Sec. 2.100. - APPLICABILITY OF ARTICLE; GENERAL PROVISIONS:

A. The organization of, and the duties and functions of, all boards, commissions, and committees established pursuant to Section 21½ of the City Charter shall be as prescribed in this Article, provided that the City Council may, from time to time, prescribe such additional duties and functions by ordinance.

B. All boards, commissions, and committees established by the City Council are established pursuant to Section 21½ of the City Charter and shall be subject to the City Charter's term limits specified therein and any guiding policies concerning boards, commissions, and committees established by the City Council by ordinance, resolution, or motion.

Sec. 2.101. - RULES OF OPERATION:

Except as specifically provided otherwise, the following rules shall apply to the operation of all boards, commissions, and committees:

A. A majority of the board, commission, and committee shall constitute a quorum.

B. Action shall be taken only on the affirmative vote of a majority of the members present at a duly constituted meeting.

C. The time and place of the regular meetings of every board, commission, and committee shall be established by action of that board, commission, or committee.

D. Each board, commission, and committee may adopt such procedural rules and regulations as may be necessary or convenient for the orderly conduct of its business.

E. The provisions of Government Code section 54950 et seq. relating to the conduct of regular, adjourned and special meetings shall be applicable to all boards, commissions, and committees.

F. All members of any board, commission, or committee shall serve without compensation.

G. Members cannot hold any other public office or position in the City while serving as members of a board, commission, or committee, unless otherwise specified.

H. Each board, commission, and committee shall select a chairperson to preside at all meetings and may select such other officers as it deems appropriate for the conduct of its business. The selection processes for a chairperson and other officers shall comply with any rules the City Council may establish.

Sec. 2.102. - VACANCIES; REMOVAL OF MEMBERS:

In the case of a vacancy in a board, commission, or committee for any cause, a successor shall be appointed by the City Council for the unexpired term.

Any member of any board, commission, or committee may be removed at any time by the affirmative vote of five-sevenths ( 5/7 ) of the members of the City Council, or as otherwise provided in the Boards, Commissions and Committees Attendance Policy, as may be amended from time to time.

Sec. 2.103. - BOARDS, COMMISSIONS, AND COMMITTEES ESTABLISHED BY THE CITY CHARTER:

The following boards, commissions, and committees are established by the City Charter, but are subject to the requirements in this Article, so long as they are not inconsistent with the City Charter provisions establishing them:

A. City Charter Section 17, Planning Commission.

B. City Charter Section 18, Library Board.

C. City Charter Section 47a, Board of Port Commissioners.

Sec. 2.104. - DESIGNATED:

The boards, commissions, and committees identified below are subject to the requirements in this Article:

A. Section 40.4.1, et seq., Historic Resources Advisory Committee.

B. Section 25.3.01, et seq., Parks, Recreation, and Community Services Commission.
