3200 - Definitions of words and phrases.

The following words and phrases, when used in this Chapter, shall for the purpose of this Chapter, have the meanings respectively ascribed to them herein. Whenever any words or phrases used herein are not defined, but are defined in the Vehicle Code of the State of California and amendments thereto, such definitions shall apply.

(a) "Director and Traffic Engineer," for purposes of this Chapter, means the Public Works Director of the City.

(b) "Coach" means any motor bus, motor coach, trackless trolley, or passenger stage used as a common carrier of passengers.

(c) "Curb" means the lateral boundary of the roadway, whether such curb be marked by curbing, construction, or not so marked; the word "curb" as herein used shall not include the line dividing the roadway of a street from parking strips in the center of a street, nor from tracks or rights-of-way of public utility companies.

(d) Divisional Island means a raised island located in the roadway and separating opposing or conflicting streams of traffic.

(e) Holidays for purpose of this Chapter means those days designated by Section 6700 et seq. of the Government Code as holidays.

(f) Loading Zone means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.

(g) Official Time Standard means standard time or daylight saving time as may be in current use in the City.

(h) Official Traffic Signals means any device, whether manually, electrically or mechanically operated, by which traffic is alternately directed to stop and proceed and which is erected by authority of a public body or official having jurisdiction.

(i) Park means to stand or leave standing any vehicle, whether occupied or not, other than temporarily for the purpose of and while actually engaged in loading or unloading of passengers or materials.

(j) Parkway means that portion of a street other than a traveled roadway or a sidewalk.

(k) Parking Meter means a mechanical device installed, in or near an area designated as a pay parking zone, which collects parking fees and regulates the time during which parking is permitted in the pay parking zone.

(l) Passenger Loading Zone means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers.

(m) Pedestrian means any person afoot.

(n) Police Officer means every officer of the Police Department of this City or any officer authorized to direct or regulate traffic or to make arrests for violations of traffic regulations.

(o) Stop or Stand:

(1) When required, means complete cessation of movement.

(2) The term "stop or stand" when prohibited means any stopping or standing of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.

(p) Traffic means pedestrians, ridden or herded animals, vehicles, street cars and other conveyances either singly or together while using any street for travel.

(q) Vehicle Code means the Vehicle Code of the State of California.
