Article 15.40 — FACTORY-BUILT HOUSING

§ 15.40.010. Definitions.

For the purpose of this article, the following words and phrases are defined as follows:

"Approved" means conforming to the requirements, and obtaining the approval, of the Placer County building, electrical, plumbing and mechanical codes and the building official.

"Factory-built housing" means a residential building, dwelling unit or habitable room thereof which is either wholly manufactured or is in substantial part manufactured at an off-site location to be wholly or partially assembled on site in accordance with regulations adopted by the department of housing and community development pursuant to Section 19990 of the Health and Safety Code.

"Home" or "housing," when used in this article, means factory-built housing as covered in the above referenced law.

"Installation" means the assembly of factory-built housing on site and process of affixing factory-built housing to land, a foundation, footings or an existing building.

"Law" or "this law," when used in this article, means the "California Factory-Built Housing Law," a part of the California Health and Safety Code, Section 19960 et seq.

"Local enforcement agency" means the city, county, or city and county in which factory-built housing is installed.

§ 15.40.020. State approved factory-built housing.

  • A. Factory-built housing, bearing the insignia of the state of California, furnished in accordance with California Health and Safety Code, Division 13, Part 6, cited as the "California Factory-Built Housing Law," will be placed on an adequate foundation and be provided with all normal utilities required for any standard housing; each unit will require building, plumbing, electrical and mechanical permits based on the same criteria as that of a conventionally built residence.

  • B. Fee. A fee shall be paid based on the actual cost of enforcement in accordance with adopted fee schedules.

§ 15.40.030. Generally.

No person shall do any act regulated by the California Factory-Built Housing Law of the state of California as found in Section 19960 et seq., of the California Health and Safety Code for which the county of Placer has assumed enforcement responsibility without first paying the inspection fees and having an in-plant inspection as provided in said law and the regulations thereunder. § 15.40.040. Regulation standards.

Regulation standards shall be as provided in the California Factory-Built Housing Law and the regulations of the Administrative Code adopted thereunder.
