3255 - Twenty minute parking.¶
(a) Green curb marking means no standing or parking for a period of time longer than twenty (20) minutes at any time.
(b) When authorized signs, or curb markings have been placed in areas designated by the traffic engineer, giving notice thereof, no operator of any vehicle shall stop, stand or park any motor vehicle adjacent to any such area for a period of time in excess of twenty (20) minutes.

3256 - Streets designated where stopping, standing or parking prohibited.¶
(a) When authorized signs are in place giving notice thereof, no person shall stop, stand or park any vehicle upon any street designated by council.
(b) Vehicles parked on the designated streets shall be towed away and stored at the owner's expense.
3257 - Four hour parking.¶
When authorized signs or curb markings have been placed in areas designated by the traffic engineer, giving notice thereof, no operator of any vehicle shall stop, stand or park said vehicle in such areas for a period of time longer than four (4) hours.

3258 - One hour parking.¶
When authorized signs or curb markings have been placed in areas designated by the traffic engineer, giving notice thereof, no operator of any vehicle shall stop, stand or park said vehicle in such areas between the hours of 8:00 a.m. and 10:00 p.m. of any day for a period of time longer than one (1) hour.

3259 - Two hour parking.¶
When authorized signs or curb markings have been placed in areas designated by the traffic engineer, giving notice thereof, no operator of any vehicle shall stop, stand or park said vehicle in such areas between the hours of 8:00 a.m. and 10:00 p.m. of any day except Sundays and holidays for a period of time longer than two (2) hours.

3260 - Parking parallel.¶
(a) Subject to other and more restrictive limitations, a vehicle shall be stopped or parked within eighteen (18) inches of the curb facing in the direction of traffic movement upon any street unless signs are in place prohibiting such stopping or standing.
(b) In the event a street includes two (2) or more separate roadways and traffic is restricted to one direction upon any such roadway, no person shall stand or park a vehicle upon the left-hand side of such one-way roadway unless signs are in place permitting such standing or parking.
(c) The Traffic Engineer is authorized to determine when standing or parking shall be prohibited upon the left-hand side of any one-way street or when standing or parking may be permitted upon the left-hand side of any one-way roadway of a highway having two (2) or more separate roadways and shall erect signs giving notice thereof.
(d) The requirement of parallel parking imposed by this section shall not apply in the event any commercial vehicle is actually engaged in the process of loading or unloading freight or goods, and if such vehicle does not extend beyond the center line of the street and does not block traffic thereby.
3261 - Permit for loading or unloading at an angle to the curb.¶
The Traffic Engineer is authorized to issue special permits to permit the backing of vehicles to the curb for the purpose of loading or unloading merchandise or materials subject to the terms and conditions of such permit. Such permits may be issued either to the owner or lessee of real property or to the owner of the vehicle and shall grant to such person the privilege as therein stated and authorized herein, and it shall be unlawful for any permittee or other person to violate any of the special terms or conditions of any such permit.
3262 - Diagonal parking.¶
On any of the streets or portions of streets established by resolution of the Council as diagonal parking zones, when signs or pavement markings are in place indicating such diagonal parking, it shall be unlawful for the operator of any vehicle to park said vehicle except:
(a) At the angle to the curb indicated by signs or pavement markings allotting space to parked vehicles and entirely within the limits of said allotted space;
(b) With the front wheel nearest the curb within six (6) inches of said curb.
The provisions of this section shall not apply when such vehicle is actually engaged in the process of loading or unloading passengers, freight or goods, in which event the provisions of Section 3260(d) of this Chapter shall be complied with.
3263 - Parking space markings.¶
(a) The Traffic Engineer is authorized to install and maintain parking space markings to indicate parking spaces for on- and off-street public parking.
(b) When such parking space markings are placed on a highway or publicly-owned and maintained off-street public parking facility, subject to other and more restrictive limitations, no vehicle shall be stopped, left standing or parked other than within a single space unless the size or shape of such vehicle makes compliance impossible.

