3291 - Pay parking zones.¶
The parking of vehicles on streets, portions of streets or municipal parking lots as designated by the Council, by ordinance or resolution, as pay parking zones, shall be controlled as provided in this Division.
3292 - Manner of installation.¶
The Traffic Engineer shall cause pay parking machines to be installed and maintained in all pay parking zones.
3293 - Time of operation of parking meters.¶
The provisions of this Chapter relating to payparking shall be effective during the hours set by Council ordinance or resolution.
3294 - Administrative rules.¶
The City Manager may promulgate administrative regulations relating to the pay parking matters which are not specifically provided for in this Division.
3295 - Periodic parking permits.¶
Nothing in this Division prohibits the issuance by the City of parking permits which, when displayed in the manner set forth by regulations issued pursuant to Section 3294 pertaining to parking receipts, shall substitute for a parking receipt. The fees for issuance of such parking permits shall be set by Council resolution.
3296 - Exclusive permit parking.¶
Specific pay parking zones may be designated as pay parking by permit only by resolution. When signs are in place so designating such areas, only vehicles displaying a valid unexpired parking permit issued by the City may park in such zones. Time restrictions and other conditions may be imposed upon the parking privileges granted by the permits issued under this section by the City Manager.
Fees for the issuance of parking permits under this section shall be set by Council resolution.
3297 - Parking meter fees.¶
Pay parking fees for the pay parking zones herein established shall be as set by resolution.
3298 - Unlawful to park after meter time has expired.¶
No operator of any vehicle shall permit such vehicle to remain parked in any parking space after the expiration of the parking time purchased.
3299 - Beach parking.¶
It shall be unlawful to park a motor vehicle on any public street or public parking lot which lies between Hueneme Road and the Pacific Ocean and which is designated by resolution as an area of parking regulated by a parking meter unless the motor vehicle so parked has displayed prominently on the driver's side of the dashboard, visible through the windshield, or, in the case of a motorcycle, on the handlebars, an unexpired receipt for parking issued by a parking meter. For the purposes of this section, the term "parking meter" means a mechanical device which, when the mechanism thereof is set in motion, issues a receipt indicating unexpired parking time.
3300 - Improper use of machines.¶
No person shall deposit or cause to be deposited in any pay parking machine any defaced or bent coin, or any slug, device or metallic substitute for a coin of the United States, or deface, injure, tamper with, open or willfully break, destroy or impair the usefulness of any pay parking machine.
3301 - Parking meters and parking meter standards not to be used for certain purposes.¶
No person shall attach anything to or allow a bicycle, newsrack or any other article or thing to lean against a pay parking machine.
3302 - Annual parking passes.¶
(a) When an annual parking pass is issued, the vehicle license number shall be recorded by the City. All annual parking passes shall be permanently affixed to the driver's side windshield for the vehicle recorded.
(b) It shall be unlawful to display an annual parking pass which has expired or to display any parking pass on a vehicle that does not correspond with the vehicle license that has been recorded with the City.
