Placerville Municipal Code § 7-3-5 Service Charges; When Due

Utility service charges include charges for water service, wastewater service, or both, for residential or commercial users.
(A) Utility service account payment shall be due upon receipt of invoice. Utility service charges are payable bimonthly and shall become delinquent twenty (20) days from the date of mailing of the utility account invoice. Delinquent accounts will be subject to a late charge of twenty dollars ($20.00). Water and sewer service charges are inseparable and the failure to pay either charge on a utility service invoice will result in the termination of water and sewer services. Termination of services shall be pursuant to division 5, chapter 1, article 1, commencing with sections 10009 through 10011 of the Public Utilities Code of the state of California, and the City's Water Shutoff Policy. In the event that a utility service account remains delinquent and a turnoff order is issued, a disconnection/reconnection charge as determined by resolution of the city council shall be paid for each occasion that the city has to disconnect and/or reconnect service discontinued for nonpayment of utility service invoice. No service which has been discontinued for nonpayment of utility service charges shall be reconnected until all current and delinquent utility charges are paid. In cases when delinquent utility charges remain unpaid, the city shall have the right to lien against the real property and/or cause legal action to be brought against the utility account holder. When a previous tenant leaves without paying a delinquent utility invoice, the city may require that subsequent service be furnished under the name of the owner on record of real property or his/her agent.
(B) Notwithstanding the provisions of subsection (A) of this section, a utility service customer may avoid late charges and termination of service by agreeing to a plan for deferred or reduced payments consistent with the Water Shutoff Policy.
Section 3: Amendment of Section 7-4-4 of the Placerville City Code
Be it ordained by the City Council of the City of Placerville that section 7-4-4 of the City of Placerville City Code, is hereby amended to read:
7-4-4 WASTEWATER SERVICE CHARGES; WHEN DUE:

7-4-6 NONPAYMENT OF CHARGES; DISCONNECTION:
Water and sewer service charges are inseparable and the failure to pay either charge on a utility service invoice will result in the termination of water services pursuant to Title 7, Chapter 3, Section 7-3-5.

RESOLUTION NO. 9587
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLACERVILLE ESTABLISHING AN ALARM SYSTEM PERMIT RENEWAL FEE PURSUANT TO PLACERVILLE MUNICIPAL CODE SECTION 6-14-9 EFFECTIVE SEPTEMBER 22, 2026
WHEREAS, on November 25, 1980, the City Council adopted Resolution No. 1243 establishing the fee for the renewal of an alarm system permit; and
WHEREAS, there is currently no fee for the renewal of an alarm system permit when the permit is renewed within 30 days, even though the renewal process requires staff time and City resources to process and administer; and
WHEREAS, staff has completed a comprehensive review of the Police Department fees, including updated billable rates based on current salaries and benefits, revised time estimates based on actual workflows, and a comparison to fees charged by surrounding jurisdictions; and
WHEREAS, establishing a fee for the renewal of an alarm system permit will help recover a reasonable portion of the City's costs associated with the staff time and resources required to process and administer permit renewals; and
WHEREAS, the proposed fee remains competitive with fees charged by surrounding jurisdictions and improves equity by ensuring that the costs associated with the alarm permit renewal process are reasonably borne by the users of the service; and
WHEREAS, the adoption of these updated fees supports the City’s Strategic Plan goal of Fiscal Stability and Sustainability; and
- NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Placerville that the fee for the renewal of an alarm system permit pursuant to PMC 6-14-9, as set forth in Exhibit A attached hereto, is hereby approved and shall become effective September 22, 2026.

Subject: Consider a Resolution establishing a Burglary Alarm Renewal Fee pursuant to Placerville Municipal Code Section 6-14-9
Purpose:
Adopt a Resolution establishing/updating the burglary alarm permit renewal fee pursuant to PMC Section 6-14-9
Recommendation:
Adopt a resolution amending Ordinance 6-14-9 of the Placerville Municipal Code to establish a renewal fee for burglary alarm permits.

Background:
The City of Placerville Municipal Code Title 6, Chapter 14, Section 9 (PMC 6-14-9) requires burglary alarm permit holders to periodically renew their permits and explicitly provides that the fee for such renewals shall be established by resolution of the City Council. Currently, no renewal fee amount is established in the Master Fee Schedule.
The renewal process requires staff time to identify permits that are due for renewal, prepare and mail renewal notifications to permit holders, receive and review completed renewal applications, update permit records, and process the renewed permits. These administrative activities result in ongoing personnel and operational costs to the City.
Discussion:
The proposed Resolution establishes a fee for the renewal of burglary alarm permits pursuant to PMC 6-14-9. The purpose of this fee is to provide cost recovery for the staff time and administrative resources necessary to manage the renewal process.
Currently, the City incurs costs associated with administering burglary alarm permit renewals without recovering those costs through a renewal fee. Establishing a renewal fee would help ensure that the users of the burglary alarm permitting program contribute toward the cost of maintaining and administering their permits, rather than requiring the City's General Fund to absorb the full cost of these services.
The renewal fee would help offset staff time associated with preparing and sending renewal notices, receiving and processing renewal applications, updating permit records, and completing other administrative tasks necessary to maintain an accurate and current burglary alarm permit program.
The proposed amendment is intended to provide a reasonable cost-recovery mechanism for the administrative services associated with burglary alarm permit renewals.
Options:
- Adopt the proposed Resolution as recommended by staff.
- Amend the proposed fee amount and adopt the Resolution
- Do not adopt the proposed Resolution.
Cost:
Administrative costs associated with processing burglary alarm permit renewals are currently absorbed by the City. Adoption of the proposed renewal fee would provide a mechanism to recover a portion or all of the costs associated with staff administration of the renewal process.
Budget Impact:
Adoption of the proposed ordinance amendment is expected to result in additional cost recovery associated with the administration of burglary alarm permit renewals. The exact budget impact will depend on the number of permits renewed annually and the fee established by the City Council.

ADOPTING ORDINANCE
ORDINANCE NO. 890
AN ORDINANCE PROVIDING FOR THE CODIFICATION OF THE GENERAL ORDINANCES OF THE CITY OF PLACERVILLE, CALIFORNIA, AND PROVIDING FOR THE ADOPTION OF THE OFFICIAL CODE OF THE CITY OF PLACERVILLE.
BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF PLACERVILLE, that:
Section 1. From and after the date of passage of this ordinance the official city code of the city of Placerville, prepared by Sterling Codifiers, Inc., and hereby approved and accepted shall be the official code of all ordinances of a general and permanent character of the city.
Section 2. There is hereby adopted, as a method of perpetual codification, the loose leaf type of binding together with the continuous supplemental service whereby each newly adopted ordinance of a general nature, amending, altering, adding to, or deleting provisions of this official city code is identified by the proper catchline, and following preparation by Sterling Codifiers, Inc., is inserted in the proper place in each of the official copies. Each such insertion shall be made within thirty (30) days following the date of adoption by the council, and each new provision shall become effective upon such insertion.
Section 3. At least three (3) copies of this city code shall at all times be on file and available for inspection in the office of the clerk.
