9-3-1: NO PARKING AREAS:

(A) No operator of any vehicle shall stop, stand, park or leave standing such vehicle in any of the following places, except when necessary to avoid conflict with other traffic or in compliance with the direction of a police officer or other authorized officer, or traffic sign or signal, or as otherwise provided herein:

  1. Within any divisional island unless authorized and clearly indicated with appropriate signs or markings;

  2. On either side of any street between the projected property lines or designated limits of any public walk, crosswalk, public steps, street, or thoroughfare terminating at such street, when such area is indicated by appropriate signs or by red paint upon the curb surface;

  3. In any area where the city engineer determines that the parking or stopping of a vehicle would constitute a traffic hazard or would endanger life or property, when such area is indicated by appropriate signs or by red paint upon the curb surface;

  4. In any area established by resolution of the council, as a no-parking area, when such area is indicated by appropriate signs or by red paint upon the curb surface;

  5. In any area where the parking or stopping of any vehicle would constitute a traffic hazard or would endanger life or property;

  6. On any street or highway where the use of such street or highway or a portion thereof is necessary for the cleaning, repair or construction of the street or highway, or the installation of underground utilities, or where the use of street or highway or any portion thereof is authorized for a purpose other than the normal flow of traffic, or where the use of the street or highway or any portion thereof is necessary for the movement of equipment, articles, or structures of unusual size, and parking of such vehicle would prohibit or interfere with such use or movement; provided, that signs giving notice of such no parking are erected or placed at least twenty four (24) hours prior to the effective time of such no parking;

  7. At any place within twenty feet (20') of a point on the curb immediately opposite the midblock end of a safety zone, when such place is indicated by appropriate signs or by red paint upon the curb surface;

  8. Within twenty feet of the approach of any traffic signal, stop sign, or official electric flashing device;

  9. On all unimproved public property of the city where the city engineer has by appropriate signs so indicated the area to be a no-parking area;

  10. On any alley for any purpose other than the loading and unloading of persons or materials except if appropriately marked for parking;

  11. There shall be no parking on public or private property designated and posted for a fire lane pursuant to the provisions of the Uniform Fire Code as adopted by the city;

  12. There shall be no parking allowed on any street where the area for parking causes the vehicle to cross the fog line, or on those streets where no fog line exists, encroaches into the lane of travel in such a manner as to create an unsafe condition.

B. When said curb markings or signs are in place no operator of any vehicle shall stop, stand or park a vehicle adjacent to any legible curb marking or sign in violation of any of the provisions of this title. (Ord. 1701, 12-10-2019)

9-3-2: PARKING IN DESIGNATED SPACES ONLY:

For streets marked off and designated with white lines parallel and perpendicular to the curb, it shall be unlawful for any person to park any vehicle on any portion of said street except within those parallel and perpendicular white lines along the curb, or next to the sidewalk. 9-3-3: RESTRICTED PARKING ZONES DESIGNATED:

The City Engineer shall establish, allot, and indicate by suitable lines or other means of indication, in any block in any street, any or all of the types of parking zones hereafter set forth; provided, however, that no zone pertaining to parking may be established on a state highway without first having received the necessary legal consent from the California state department of transportation. If a parking zone request is determined to be unwarranted, notification will be given to the requestor who then has the option to have the issue brought before the city council, via a written request to the city clerk's office, requesting that the issue be agendized for council consideration. The types of zones are as follows:

(A) Passenger loading zones (White Zones) are areas wherein no person shall stop, stand or park a vehicle except for the loading or unloading of passengers, and the curbs adjacent to such zones shall be colored white to indicate the areas to be passenger loading zones; and that it shall be unlawful for any person to stop, stand or park a vehicle in any such zone for any purpose except for the loading or unloading of passengers, for a longer continuous period of time than ten (10) minutes. There shall be passenger loading/unloading zones established at the following location:

