9-2-1: SPEED RESTRICTIONS:

Every person operating a vehicle on any street of the city shall operate the same in a careful and prudent manner and at a rate of speed not greater than is reasonable and proper, having regard to the traffic and use of the street, and no person shall operate a vehicle on any street at a rate of speed so as to endanger the life or limb of any person or the safety of any property. Speed restrictions shall be as follows: (Ord. 586, 6-21-1920)

No person shall drive a vehicle at a rate of speed in excess of twenty five (25) miles per hour, provided that in the event the territory contiguous to the street being traveled is closely built up, the speed shall not exceed twenty five (25) miles per hour. (Ord. 586, 6-21-1920; amd. 1962 Code)

In the business district the speed limit shall be fifteen (15) miles per hour. (Ord. 907, 5-28-1964)

Upon approaching a railway crossing, or approaching or traversing a street intersection, the speed limit shall be fifteen (15) miles per hour. (Ord. 586, 6-21-1920)

The speed limits herein set forth shall be effective when appropriate signs giving notice thereof are erected upon the streets and shall not thereafter be revised except upon the basis of an engineering and traffic survey. (Ord. 1116, 4-26-1977)

It shall be unlawful for the driver of any vehicle to make a U-turn within the city at any of the following intersections:

Bedford Avenue and Main Street.

Sacramento Street and Main Street.

9-2-5: WARNING DEVICES; RESTRICTIONS:

It shall be unlawful for any person operating any vehicle to use thereon, while traversing any street, any instrument for the purpose of giving a warning which shall produce a sound of an unusually loud, annoying or distressing character, or such that will tend to frighten pedestrians or animals. 9-2-6: MUFFLER:

9-2-7: LEAVING VEHICLE WITH MOTOR RUNNING:

All vehicles shall be parked with the front facing the curb, except when loading or unloading and shall not be parked with the engine left running. (Ord. 586, 2-21-1920)

9-2-8: VEHICLE REPAIRS PROHIBITED ON STREETS:

No repairing of vehicles or racing of engines shall be allowed on the streets of the city. (Ord. 586, 2-21-1920)

9-2-9: EXCESSIVE ACCELERATION PROHIBITED:

No person shall operate a vehicle on a street or alley in the city in such a manner as to facilitate its speed by means of leaving rear wheel frictional tire rubber marks, caused by rapid acceleration. (Ord. 818, 10-16-1958)

9-2-13: TRUCK ROUTES:

(A) Whenever any ordinance of this city designates any street or portion thereof as a street the use of which is permitted by any vehicle exceeding a maximum gross weight limit of three (3) tons, the city director of public works is hereby authorized to post such street or streets by appropriate signs as "truck routes" for the movement of vehicles exceeding a maximum gross weight limit of three (3) tons.

(B) The provisions of this section shall not apply to:

  1. Passenger buses under the jurisdiction of the public utilities commission or a public agency.

  2. Any vehicle owned or operated by a public utility or public agency while necessarily in use in the construction, installation or repair of any public utility facilities.

(C) When any such truck traffic route or routes are established and designated by appropriate signs, the operator of any vehicle exceeding a maximum gross weight limit of three (3) tons shall drive on such route or routes and none other, except that nothing in this section shall prohibit the operator of any vehicle exceeding a maximum gross weight of three (3) tons coming from a truck route having ingress and egress by direct route to and from restricted streets when necessary for the purpose of making pick ups or deliveries of goods, wares and merchandise from or to any building or structure located on such restricted streets or for the purpose of delivering materials to be used in the actual and bona fide repair, alteration, remodeling or construction of any building or structure upon such restricted streets for which a building permit has previously been obtained.

(D) In accordance with this section, and when signs are erected giving notice thereof, the following streets or portions of streets are hereby declared to be truck traffic routes for the movement of vehicles exceeding a maximum gross weight of three (3) tons:

Bedford Avenue from U.S. 50 to Main Street.

Broadway from Mosquito Road to the east city limits.

  • Carson Road from Broadway to the northeast city limits.

  • Cedar Ravine Street from Main Street to the southeast city limits.

  • Cold Springs Road from the northeast city limits to Placerville Drive.

Main Street from U.S. 50 to Washington Street.

Mosquito Road from Main Street to the northeast city limits.

Pacific Street from Cedar Ravine to State Route 49 (Sacramento Street).

Placerville Drive.

Spring Street from U.S. 50 to Main Street.

9-2-14: COMMERCIAL VEHICLES; USING CERTAIN STREETS:

(A) Whenever any ordinance of this city designates and describes any street or portion thereof as a street the use of which is prohibited by any commercial vehicle, the city director of public works shall erect and maintain appropriate signs on those streets affected by such ordinance.

(B) The provisions of this section shall not apply to:

  1. Passenger buses under the jurisdiction of the public utilities commission or a public agency.

  2. Any vehicle owned or operated by the public utility or public agency while necessarily in use in the construction, installation or repair of any public utility facilities.

(C) The provisions of this section shall not prohibit commercial vehicles coming from an unrestricted street having ingress and egress by direct route to and from such restricted streets when necessary for the purpose of making pick ups or deliveries of goods, wares and merchandise from or to any building or structure located on such restricted streets, or for the purpose of delivering materials to be used in the actual and bona fide repair, alteration, remodeling or construction of any building or structure upon such restricted street for which a building permit has previously been obtained. (D) In accordance with this section and when signs are erected giving notice thereof, the following streets and portions of streets are hereby declared to be streets the use of which is prohibited by any commercial vehicle with a gross weight of six thousand (6,000) pounds or more:

9-2-15: TRANSPORTATION OF EXPLOSIVES:

(A) Whenever any ordinance of the city designates and describes any street or portion thereof as a street the use of which is permitted by any vehicle shall drive on such route or routes and none other, except that nothing in this section shall prohibit the operator of any vehicle carrying explosives from having ingress and egress by direct route to and from restricted streets when necessary for the purpose of making pickups or deliveries of explosives.

(B) The route for transportation of explosives shall be as follows:

Broadway from Schnell School Road to Pointview Drive.