3264 - No stopping zones.¶
The Traffic Engineer shall designate established no stopping zones by placing and maintaining appropriate signs indicating that stopping of vehicles is prohibited and indicating the hours and day when stopping is prohibited.
During the hours and on the days designated on said signs, it shall be unlawful for the operator of any vehicle to stop said vehicle on any of the streets or parts of streets established by resolution of the Council as no stopping zones.
3265 - Parking of truck tractors regulated.¶
No person shall park or leave standing any truck tractor on any City street for more than two (2) hours at any one time.
The provisions of this section shall not apply to any vehicle owned by a public utility or a licensed contractor while necessarily in use in the construction, installation or repair of any public utility, or to any vehicle actually being used for the pick up or delivery of goods, wares and merchandise or for the delivery of materials to be used in the repair, alteration, remodeling or construction of any building.
3266 - One hour and two hour parking—Temporary removal.¶
The City Manager may, for good cause, order the temporary removal of the parking limitation established pursuant to Sections 3258 and 3259 hereof for days or portions of days other than Sundays or holidays. Upon receipt of such an order from the City Manager, the Traffic Engineer shall proceed to remove or cover the parking limitations signs and curb markings or other designations for the duration of the parking limitation temporary removal period.
3267 - Parking of trailers, semi-trailers and trailer coaches prohibited.¶
No person shall park or leave standing any trailer, semi-trailer or trailer coach on any city street unless the same is attached to a vehicle capable of moving the trailer, semi-trailer or trailer coach in a normal manner upon the street.
The provisions of this section shall not apply to any trailer, semi-trailer or trailer coach owned by a public utility or a licensed contractor while actually then in use in the construction, installation or repair of any public utility, or to any trailer, semi-trailer or trailer coach which is actually then in use for the pickup or delivery of goods, wares and merchandise or for the delivery of materials to be used in the repair, alteration, remodeling or construction of any building.
3268 - Stopping, standing or parking prohibited on certain streets.¶
No person shall stop, stand or park any vehicle upon any street designated by council when authorized signs are in place giving notice thereof.
3270 - Parking time limited on certain streets in the vicinity of Hueneme Beach.¶
When authorized signs are in place giving notice thereof, no person shall stop, stand or park any vehicle for a period of time longer than two (2) hours at any time between the hours of 8:00 a.m. and 5:00 p.m. except Saturdays, Sundays and holidays upon any street designated by Council.
3271 - Parking of oversized vehicles prohibited.¶
"Oversized vehicle" means any vehicle which exceeds twenty-five (25) feet in length; or exceeds eighty (80) inches in width; or exceeds eighty-two (82) inches in height, exclusive of such projecting lights or devices as are expressly allowed pursuant to the California Vehicle Code as it now exists or hereafter may be amended. Oversized vehicle does not include pickup trucks, which are less than twenty-five (25) feet in length and eighty-two (82) inches in height.
"Trailer" means a trailer, semitrailer, camp trailer, unmounted camper, or trailer coach as defined in the California Vehicle Code.
(a) Except as otherwise provided in this section, it is unlawful for any person to park or leave standing any oversized vehicle on any City street.
(b) The prohibitions in this section will apply at all times unless specific times are posted by the City along any particular street segment, in which case the posted times shall be in effect for that street segment only.
(c) The time limitations on standing or parking in this section will not relieve any person from the duty to observe other and more restrictive provisions of the California Vehicle Code or this Code prohibiting or limiting the standing or parking of vehicles in specified places or at specified times.
(d) No oversized vehicle lawfully parked on any City street may operate any generator or run any power cord from the oversized vehicle to any building without first obtaining a permit to do so pursuant to this Chapter.
(e) Exceptions. This section does not apply:
(1) To any person actively loading or unloading an oversized vehicle;
(2) To any person making temporary or emergency repairs to an oversized vehicle not to exceed twenty-four (24) consecutive hours;
(3) To any person actively picking up or delivering goods, wares, and merchandise, including, without limitation, building materials, from or to a property or building located in a residential area;
(4) To any person holding a valid oversized vehicle parking permit issued pursuant to this section;
(5) To any person holding a valid oversized vehicle disabled parking permit;
(6) To any person making or performing repairs, authorized by the owner of the property at which such repairs are being made, subject to any federal, state or local licensing requirements for such repairs, for no longer than five (5) days in any seven-day period (on a rolling basis);
(7) To any public emergency vehicle; or
(8) When it is necessary to stop a vehicle to avoid conflict with other traffic or to comply with the directions of a police officer or official traffic control device.
(f) Except as otherwise provided in this section, it is unlawful for any person to park or leave standing any trailer that is attached to a vehicle capable of moving the trailer in a lawful manner upon the street on any street in a residential or commercial zone.
(g) It is unlawful for a person to park or leave a trailer standing on any City street or alley.
(h) Exceptions. The provisions of subsections (f) and (g) related to trailers do not apply to:
(1) Trailers owned by a public utility or a licensed contractor while actually in use during the construction, installation, or repair of any public utility;
(2) Trailers actually in use for the pickup or delivery of goods, wares, or merchandise; for delivering materials for repairing, altering, remodeling, or constructing any building; or for delivery of commercial services such as, without limitation, swimming pool cleaning or gardening;
(3) Persons loading or unloading a trailer or when making temporary or emergency repairs to a trailer being made, subject to any federal, state or local licensing requirements for such repairs, for no longer than five (5) days in any seven-day period (on a rolling basis); or
(4) To any public emergency trailer.

