Chapter 2.10 — CITY COUNCIL DISTRICT BOUNDARIES

§ 2.10.010. District boundaries.¶
Pursuant to Section 600 of the City Charter, the boundaries for the five city council districts and the identification number of each district shall be as described on the council district map attached hereto as Exhibit "A" and incorporated herein by this reference. § 2.10.020. Council elections sequenced.¶
Pursuant to Section 600 of the City Charter, the members of the council elected by the second and fourth council districts shall be elected commencing in the year 2018 to the council seats then open, and in each fourth year thereafter. The members of the council elected by the first, third, and fifth council districts shall be elected commencing in the year 2020 to the council seats then open, and in each fourth year thereafter.

§ 2.10.030. Changes in boundaries of council districts.¶
The city council may adjust the boundaries of any or all of the districts as provided in Section 600 of the City Charter.

§ 2.10.040. Residency requirement.¶
No person shall be eligible to hold elective office as a councilmember unless that person is and has been for a period of at least 25 days immediately preceding the filing of nomination papers for such office or appointment to such office, a resident of the council district to which that person is seeking to be elected or appointed. No person shall be eligible to hold elective office as city clerk or city treasurer unless that person is and has been for a period of at least 25 days immediately preceding the filing of nomination papers for such office or appointment to such office, a resident of the city.

§ 2.10.050. Documentation of residency.¶
From time to time the city council shall adopt by resolution reasonable requirements for candidates and elected officials to establish and confirm, to the reasonable satisfaction of the city's election official, their residency within the city, or city council district, according to the office for which they are running. The adopted requirements shall serve the following purposes:
(a) To provide clear and objective criteria for establishing a person's residency;
(b) To provide stricter and more detailed criteria for current councilmembers and other elected officers, to help ensure their residency requirements are maintained throughout their entire term in office;
(c) To protect the interests of all Placentia citizens, and their proper representation, by developing policies that will help ensure councilmembers and other elected officials, truly reside within the city or within the district they seek to represent. (Ord. O-2020-07 § 3, 2020)