  1. Adjacent to the westerly twenty feet (20') of the property located at 300 Main Street.

(B) Commercial loading zones (Yellow Zones) in the city shall be designated by having the curb adjacent to such zone painted yellow. Between the hours of eight o'clock (8:00) A.M. and six o'clock (6:00) P.M. Monday through Saturday, except holidays, use of a yellow zone by commercial vehicles as defined by the California Vehicle Code, shall be limited to the loading and unloading of passengers, freight, goods, wares or merchandise only for a period not to exceed twenty (20) minutes. For all other days and times, parking shall be permitted in a yellow zone subject to standard parking limitations for the applicable street. Any vehicle parked contrary to the limitations established above shall be subject to tow and fine. Vehicles displaying disabled person license plates, handicap placards issued by the department of motor vehicles or a city of Placerville temporary commercial loading zone permit may park in loading zones for a period of twenty (20) minutes during periods that loading zone standards are in effect as specified above. The loading or unloading of disabled persons in such zones shall be accomplished only by utilizing a curbside or right-hand door or by a door so located as to provide access at the rearmost portion of the vehicle. Commercial vehicle loading/unloading zones (twenty (20) minute yellow zones) shall be established at the following locations:

  1. Beginning twenty feet (20') from the westerly edge of the property located at 300 Main Street and extending forty five feet (45') to the east.

  2. On Stage Coach Alley adjacent to the businesses located at 301 and 305 Main Street.

  3. On Stage Coach Alley from roughly the midpoint between the northeasterly and northwesterly corners of the businesses located at 359 Main Street to the westerly side of the business located at 379 Main Street.

    1. Adjacent to the businesses at 400 - 430 Main Street.
    1. Adjacent to the business at 447 Main Street.
    1. Adjacent to the businesses at 482 and 484 Main Street.
  1. On the west side of Pacific Street (State Route 49) beginning at a point eighty feet (80') south of the Main Street intersection and terminating one hundred seventy feet (170') south of the Main Street intersection.

(C) Limited time parking zones (Green Zones) are areas wherein no person shall stop, stand or park a vehicle in excess of the period of time indicated by suitable signs or markings; the council may also establish limited time parking zones, and shall fix and designate the periods of time in excess of which parking in the zones shall be illegal, and shall mark these zones by signs. It shall be unlawful for any person to stop, stand or park a vehicle in any such zone for a longer continuous period of time than that indicated by the adjacent signs or markings. The term "continuous period of time" as used in this section shall include moving a vehicle from parking space to parking space for the sole purpose of parking a vehicle in such zone for longer than the time indicated by the adjacent signs or markings. Limited time parking zones (Green Zones) shall be established in the following locations:

    1. Adjacent to the business at 88 Main Street (thirty (30) minute green zone).
    1. Adjacent to the parking area of 103 Main Street (twenty (20) minute green zone).
    1. Adjacent to the business at 132 Main Street (twenty (20) minute green zone).
    1. Adjacent to the business at 138 Main Street (twenty (20) minute green zone).
  1. Adjacent to the business at 339 Main Street just west of the crosswalk (twenty (20) minute green zone).

  2. Adjacent to the business at 348 Main Street (twenty (20) minute green zone).

  3. Adjacent to the business at 359 Main Street just east of the red zone/fire hydrant (twenty (20) minute green zone).

  4. Adjacent to the businesses at 360 - 364 Main Street just east of the crosswalk (twenty (20) minute green zone).

    1. Adjacent to the business at 413 Main Street (twenty (20) minute green zone).
    1. On both sides of the driveway at 532 Main Street (twelve (12) minute green zone).
    1. Adjacent to the business at 533 Main Street (twelve (12) minute green zone).
    1. Adjacent to the business at 537 Main Street (twelve (12) minute green zone).
  1. Adjacent to the business and parking area at 542 Main Street (twelve (12) minute green zone).

  2. Adjacent to the business at 585 Main Street (twelve (12) minute green zone).

  3. Adjacent to the businesses at 617 and 619 Main Street (twenty (20) minute green zone).

  4. On Stage Coach Alley from the northeasterly corner of the business at 339 Main Street to a point midway between the northwesterly and northeasterly corner of the business located at 359 Main Street (twenty (20) minute green zone).

