory Committee shall consist of six (6) members. Five (5) members shall be voting members and count toward the quorum of the Committee ("Voting Members"). A Youth Member may be appointed to a non-voting seat on the Architectural Advisory Committee and will not count towards the quorum of the Committee.
Members of the Architectural Advisory Committee shall be appointed by the Planning Commission following oral interview and in consideration of professional qualifications and civic interests as the Planning Commission deems appropriate. In the event that a seat remains vacant following a failed recruitment, the Community Development Director, in consultation with the Planning Commission Chair, may appoint members to the Architectural Advisory Committee.
Voting Members must be at least eighteen (18) years of age.
Not less than three (3) Voting Members shall, at the time of their appointment and continuously during their incumbencies, reside or work in Redwood City or within twenty (20) miles of Redwood City's jurisdictional boundary. Up to two (2) Voting Members shall have no locational restrictions.
Voting Members shall be eligible to serve on the Architectural Advisory Committee if they meet at least one (1) of the following qualifications:
a. They possess a license in architecture or landscape architecture; or
b. They have a minimum of five (5) years verifiable professional work experience in the residential or commercial design field in an architecture, landscape architecture, or urban design role; or
c. They have experience in a design related field, including, without limitation, civil engineering or construction ("Design Related Professional"). Not more than one (1) of the Voting Members may be a Design Related Professional.
- The Youth Member shall be eligible to serve on the Architectural Advisory Committee if they meet all of the following qualifications:
a. They are sixteen (16) to twenty-five (25) years old at the time of appointment;
b. They live, attend school, or work in Redwood City or within twenty (20) miles of Redwood City's jurisdictional boundary; and
c. They have a demonstrated interest in architecture, landscape architecture, urban design, or any other design related field.
C. Terms of Member. The term of office each member of the Architectural Advisory Committee shall be four (4) years, expiring on May 31 of the fourth year; provided, however, that appointments of the Committee shall be made such that terms shall expire in even-numbered years.
D. Powers and Duties.
- The Architectural Advisory Committee shall advise the Zoning Administrator, Planning Commission, and the City Council on certain architectural matters concerning building architecture and urban design. The Architectural Advisory Committee shall:
a. Review new building construction exceeding three (3) stories or forty-five (45) feet in height.
b. Review requests for Downtown Precise Plan Guideline deviations, in accordance with the Downtown Precise Plan.
c. Review projects as otherwise required by the Municipal Code, Zoning Ordinance, or adopted precise plan.
- The authority of the Architectural Advisory Committee shall be limited to making recommendations in accordance with the foregoing and the Committee shall not be vested with authority to grant or deny any entitlement or approval.

Sec. 2.111. - ARTS COMMISSION:¶
A. Established; General Objectives. There is hereby established an Arts Commission. The general objectives of the Arts Commission shall be to ensure that art, culture, and creative experiences are woven into the fabric of the community, and to encourage, foster, facilitate, establish, and maintain art and programs for all matters of artistic and cultural significance in the City.
B. Composition; Qualifications of Members.
The Arts Commission shall consist of seven (7) members appointed by the City Council. All such members shall be persons who have demonstrated a deep interest in and appreciation of artistic and cultural matters. At least four (4) such members shall be persons active in and representative of one (1) or more of the following fields: architecture, art, design, video/film, literary arts, marketing/advertising, music, public relations, theater, or visual arts.
At least five (5) members will be residents of the City of Redwood City. No more than two (2) members may reside in unincorporated Redwood City at one (1) time. Continuously during their tenure, each member must be a resident of the City of Redwood City, or a resident in unincorporated Redwood City. A member appointed as a Redwood City resident may remain on the Arts Commission after they are no longer a resident, provided that they live in unincorporated Redwood City and further provided that the maximum of two (2) such members has not been reached.
Members must be at least sixteen (16) years of age.