3272 - Oversized vehicle parking permits.¶
(a) Persons holding a valid permit issued pursuant to this section may park an oversized vehicle on a street in a residential zone. The Police Chief, or designee, is authorized to issue oversized vehicle parking permits pursuant to this Chapter. Every person desiring an oversized vehicle parking or handicap permit will file an application with the Police Chief, or designee, containing the following:
(1) The name, address and phone number of the resident applicant for the designated oversized vehicle;
(2) The name, address and phone number of the registered owner of the designated oversized vehicle;
(3) The license number, make and model of designated oversized vehicle;
(4) The dates for which the permit is requested;
(5) The dates and duration of any and all oversized vehicle permits issued to the applicant within the immediately preceding ninety-day period;
(6) Additional information the Police Chief, or designee, may reasonably require;
(7) The signature of the applicant under penalty of perjury.
(b) Applicants for permits issued pursuant to this section shall pay to the City a fee equal to the sum of money sufficient to reimburse the City for all expenses incurred by it in connection with processing permit applications. The amount of such fees will be established periodically by City Council resolution. The Police Chief, or designee, shall issue a permit if:
(1) The application was complete in accordance with this section;
(2) There are no grounds for denying the permit; and
(3) The applicant accepts the permit and any terms therein in writing.
(c) Use of any permit issued pursuant to this section will conform to the general permit conditions of this section and any terms or conditions of the permit.
(d) An oversize vehicle parking permit shall be denied if the Police Chief, or designee finds that:
(1) The applicant is not a bona fide City resident;
(2) The proposed permit location is not on a street adjacent to the applicant's residence;
(3) An out of town visitor is not the applicant's guest; or
(4) Information submitted by the applicant is materially false.
(e) Permits issued pursuant to this section will be in a form prescribed by the Police Chief, or designee and will include the license plate number of the oversized vehicle to which it relates, the location permitted, the date of issuance and the day of expiration.
(f) All permits shall be placed at the lower driver's side of the windshield of the oversized vehicle to which it relates so that it is clearly visible from the exterior of the oversized vehicle.

3273 - Parking prohibited in school zones during school hours.¶
School zones in the City of Port Hueneme will have curbs painted red as designated by the Chief of Police. When authorized signs are in place giving notice thereof, there will be no parking in this school zone during the hours that school is in session or when there is an authorized school activity in progress.