(D) No person shall stop, stand or park a vehicle in excess of the period of time indicated by signs located on Main Street.

(E) Two (2) hour limited time parking zones are hereby established on the following streets between the hours of eight o'clock (8:00) A.M. and four o'clock (4:00) P.M. on non-holiday weekdays:

Bee Street Northerly side from Coloma Street to a point lying 80 feet east of Molly Lane.
Bee Street South side from a point lying 80 feet east of Molly Lane to a point lying 265 feet west of Coloma Street.
Bee Street South side from a point lying 180 feet west of Coloma Street to a point lying 50 feet west of Coloma Street.

(F) Two (2) hour limited time parking zones are hereby established on the following streets between the hours of eight o'clock (8:00) A.M. and six o'clock (6:00) P.M., Monday through Saturday, holidays excepted; except in those areas designated otherwise herein:

Main Street Both sides from the eastern terminus of Forni Road easterly to Cedar Ravine Street except as otherwise designated herein.
Main Street Four spaces at the northerly terminus of Old Canal Street.
Main Street North side of Main Street between the westerly edge of the business located at 617 Main Street and a point 40 feet east of Sheridan Street.
Pacific Street Both sides from Main Street to Sacramento Street except as otherwise designated herein.
Pacific Street On the east side five spaces adjacent to the parking lot at 209 Main Street.

(G) Commercial Loading Zone (Parking Space) in the City shall be designated by having signage indicating the use for Commercial Loading Zone only. Signage shall state that commercial loading is permitted in the parking space during specified hours and on specified days. Use of a commercial loading zone (parking space) by commercial vehicles as defined by the California Vehicle Code, shall be limited to the loading and unloading of passengers, freight, goods, wares or merchandise only for a period not to exceed twenty (20) minutes. No parking by any vehicle is permitted in the parking space during any other time. Any vehicle parked contrary to the limitations established above shall be subject to tow and fine. Commercial loading zones (twenty (20) minute parking spaces) shall be established at the following locations:

  1. The parking space adjacent to the northeasterly side of the Bell Tower on Main Street. (Ord. 1688, 2-28-2017; amd. Ord. 1701, 12-10-2019; Ord. 1707, 12-14-2021)

9-3-4: NIGHTTIME PARKING RESTRICTED:

It shall be unlawful for any person to park or leave standing any vehicle of any kind whatsoever between the hours of three o'clock (3:00) A.M. and five o'clock (5:00) A.M. on any of the streets or portions of streets hereinafter designated:

Arizona Way (nine o’clock (9:00) P.M. through six o’clock (6:00) A.M.)

Canal Street.

Main Street from Canal Street to Washington Street.

Sacramento Street from Main Street to Chamberlain Street.

Spring Street.

9-3-5: TOW AWAY ZONES:

It shall be unlawful for any vehicle to be parked on the south side of Main Street from the east side of Reservoir Street to a point opposite the east side of the building located at 532 Main Street and on the north side of Main Street from the west side of the property located at 495 Main Street to the west side of the premises located at 533 Main Street. Any vehicle parking in the restricted areas shall be towed away. It shall be unlawful for any vehicle to be parked on the north side of Reservoir Street from the intersection of Quartz Alley to the intersection of Main Street. Any vehicle parking in the restricted area shall be towed away. (Ord. 1688, 2-28-2017; amd. Ord. 1701, 12-10-2019)

9-3-6: TAXICAB ZONES:

The council is hereby authorized to establish by resolution a taxicab zone or zones on any street in the city and shall cause a sign or other designation to be placed adjacent to the parking zone or space indicating that the space is reserved for taxicabs. It shall be unlawful for any person to park any vehicle other than a taxicab in any parking space which is designated as a taxicab zone. (Ord. 1688, 2-28-2017; amd. Ord. 1701, 12-10-2019)

9-3-7: STOP SIGNS DESIGNATED:

The city engineer shall have the authority to establish points at intersections of any streets at which the drivers of all vehicles shall be required to come to a complete and full stop. Prior to installation of a stop sign, the council shall adopt by resolution approving the location. Stop signs shall be erected at a point at which the driver shall bring his vehicle to a stop. Any person requesting to have a stop sign removed or requesting the installation of a stop sign has the option to have the issue brought before council via a written request to the city clerk's office, requesting that the issue be agendized for council consideration. A list of all stop sign locations shall be maintained in the office of the city clerk. (Ord. 1688, 2-28-2017; amd. Ord. 1701, 12-10-2019)

9-3-8: RESTRICTED PARKING:

(A) In addition to those specific areas outlined in subsection (B) below, no person shall stop, park, or leave standing any vehicle on any street in the following areas when delineated by red paint on the curb or signage:

  1. Within fifteen feet (15') of a fire hydrant except as follows:

(a) If the vehicle is attended by a licensed driver who is seated in the front seat and who can immediately move such vehicle in case of necessity.

(b) If the vehicle is owned or operated by a fire department and is clearly marked as a fire department vehicle.

  1. Within three feet (3') of any sidewalk access ramp constructed at or adjacent to a crosswalk or at any other location on a sidewalk so as to be accessible to and useable by the physically disabled, if the area adjoining the ramp is designated by either a sign or red paint.

  2. Within ten feet (10') of any driveway or roadway intersection.

  3. Any area in which the distance between the curb and the center line of a two (2) lane street or roadway is less than twenty feet (20').

  4. In a case where a turn lane exists in addition to the lane of travel, the total area between the left most edge of the turn lane and the curb shall not be less than twenty eight feet (28').

  5. There shall be no parking allowed on any street where the area for parking causes the vehicle to cross the fog line, or on those streets where no fog line exists, encroaches into the lane of travel in such a manner as to create an unsafe condition.

(B) There shall be no parking at the following locations on the streets listed below except as otherwise noted herein:

Acacia Way On the east side from 2903 Acacia Way to a point 125 feet south of the southerly intersection of Bennett Drive.
Acacia Way On the east side from Bee Street to a point 125 feet south of the southerly intersection of Bennett Drive.
Acacia Way On the west side.
Anderson Way On both sides of the northerly loop.
Anderson Way On the east side from Franklin Court to a point 300 feet north of Franklin Court.
Anderson Way On the north side of the southerly loop.
Arizona Way On the east side from the Clay Street intersection northerly to the end of the road.
Barrett Drive On the cul-de-sac at the westerly terminus.
Bedford Avenue On both sides from Main Street to Coleman Street.
Bedford Avenue On both sides from Pleasant Street to a point 100 feet south of Pleasant Street.
Bedford Avenue On either side from Pleasant Street north to the city limits.
Bedford Avenue On the east side from a point 270 feet north of Coleman Street to a point 330 feet north of Coleman Street.
Bedford Avenue On the east side of Bedford Avenue from a point 290 feet south of Pleasant Street to a point 320 feet south of Pleasant Street.
Bedford Avenue On the west side from Coleman Street to Pleasant Street.
Bee Street On the north side from Canal Street, easterly to a point lying 35 feet east of Acacia Way.
Bee Street On the south side from a point lying 80 feet west of Simas Way to a point lying 25 feet east of Simas Way.

Briw Road On the east side from the intersection of Forni Road to a point 300 feet to the south.
Briw Road On the west side from the intersection of Forni Road to a point 100 feet to the south.
Broadway On the north side adjacent to the business at 1361 Broadway.
Broadway On the north side adjacent to the business at 1287 Broadway.
Broadway On the north side adjacent to the businesses at 1257 through 1263 Broadway.
Broadway On the north side from Schnell School Road to a point 200 feet westerly, and to a point 720 feet east of Schnell School Road.
Broadway On the roadway portion from Mosquito Road to a point 320 feet easterly. There shall be a 1 hour parking zone established in the easement portion on the north side of Broadway from the prolongation of the curb line within the location described herein.
Broadway On the south side from Carson Road to a point 675 feet westerly.
Broadway On the south side from Wiltse Road to a point 150 feet easterly.