C. Terms of Members. The term of office of each member of the Arts Commission shall be four (4) years, expiring on May 31 of the fourth year; provided, however, that appointments to the Arts Commission shall be made such that terms shall expire in even-numbered years.
D. Powers and Duties. The powers and duties of the Arts Commission shall be as follows:
To review and make recommendations to the City Council or City Manager concerning the acquisition by the City of any work of art, or item of cultural significance, and the proposed location thereof.
To review and make recommendations to the City Council or City Manager for the establishment or termination of visual and performing art programs in the City.
To review and make recommendations to the City Council or City Manager for the allocation of City funds for arts and culture in the City.
To review and make recommendations to the City Council or City Manager for the establishment or termination of programs memorializing or giving recognition to matters of cultural significance in the City.
To review and make recommendations to the City Council or City Manager concerning the removal, relocation, maintenance, or alteration of existing works of art or items of cultural significance in the possession of the City.
Upon request, to advise the City Council and other City boards, commissions, or committees regarding any matter affecting the beauty and culture of the City.
To review and make recommendations to the City Council or City Manager concerning public art in accordance with the duties established in City Code Chapter 45 (Public Art).
E. Definitions. As used in this Section 2.111:
PROGRAMS: "Programs" shall mean comprehensive and planned activities or functions including, but not necessarily limited to, the following: concerts, plays, festivals, art shows and exhibits, contests, seminars, lectures, workshops and classes, whether conducted individually or in a series; the construction and maintenance of museums, galleries, theaters, and other buildings or structures generally associated with works of art, the performing and visual arts, or matters of cultural significance; and the making of awards or otherwise giving recognition to achievements of participants in such programs.
WORKS OF ART: "Works of Art" shall include, but not necessarily be limited to, all murals, paintings, inscriptions, reliefs, statues, sculptures, monuments, installations, or other structures intended for commemorative, artistic, or aesthetic purposes.
F. Referral of Cultural Matters, etc. to Commission for Review and Recommendation. All matters pertaining to works of art or programs regarding the performing and visual arts and matters of cultural significance, and similar matters coming before the City Council or City Manager shall be referred by them to the Arts Commission for its review and recommendations.
G. Appropriations, Uses of City Property. The City Council shall make such annual appropriations, and allow the use of such City property, real and personal, as the City Council may deem necessary for the purpose of carrying on the activities of the Arts Commission.

Sec. 2.112. - BOARD OF BUILDING REVIEW:¶
A. Established, Membership. There is hereby established a City Board of Building Review which shall consist of five (5) members appointed by the City Council who are qualified by experience and training in the building construction fields. Members must be at least eighteen (18) years of age.
B. Terms of Members. The term of office of each member of the Board of Building Review shall be four (4) years, expiring on May 31 of the fourth year; provided, however, that appointments to the Board shall be made such that terms shall expire in even-numbered years.
C. General Duty, Responsibility, Power of Board.
Whenever any provision of Chapter 9 of this Code (including the codes adopted therein by reference) prescribes or delegates any duty, responsibility or power upon a board of appeals or board of review, the Board of Building Review shall have such duty, responsibility or power.
The Board of Building Review may recommend amendments to the City Council for any of the codes adopted by Chapter 9 of this Code. Such recommendations shall be in the form of a report and draft ordinance and shall be adopted by motion. Upon adoption, the recommendation shall be transmitted to the City Clerk for presentation to the City Council.
The Board of Building Review shall determine the suitability of alternate materials and types of construction with respect to meeting the standards and requirements of Chapter 9 of this Code (including all codes adopted therein by reference) and as such provisions may be amended.
All such determinations shall be for purposes of clarification and shall be of uniform application throughout the City and shall not operate to create an exception from any provision of this Code, other ordinances of the City or State law.