3274 - Special prohibition for parking vehicles.¶
(a) Ignition keys shall not be left in an unattended, parked vehicle.
(b) A child, incapable of removing himself from a vehicle, shall not be left unattended in a parked vehicle, on public or private property.
3275 - Parking on private property.¶
It shall be unlawful to park a motor vehicle, trailer, or motorcycle on private property unless:
(a) The permission of the owner of the property or the tenant of the property is obtained; and
(b) If parking spaces on the property are assigned to specific persons, dwelling units, or leasehold interests, and permission of the assignee of the parking space is obtained.
3276 - Parking on private property visible from public streets.¶
It shall be unlawful to park or store a vehicle on any portion of private property visible from a public street unless said vehicle is operative and is parked on a driveway.
For the purpose of this section, the following words and phrases shall have the meanings respectively ascribed to them by this section:
(a) "Vehicle." A device by which any person or property may be propelled, moved, or drawn upon a highway, street, alley, or road except as a device moved by human power or used exclusively upon stationary rails or tracks.
(b) "Operative vehicle." A vehicle which is currently registered and in condition to be legally operated upon a public street or highway within the State.
(c) "Public Street." A way or place of whatever nature, publicly maintained and open to use of the public for the purposes of vehicular traffic.
(d) "Private Property." All real property in the city which is not publicly owned.
(e) "Private Property Visible from a Public Street." All private property which can be seen while standing in a public street and which is not behind a six foot (6′) high opaque fence.
(f) "Driveway." A poured-in-place asphalt or concrete slab which covers less than fifty (50) percent of the required front yard area and is connected to a public right-of-way by a curb cut.
3277 - Designation of parking for disabled persons and disabled veterans.¶
(a) It shall be unlawful to park or leave standing any vehicle in any parking stall or space, or to obstruct, block or otherwise bar access to those parking stalls or spaces, whether on public or private property, if such stall or space has been designated pursuant to Section 22511.7 or 22511.8 of the Vehicle Code for the exclusive use of vehicles which display a distinguishing license plate or placard issued pursuant to Section 22511.9 of the Vehicle Code.
(b) The Council may from time to time designate by resolution parking stalls or spaces located on City owned property for the exclusive use of vehicles which display a distinguishing license plate or placard issued pursuant to Section 22511.5 or 22511.9 of the Vehicle Code.

3278 - Parking of inoperative vehicles on public property or public streets.¶
It shall be unlawful to park a vehicle on any portion of public property or public street unless said vehicle is operative as defined in Section 3276 of this Chapter. For the purpose of this section, the following words and phrases shall have the meanings respectively ascribed to them:
(a) "Vehicle." As defined in Section 3276 of this chapter.
(b) "Operative Vehicle." As defined in Section 3276(b) of this Chapter.
(c) "Public Street." As defined in Section 3276(c) of this Chapter.
(d) "Public Property." All real property in the city which is not privately owned.
3279 - Parking of vehicles leaking fluids on public streets or public property.¶
No vehicle shall be parked or stored on any public street or public property unless the vehicle is so maintained, constructed, covered or loaded, as to prevent any fluid, other than clear water, from leaking, spilling, or otherwise escaping therefrom.
For the purpose of this section, the words and phrases "vehicle", "public street", and "public property" shall have the meanings ascribed to them by Section 3276 of this Code.
The owner of any vehicle parked or stopped in violation of this Section shall be liable for the costs incurred by the City for cleaning, treating, or repairing public streets or public property affected by fluids from such vehicle.
3280 - Use of streets for storage of vehicles prohibited.¶
(a) Maximum Time Limit. No person who owns or has possession, custody or control of any vehicle shall park such vehicle upon any street or alley for more than a consecutive period of seventy-two (72) hours.
(b) Removal of Vehicle. In the event a vehicle is parked or left standing upon a street in excess of a consecutive period of seventy-two (72) hours, any member of the police department authorized by the Police Chief may remove said vehicle from the street in the manner and subject to the requirements of Sections 22651(k), 22850, 22852 and 22853 of the Vehicle Code.
3281 - Emergency parking signs.¶
(a) Authority to Require. Whenever the Police Chief shall determine that an emergency traffic congestion is likely to result from the holding of public or private assemblages, gatherings or functions, or for other reasons, the Police Chief shall have power and authority to order temporary signs to be erected or posted indicating that the operation, parking or standing of vehicles is prohibited on such streets and alleys as the Police Chief shall direct during the time such temporary signs are in place. Such signs shall remain in place only during the existence of such emergency and the Police Chief shall cause such signs to be removed promptly thereafter.
(b) Compliance. When signs authorized by the provisions of this section are in place giving notice thereof, no person shall operate, park or stand any vehicle contrary to the directions and provisions of such signs.