9-3-9: REGULATION OF TRAFFIC ON STATE HIGHWAYS:

Any provision of this code which regulates traffic or delegates the regulation of traffic upon state highways in any way for which the approval of the department of transportation, state of California, is required by state law, shall cease to be operative six (6) months after receipt by the council of written notice of withdrawal of approval of the state department.

Whenever this code delegates authority to a city officer or traffic committee, or authorizes action by the council to regulate traffic upon a state highway in any way which by state law requires the prior approval of the state department of transportation, no such officer or traffic committee shall exercise such authority nor shall such action by the council be effective with respect to any state highway without the prior approval in writing of the state department of transportation when and to the extent required by the Vehicle Code.

The council may, by resolution, establish on said state highways, any of the parking zones described in this chapter, subject to the approval of the state department of transportation as prescribed above. (Ord. 1688, 2-28-2017; amd. Ord. 1701, 12-10-2019)

9-3-10: BLUE CURB PARKING SPACES:

(A) Use Of Blue Curb Spaces: Persons using "blue curb" parking spaces shall comply with the following:

  1. No person shall park or stand any vehicle in a disabled persons parking zone (blue curb) unless said vehicle bears a special license or displays a special placard issued under the provisions of section 9105 or 22511.5 of the California Vehicle Code.

  2. Blue curb parking spaces shall be operative twenty four (24) hours a day, Sunday and holidays included.

  3. Parking zones for the physically handicapped are subject to any temporary parking prohibitions established by the city.

(B) On Street/Off Street/Publicly Owned Parking Facilities: The city engineer shall designate special "blue curb" parking spaces for the purpose of providing on street parking for the exclusive use by physically handicapped persons; and the city engineer shall designate parking stalls or spaced in publicly owned, leased, or controlled off street parking facilities for exclusive use by physically handicapped persons. It is unlawful for any person to park or leave standing any vehicle in a stall or space designated for physically handicapped persons if, immediately adjacent to and visible from such stall or space, there is posted a sign consisting of a profile view of a wheelchair with occupant in white on a blue background, unless the vehicle displays either one of the distinguishing license plates or placard issued pursuant to sections 22511.55 and 22511.59 or to disabled veterans, as specified in section 5007 of the California Vehicle Code.

  • City owned off street parking facilities subject to this section are:

    1. Center Street Lot;
    1. Center Street Parking Structure;
    1. Fox Lot;
    1. Ivy House;
    1. Milton Lot;
    1. Mooney Lot;
    1. Old City Hall Lot;
    1. Placerville Station I;
    1. Placerville Station II;
    1. Tetrault Lot;
    1. Town Hall Lot.

(C) Off Street Privately Owned Facilities: The city hereby declares that there are privately owned and operated parking facilities which may reserve parking stalls for exclusive use by physically handicapped persons. The city police department is authorized to enforce this provision. It is unlawful for any person to park or leave standing any vehicle in a stall or space designated for physically handicapped persons, if, immediately adjacent to and visible from such stall or space, there is posted a sign consisting of a profile view of a wheelchair with occupant in white on a blue background, unless the vehicle displays either one of the distinguishing license plates or placard issued pursuant to sections 22511.55 and 22511.59 or to disabled veterans, as specified in section 5007 of the California Vehicle Code.

(D) Identification:

  1. On Street Blue Curb Spaces: Blue curb spaces shall be indicated by blue paint on the curb edge of the paved portion of the street adjacent to the space. In addition, a sign consisting of a profile view of a wheelchair with occupant in white with a blue background shall be posted immediately adjacent to and visible from the space. For further identification, the international symbol of access may be painted on the blue curb in white followed by the word "ONLY". All signage and markings shall be in accordance with the Americans with Disabilities Act and the California Vehicle Code. In addition a sign not less than seventeen inches by twenty two inches (17" x 22") with lettering not less than one inch (1") in height shall be posted stating:

Vehicles not displaying handicapped license plates or placards will be subject to a fine and/or tow away. Minimum Fine $250. Vehicles will be towed away at the owner's expense, and may be reclaimed by telephoning 530-642-5280.

