9-5-1: UNLAWFUL PARKING IN PARKING ZONES:¶
It shall be unlawful and a violation of the provisions of this title for any person to permit any vehicle registered in the name of, or operated by the person, to be parked overtime or beyond the period of legal parking time established for any parking zone as described in section 9-3-3 of this title. 9-5-2: DUTY OF PARKING ENFORCEMENT OFFICER OR POLICE OFFICERS; REPORTS:¶
It shall be the duty of the city assigned parking enforcement officer to enforce parking provisions within the parking district defined in section 9-4-4 of this title between the hours of eight o'clock (8:00) A.M. and six o'clock (6:00) P.M. six (6) days per week, Monday through Saturday.
It shall be the duty of the police officers of the city, acting in accordance with and pursuant to instructions issued by the chief of police, to enforce parking outside of the enforcement performed by the parking enforcement officer. Enforcement officers and police officers shall report the following information:
(A) The state license number of the vehicle violating any parking regulation of the city.
(B) The time of day during which the vehicle is parking in violation of any of the parking provisions of the city.
(C) The duration of the time in excess of the legal parking time during which the vehicle is parking in violation of any of the parking provisions of the city.
(D) Any other facts, a knowledge of which is necessary to a thorough understanding of the circumstances attending the violation. Each police officer shall also attach to the vehicle a notice to the owner or operator thereof that the vehicle has been parked in violation of a provision of this code and the notice shall instruct the owner or operator to report at the office of the judge of the justice court in regard to the violation. 9-5-3: FINES:¶
(A) Fines for violations of any of the sections of this chapter and chapters 3 and 4 of this title, unless otherwise stated therein, shall be set by a master parking fine resolution of the city council establishing the fines for any such violations. Said master parking fine resolution may be amended from time to time at the discretion of the city council.
(B) Multiple violations by the same vehicle within any twenty four (24) hour period of the same section shall cause the fine to be doubled for such subsequent violations.
(C) The failure of the owner or operator to make the payment of the fines hereinabove specified within thirty (30) days shall render the owner or operator subject to an additional penalty in the amount of twenty three dollars ($23.00). The penalty shall be reviewed annually by the city council and adjusted, if necessary, by city council resolution.
(D) Nonpayment of the fines and penalty amounts shall result in a lien being placed against the registration of the vehicle with the state of California department of motor vehicles.
(E) The city manager and/or chief of police shall have the authority to issue one day exemptions for overtime parking for individuals parking within the city. (Ord. 1596, 1-13-2004; amd. Ord. 1701, 12-10-2019)
9-5-4: MARKING OF SPACES ON PAVEMENT:¶
It shall be unlawful and a violation of this chapter to park any vehicle across any line or marking designated as a parking space or to park the vehicle in such position that the same shall not be entirely within the area so designated by the lines or markings. 9-5-5: BACKING INTO STALLS:¶
Vehicles parked in the following lots, Fox Lot, Small Center Street Lot, Town Hall Lot, Center Street Parking Structure and Old City Hall Lot shall not back into stalls. Any vehicle parked in any parking space shall be parked with the foremost part of such vehicle nearest to such curb, bumper stop or other concrete or fiber abutment. (Ord. 1701, 12-10-2019)