D. Appeals from Denial of Building Permit, Inspection Approval, Certificate of Occupancy.
Any person who is denied a building permit for the reason that the material or type of construction intended to be used is not deemed to be in compliance with the provisions of Chapter 9 of this Code by the Building Inspector, and any person who is denied an inspection approval or a temporary or final certificate of occupancy for the reason that the material used or type of construction employed is not deemed to be in compliance with the provisions of such provisions by the Building Inspector, may appeal to the Board of Building Review.
Every appeal, as provided by subsection 1 of this Section, shall be in writing on forms approved by the Board of Building Review and furnished by the Building Inspector. Every such appeal shall be filed with the Building Inspector at least fifteen (15) days prior to being considered by the Board. Every such appeal shall indicate the Code provision or provisions concerned, the nature of the appeal, the type of material or construction intended to be used, and shall be accompanied by such drawings, plans, information or other materials deemed appropriate by the Board.
The appellant or any other interested person may submit, in writing, his comments and recommendations concerning the subject matter of appeal. The Board of Building Review may, at its discretion, permit the appellant or any other interested person to appear and make oral comments and recommendations on the subject matter of the appeal.
All determinations shall be adopted by motion. Copies of the motion shall be transmitted in writing to the Building Inspector and to the person appealing. The Building Inspector shall permanently maintain a copy of each determination for public inspection. All determinations shall be final and shall be binding upon the Building Inspector.

Sec. 2.113. - HOUSING AND HUMAN CONCERNS COMMITTEE:¶
A. Established; General Objectives. There is hereby established a Housing and Human Concern Committee. The general objectives of the Housing and Human Concern Committee shall be the following:
To promote affordable housing, monitor changing social needs in the community, and ensure that these needs are given sufficient consideration by the City Council and Planning Commission.
To achieve the above through the collective leadership of the Committee in promoting improved service, appropriate policy, and social responsiveness through all city departments and through non-profit social service agencies operating in the City.
B. Composition; Qualifications of Members.
The Housing and Human Concern Committee shall consist of seven (7) voting members appointed by the City Council.
At least five (5) members shall be residents of the City of Redwood City who have demonstrated an interest in, and a commitment to, the objectives and purposes of the Committee. No more than two (2) members may reside in unincorporated Redwood City at one (1) time. Continuously during their tenure, each member must be a resident of the City of Redwood City, or a resident in unincorporated Redwood City. A member appointed as a Redwood City resident may remain on the Housing and Human Concerns Committee after they are no longer a resident, provided that they live in unincorporated Redwood City and further provided that the maximum of two (2) such members has not been reached.
Members must be at least sixteen (16) years of age.
C. Terms of Members. The term of office for each member of the Committee shall be four (4) years expiring on May 31, of the fourth year; provided, however, that appointments to the Committee shall be made such that terms shall expire in even-numbered years.
D. Powers and Duties. The duties of the members of the Housing and Human Concern Committee shall be as follows:
Support implementation, as well as monitor and recommend changes, when necessary, in the housing element and other relevant aspects, such as human services of the General Plan, the Consolidated Plan and any other pertinent documents, and or City policies.
Review proposals and recommend disbursement of private and public funds.
Monitor changing social needs and encourage human service activities to improve the quality of life in the community.
Promote the coordination of human service activities.
Advise the City Council on budgetary matters relating to housing and human concerns.
Individual members shall act as members of the Committee and the individual members shall have no individual power.

Sec. 2.114. - POLICE ADVISORY COMMITTEE:¶
A. Established; General Objectives. There is hereby established a Police Advisory Committee. The general objectives of the Police Advisory Committee shall be to increase community involvement in Police policies and activities and to strengthen the City's commitment to diversity, equity and inclusion within the City organization and in the provision of City services.
B. Composition; Qualifications of Members.
The Police Advisory Committee, consisting of seven (7) community representatives, is hereby established. All members shall be appointed by majority vote of the City Council.
Each member must be a resident of, or be employed in, Redwood City at the time of appointment and continuously during their tenure. It is the desire of the City Council that the Police Advisory Committee reflect the diversity of the community.
Members must be at least sixteen (16) years of age.
