Sec. 16.1. - LIBRARY ESTABLISHED:¶
There is and shall be a library and reading room in and for the City, which is known and designated as the Redwood City Public Library.

Sec. 16.2. - GENERAL OBJECTIVES OF LIBRARY BOARD:¶
The Board passionately supports the mission of the library as the learning center of the community and the place where people turn to for the discovery of ideas, the joy of reading and the power of information. The Board is committed to:
A. Championing literacy for all,
B. Actively seeking out opportunities that support the library,
C. Harnessing the power of the community through volunteers and partnerships,
D. Acting as community advocates to ensure that library services impact and change lives,
E. Influencing the strategic direction of the library,
F. Fostering a great library of which Redwood City can be proud.

Sec. 16.3. - APPOINTMENT, COMPOSITION, MEMBERSHIP, TERMS, REMOVAL, COMPENSATION:¶
The terms of Section 18 of the City Charter regulate the matters set forth therein, including composition, membership, terms, removal, and compensation of the Library Board. In addition to those provisions, members of the Library Board shall not be councilmembers, officers or employees of the City of Redwood City. Each member of the Library Board shall have a demonstrated interest in Public library matters.

Sec. 16.4. - VACANCIES:¶
In case of a vacancy on the Library Board, irrespective of cause, a successor shall be appointed by the City Council for the unexpired term of such member.

Sec. 16.5. - OFFICERS:¶
Each year, at the first regular meeting, the Library Board shall nominate and elect a Chair, a Vice-Chair and a Secretary. The officers shall hold office for one year until a successor is elected, unless his or her term as a member of the Library Board expires earlier.

Sec. 16.6. - OFFICERS—DUTIES:¶
The duties of the various officers of the Library Board shall be as follows:
A. The Chair shall preside at all meetings, solicit all motions to vote, and do those things ordinarily required of a Board Chair, including but not limited to, agenda preparation and acting as a representative of the Board at community functions.
B. The Vice-Chair shall assume and perform the duties of the Chair in the Chair's absence.
C. The Secretary shall review, edit and submit meeting minutes compiled by library staff.

Sec. 16.7. - POWERS AND DUTIES OF THE LIBRARY BOARD:¶
The powers and duties of the Library Board shall include the authority to advise and to make recommendations to the Library Director, City Manager and City Council on matters relating to the Redwood City Library.
In accordance with the policies and budget of the City Council, the Library Board shall have the following duties:
A. Ensure that literacy remains a core value and a long-term guiding principle,
B. Help create, approve and review the strategic plan,
C. Act as a community liaison and library advocate by actively soliciting community input and providing feedback to the public concerning library policies and services, as well as issues being considered by the City,
D. Seek collaborative opportunities to cultivate partnerships, raise funds and recruit volunteers,
E. Be well informed about public policy and other issues affecting the library,
F. Act as an advocate for legislation and funding that will help meet identified needs of the community and library,
G. Enthusiastically represent the library at the community and regional level,
H. Review and comment on the Library Director's proposed budget prior to submission to the City Manager and City Council,
I. Appoint, chair and disband committees as needed, to study issues to the extent and purpose defined by the Library Board,
J. Provide advice on matters assigned by the City Council,
K. Make recommendations to the Library Director and/or City Manager pertaining to the disposition of major gifts of money, personal property and real property to the City to be used for library purposes,
L. Provide input regarding the construction and renovation of capital facilities.
Personnel policies and decisions shall not be within the duties or responsibilities of the Library Board.

Sec. 16.8. - MEETINGS:¶
Regular meetings of the Library Board shall be held once a month. All meetings shall be open to the public. Four (4) of the seven (7) members shall constitute a quorum. The Library Board may establish rules and procedures governing the conduct of its meetings. Meetings will provide a forum for public discussion of library needs and facilitate communication between community, staff and City Council.

Sec. 16.9. - FUNDING; USE OF CITY PROPERTY:¶
The City Council shall make annual appropriations, and allow the use of such City property, real and personal, as the Council may deem necessary for the purpose of carrying on the activities of the Library Board.