  1. Off Street/Publicly Owned Facilities: Designation of "blue curb" parking stalls in publicly owned off street parking facilities shall be made by position immediately adjacent to, and visible from same, a sign consisting of the international symbol of access. The sign shall include a profile view of a wheelchair with occupant in white on a blue background. The sign shall clearly and conspicuously state: "Minimum Fine $250" and conform to the Americans with Disabilities Act and the California Vehicle Code.

In addition, a sign not less than seventeen inches by twenty two inches (17" x 22") in size must be posted either at the entrance to the parking facility or immediately adjacent to and visible from the reserved stall(s), which states with lettering not less than one inch (1") in height:

Vehicles not displaying handicapped license plates or placards will be subject to a fine and/or tow away. Minimum Fine $250. Vehicles will be towed away at the owner's expense, and may be reclaimed by telephoning 530-642-5280.

All signs shall be posted at a height of eighty inches (80") from the ground.

  1. Off Street/Privately Owned Facilities: Designation of "blue curb" parking stalls in privately owned off street parking facilities shall be made by posting immediately adjacent to, and visible from same a sign consisting of the international symbol of access. The sign shall include a profile view of a wheelchair with occupant in white on a blue background. The sign shall clearly and conspicuously state: "Minimum Fine $250" and conform to the Americans with Disabilities Act and the California Vehicle Code.

In addition, a sign not less than seventeen inches by twenty two inches (17" x 22") in size with lettering not less than one inch (1") in height which clearly states:

Note: The person in lawful possession of the parking facility may then and only after first contacting the local police cause the removal of a violator's automobile from the stall to the nearest public garage.

A sign must be posted at the entry to all off street parking facilities to the effect that the facility is subject to all public traffic regulations and control.

9-3-11: RESTRICTED PARKING OF INANIMATE OBJECTS:

(A) Reserved.

(B) Any duly authorized police officer is hereby authorized to remove or cause to be removed any inanimate object other than a motorized vehicle which is parked on the streets or in the parking lots of the city.

(C) After having been removed from the street or parking lot, the inanimate object shall be stored by the city at the city of Placerville corporation yard. As soon as the owner of the inanimate object has been discovered, notice shall be given to the owner that the inanimate object has been stored at the corporation yard of the city and the owner shall be entitled to retake possession of the inanimate object at any time during normal working hours.

(D) The person owning the inanimate object shall pay a storage charge to the city of twenty dollars ($20.00) for each day the inanimate object has been stored by the city, which said sum shall be payable prior to the owner retaking possession of the inanimate object. 9-3-12: RESIDENTS ONLY PARKING ZONES:

Only residents displaying a city issued residential parking permit will be allowed to park between the hours of eight o'clock (8:00) A.M. and four o'clock (4:00) P.M. on non-holiday weekdays on the following streets:

9-3-13: MOTORCYCLE PARKING ZONE :

The council may designate areas in public parking facilities or on street for motorcycle only parking. These areas shall be designated by a sign indicating motorcycles only, or for on-street parking, a picture of a motorcycle on the roadway indicating motorcycle parking. For on-street parking, lines shall be painted indicating individual spaces for on-street motorcycle parking.

It shall be unlawful and a violation of the provisions of this title for any person to park any vehicle other than a motorcycle, in a motorcycle parking zone. (Ord. 1701, 12-10-2019)

9-3-14: NO PARKING IN DESIGNATED BICYCLE LANE:

It shall be unlawful for any person to park, stand, or stop any vehicle in any bicycle lane designated for one-way, on-street bicycle travel identified by special bicycle lane signs, bicycle lane striping, or bicycle lane pavement markings, except for emergency purposes.