C. Terms of Members. The term of office for all members shall be four (4) years. Members will be appointed such that their terms expire in staggered years to ensure continuity of service for the Police Advisory Committee. Commencing in 2025, four (4) seats shall be appointed to four-year terms and three (3) seats shall be appointed to three-year terms. In 2028 and going forward, all seats shall be appointed to four-year terms.
D. Powers and Duties.
- The Police Advisory Committee shall be an advisory body to the Chief of Police and receive staff support from the Police Department. The Police Advisory Committee shall:
a. Review City policing policies;
b. Review community concerns related to crime and policing practices; and
c. Receive an annual report on personnel complaint process.
The Committee shall develop its annual work plan in partnership with the Chief of Police and present or submit its work plan annually to the City Council.
The Police Advisory Committee shall not participate in departmental personnel and disciplinary actions, ongoing criminal or internal investigations, or active critical incidents and will not play any role in civil or criminal litigation.

Sec. 2.115. - SENIOR AFFAIRS COMMISSION:¶
A. Established; Composition; Qualifications.
- There is hereby established a Senior Affairs Commission which shall consist of seven (7) members appointed by the City Council. At least four (4) such members shall be persons active in, and representative of, one (1) or more of the following fields of endeavor:
a. Senior residents' planning;
b. Provision of senior residents' services;
c. Senior clubs or senior associations.
All such members shall be persons who have demonstrated a deep interest in, and appreciation of, senior resident matters within the City. Not less than four (4) such members shall, at the time of their appointment and continuously during their incumbency, be residents of the City. It is the desire of the City Council that the Senior Affairs Commission reflect the diversity of the community.
Members must be at least sixteen (16) years of age.
B. Terms of Office. The term of office of each member of the Senior Affairs Commission shall be four (4) years, expiring on May 31 of the fourth year; provided, however, that appointments to the Commission shall be made such that terms shall expire in even-numbered years.
C. Purpose. The general objectives of the Senior Affairs Commission shall be to encourage, foster, facilitate, establish and maintain programs for the enhancement of all matters relating to the social, economic, and personal well-being of the senior population of the City.
D. Powers and Duties. The powers and duties of the Senior Affairs Commission shall be as follows:
To recommend to the City Council or City Manager the establishment of programs by the City for senior residents in the City, and the establishment of programs which encourage and stimulate the development and maintenance of senior programs and services furnished by others in the City, and to review periodically such programs as are so established.
To review and make recommendations to the City Council and City Manager regarding the funding of senior programs and services that operate within the City for the benefit of the senior population of the City.
Upon request therefor, to advise the City Council and other boards, commissions, or committees of the City regarding any matter affecting the City's senior resident population.
E. Funding; Use of City Property. The City Council shall make such annual appropriations, and allow the use of such City property, real and personal, as the City Council may deem necessary for the purpose of carrying on the activities of the Senior Affairs Commission.

Sec. 2.116. - TRANSPORTATION ADVISORY COMMITTEE:¶
A. Established; General Objectives.
There is hereby established a Transportation Advisory Committee. The general objectives of the Transportation Advisory Committee shall be to increase safe, attractive, sustainable, and comfortable access and independent travel options for the City community, present and future, by promoting and utilizing Complete Streets principles and practices.
The Transportation Advisory Committee has three (3) focus areas:
a. Help to create multi-modal transportation options that enable safe, attractive, sustainable, comfortable, and independent access and travel for pedestrians, bicyclists, transit users, and motorists of all ages and abilities.
b. Provide staff with recommendations for pragmatic and specific transportation solutions.
c. Serve as a conduit for community input and to consider these requests and provide recommendations to staff.
B. Composition; Qualifications of Members.
The Transportation Advisory Committee shall consist of seven (7) members, appointed by the City Council, who are qualified either by experience or by demonstrated interest in the practices, policies, and applications of Complete Streets. The City Council will appoint members who individually or collectively represent the values, needs, and concerns of all users of the City's roadways and transportation network system including people who walk, ride bicycles and other mobility devices, use transit, and drive, and including users of all ages and abilities.
