12-1.501. Permits required to conduct business.¶
Any person desiring to conduct or operate a business or service for hire, fees, or other compensation within the harbor shall first obtain a lease, license, permit, or franchise approved by the City prior to engaging in such business activity.

12-1.502. Vessel for hire: Passenger information.¶
The owner, master, or person in charge of or operating any vessel using the harbor, waterway, or maritime facility may be required to furnish to the Harbor Master information regarding the number of passengers carried and the charges or other considerations paid by such passengers. Failure to provide such information to the Harbor Master on demand shall be a violation of this article.

12-1.503. Soliciting.¶
A person shall not solicit, sell, hawk, or peddle any goods, wares, merchandise, liquids, or edibles for human consumption, or erect signs, posters, and notices or for sale signs for vessel, or other advertising media in any public area or on the waters of the harbor, waterway, or maritime facility, except as specifically authorized under provisions of this chapter.

12-1.504. Bait receivers: Nonconforming: Removal.¶
(a) All unattended live bait receivers in the waters of the harbor, waterway, or maritime facility shall have a screen, solid cover, or lid which shall fit closely over the well of the receiver, unless the receiver is within and completely enclosed by larger structure.
(b) The storage of bait in any receiver not conforming to the requirements of this article shall be prohibited. Nonconforming bait receivers and their contents may be sealed, removed, stored, sold, or otherwise disposed of by and at the discretion of the Harbor Master without liability for any damages to receivers or loss of bait, and the owner of such nonconforming receivers shall be liable for any costs incurred by the City in effecting the removal, storage, sale, or other disposition. All live bait contained within such nonconforming bait receivers shall be returned to the waters of the harbor in the event such receiver is removed from the water.

12-1.505. Commercial bait tanks.¶
Commercial vessels containing live bait in bait tanks when such vessels are in the waters of the harbor, waterway, or maritime facility shall at all times have aboard a covered can, box, or other additional receptacle for dead bait.

12-1.506. Transfer of bait.¶
A person shall not transfer live bait from one vessel to another within the limits of the harbor, waterway, or maritime facility, except when at least one vessel is moored.

12-1.507. Sale of live bait.¶
It shall be unlawful for any person to sell live bait from a vessel within the limits of the harbor, waterway, or maritime facility. This section shall not apply to the delivery of live bait by a vessel to a commercial live bait receiver which has been authorized by a City lease or written permit of the Director to dispense live bait.

12-1.508. Commercial vessels: Permits.¶
It shall be unlawful for any person to berth, moor, maintain, or operate a commercial vessel at or within the harbor, unless a valid permit to operate such a commercial vessel has been first issued by the Director pursuant to the provisions of Section 12-1.509 of this article.

12-1.509. Commercial vessels: Permits: Conditions.¶
The Director shall issue a written permit to operate a commercial vessel provided:
(a) If the vessel is to be berthed, moored, or operated within the Redondo Beach King Harbor, the applicant is berthing, mooring, or operating such vessel pursuant to the provisions of a sublease with a lessee of the City or pursuant to the provisions of a temporary license or permit to conduct such commercial activity granted by the Director;
(b) The applicant submits a signed application for a commercial vessel permit on a form prescribed by the Director setting forth the full identification of the applicant and the vessel for which the permit is sought, describing the purpose for which the vessel is to be operated, certifying that the applicant and the vessel have complied with all the appropriate United States Coast Guard license, inspection, and certification requirements, and certifying that the applicant has read and is otherwise familiar with all the applicable rules and regulations promulgated by the City or Harbor Master, including, but not limited to, the provisions of this chapter; and
(c) The Harbor Master determines that the applicant and the vessel concerned have complied with all the applicable federal, State, and local laws and regulations governing the safe operation of such vessel.

12-1.510. Regulations and requirements regarding operations of commercial vessels.¶
All persons operating a commercial vessel pursuant to a permit issued pursuant to the provisions of this chapter at all times shall comply with all the regulations and requirements regarding the operation of such commercial vessels as may from time to time be promulgated by the Director.

12-1.511. Commercial vessels: Permits: Revocation and suspension.¶
The Director may suspend or revoke a permit for the operation of a commercial vessel pursuant to Section 12-1.303 of Article 3 of this chapter or if, at any time, the Director determines that:
(a) A person holding such permit no longer complies with the requirements set forth in Section 12-1.508 of this article for the issuance of such permit or fails to notify the Director within 15 days of any change in any information contained in the permittee's original application for a commercial vessel permit submitted pursuant to Section 12-1.509 of this article; or
(b) A person holding such permit has or is using such vessel in violation of any applicable City, State, or federal law or regulation or has or is operating such vessel in violation of the regulations or requirements promulgated by the Director pursuant to Section 12-1.510 of this article; or
(c) A person holding such permit is operating, maintaining or keeping the vessel for which such permit has been issued in a manner which constitutes such a dangerous or hazardous condition as to pose an immediate risk of injury or loss of life to passengers on such vessel or substantial risk of damages or injuries to property or persons within the harbor, waterway, or maritime facility.

12-1.512. Commercial vessels providing sleeping accommodations: Watchmen required.¶
Whenever any person, other than the owner or members of the regular crew, is allowed or permitted to sleep in or otherwise occupy accommodations aboard a commercial vessel or vessel regularly carrying passengers for hire, it shall be the duty of the owner or other person in charge of such vessel to maintain on duty a competent watchman, guard, or crew member, and failure to so maintain such a watchman, guard, or crew member on duty while the accommodations of such vessel are so occupied shall be a violation of this article.

12-1.513. Bait disposal.¶
Except as provided in this article, no person shall put or place, or cause to be put or placed, any live bait or any dead bait, or any portion thereof, into the waters of the harbor, waterway, or maritime facility, except when such bait is then being lawfully used for the purpose of fishing, and is on a hook and line.
