1.08 — CITY SEAL

§ 1.08.010. Official seal adopted—Description.

The city shall have and does hereby adopt an official seal, which is described as follows:

A circular sunburst reflecting the family as the central focus of the community; surrounded by symbols depicting the various components necessary to the making of a city: the crossed swords and helmet of conquistador ancestors who traveled this land centuries ago; the fruits and vegetables which brought prosperity to the farmlands before homes were built; the entities of church, industry and schools complete the circle of services offered to the community. The seal is comprised of a sky-blue background with the sunburst and family in gold, the community symbols in white, and black lettering. The seal may be reproduced in its colors of blue and gold, or may, from time to time, be reproduced in a single-color format.

§ 1.08.020. Use of seal.

The impression of the city seal shall be made and used upon all official documents executed by the city or its authorized officials and it may, from time to time, be used on any materials or clothing as authorized by city officials, only. Any unauthorized use of the seal is strictly prohibited. The following guidelines outline the proper and permitted use of the seal:

  • A. The city of Pico Rivera reserves all ownership, rights, titles, and interests in and to certain designations comprising designs, trademarks and service marks, including, without limitation, the names "City of Pico Rivera, California," "City of Pico Rivera," "Pico Rivera, California," and "future of southern California" or other future logotypes, seals and phrases incorporating one or more of the foregoing names and/or abbreviations, and certain logo graphics and/or symbols which have come to be associated with the city of Pico Rivera;

  • B. The seal shall be used for official purposes only, or as authorized by the city council or city manager;

  • C. No persons or other entities shall use a symbol that imitates the city seal or that is deceptively similar in appearance to the seal without written authorization from the city manager;

  • D. Use of the official city seal may be used on city buildings, city-owned vehicles, elected official pins, business cards, letterhead, emails, awards, authorized uniforms and other formal places;

  • E. If used by an external organization upon the approved, written consent of the city manager, the seal must remain in its entirety with no alterations; and

  • F. The city manager will authorize the usage of the city seal for signature events or other promotional measures that benefit the community. Any such approval should be considered for the specific event, time, and use so approved. Prior approval of a use shall not constitute approval for any future or recurring use.

  • G. Any unauthorized, unpermitted or misuse of the city logo shall constitute a misdemeanor subject to the prosecution and penalties authorized pursuant to the Pico Rivera Municipal Code.

Improper use of the city seal includes, but is not limited to, the following:

  • Use that advocate or promotes the sale or use of tobacco, alcohol, controlled substances, firearms or weapons; the exemption would be a city partnership with a local retailer who sells those items (e.g., Target, Walmart, sporting goods stores, etc.);

  • Use that promotes pornography, obscenity, indecency, or other material offensive to prevailing community standards;

  • Use that promotes adult-oriented businesses;

  • Use to promote or support political messages not endorsed by the city council; and

  • Use that in any way denigrates the city of Pico Rivera, or its operation, or its officers, agents, or employees.