At least five (5) members will be residents of the City. No more than two (2) members may reside in unincorporated Redwood City or be employed within the City at one (1) time. Continuously during their tenure, each member must be resident of the City, or a resident in unincorporated Redwood City or be employed within the City. A member appointed as a City resident may remain on the Transportation Advisory Committee after they are no longer a resident, provided that they either live in unincorporated Redwood City or are employed in City and further provided that the maximum of two (2) such members has not been reached. Applicants shall provide proof of Redwood City employment if not a Redwood City resident.
Members shall be sixteen (16) years of age or older.
C. Terms of Members. The term of office for Transportation Advisory Committee members shall be four (4) years, expiring on June 30th of the fourth year.
D. Powers and Duties.
The Transportation Advisory Committee is not a decision-making body but is a recommending body to the City Council. Accordingly, all duties of the Transportation Advisory Committee shall be under the direction of the City Council.
All members will have the right to vote on all submitted motions at meetings. To achieve general objectives of the Transportation Advisory Committee, its power and duties shall be as follows (priorities and rankings will be set given resource limitations):
a. Provide general input and assistance to staff regarding transportation projects, programs and policies, surveys, parking policies; generate ideas and recommend solutions as appropriate; and prioritize all recommendations from the perspective of the community, considering all ages and abilities.
b. Serve as a resource to improve safety for people walking and riding bicycles throughout Redwood City and provide the perspective of active transportation users for staff.
c. Assist staff in identifying and prioritizing grant projects and research data and background information for grant applications.
d. Assist with public education.
e. Assist with public outreach in support of community workshops and communication, utilizing the committee members' networking connections and contacts.
f. Review bicycle, pedestrian, transit, and transportation plans of other jurisdictions, identify and recommend concepts and components most suited to Redwood City.
g. Identify opportunities for increasing bicycle, pedestrian, and transit use and mobility, and provide prioritized recommendations for consideration by staff, Planning Commission, and City Council.
h. Review projects (transportation and development) and plans for Complete Streets criteria as appropriate. In some cases, City staff will bring projects to the Committee for its consideration. In other cases, the Committee may ask to provide guidance regarding specific projects or members may sit on a project's citizen advisory committee.
i. Serve as a liaison between City staff and relevant local and regional pedestrian, bicycle, transit, and transportation organizations to keep staff advised of current issues and opportunities.
j. Identify and prioritize possible citywide goals, such as reducing vehicle miles traveled, increasing sustainability, and implementing Vision Zero; including methods for measuring and tracking performance.
E. Definitions.
BICYCLIST: "Bicyclist" includes people who ride adult tricycles. Future mobility-enhancing technologies and devices are also included.
COMPLETE STREETS: "Complete Streets" shall mean roadways designed and operated to enable safe, attractive, sustainable, comfortable, and independent access and travel for all users, including pedestrians, bicyclists, motorists, and transit users of all ages and abilities. For the purposes of this Section and other documents specifically related to the Transportation Advisory Committee, it includes rail and ferry transit, and other transit systems, routes, trails, and paths not necessarily constructed on or adjacent to streets, sidewalks, or roadways per se.
PEDESTRIAN: "Pedestrian" includes people who use various mobility devices such as crutches, canes, wheelchairs, walkers, and strollers.
F. Technical and Professional Advice or Service. The Transportation Advisory Committee shall have available to it, as appropriate, the services of City staff including engineering and planning professionals who may be asked to attend a meeting to provide technical advice and services. This is subject to financial constraints and staff members' engagement in other public duties.
G. Recommendations to the City Council. From time to time the Transportation Advisory Committee may bring policy recommendations to the City Council, following consideration and recommendation by City staff and/or the Planning Commission. Policy recommendations shall be structured as vision and goal statements providing broad direction.
