Chapter 11.08 — STREET ADDRESSES AND HOUSE NUMBERS

All dwellings and apartments, and all entrances from streets to buildings, or to separate apartments and buildings, shall be numbered, and it shall be unlawful for any person, whether owner or occupant of the building or any apartment therein, to place, maintain or allow to remain thereon, any number other than the one required by this chapter. The number placed upon any entrance shall be of a different color from the background upon which it is placed, and each figure of such number shall be at least one and three-quarters inches in height and of proportional width.

All numbers must be made of substantial and permanent material and must be so placed or affixed as not to be easily effaced or removed and placed closely above or at either side of such entrance or on such dwellings in a place so as to be readily seen from the street.

Any person, firm or corporation owning any building, or the agent thereof, must within two weeks after completion or occupation of such building, or heretofore erected, within three months after the passage of this chapter, place or cause to be placed, on or over the door or gate used as an entrance to such building or adjacent to such door or gate, so as to be readily seen from the street, the appropriate number of such building as herein specified.

It is hereby made a duty of the chief of police; whenever he has knowledge of any violation of any of the provisions of this chapter, relating to the numbering of buildings, to give notice thereof to the owner, or if he cannot be found, to the occupant of the premises where the violation occurred and if after two weeks the cause of complaint has not been removed, to have the penalty provided in this chapter enforced.

On all streets running north and south, the even numbers shall be placed on the east side and the odd numbers on the west side of the streets. On all streets running east and west the even numbers shall be placed on the south side of the street and the odd numbers on the north side of the street.

The even numbers in each block shall begin with a number having two for its unit number and having zero for its ten number. The odd numbers in each block shall begin with a number having one for its unit number and having zero for its ten number.

On each street running north and south the numbers as above designated shall be immediately preceded by the number of the street next south of the block in which the number is placed, thus forming a part of the whole.

On all streets running east and west, the numbers shall begin next east of the east line of Filbert Street and continue east as follows. Begin with number 101 on the north and 102 on the south of all blocks between Filbert Street and Locust Streets; begin with number 201 on the north and 202 on the south of all blocks between Locust Street and Chestnut Street; begin with numbers 301 on the north and 302 on the south of all blocks between Chestnut Street and Olive Street; begin with number 401 on the north and 402 on the south of all blocks between Olive Street and

Vine Street; begin with number 501 on the north and 502 on the south of all blocks between Vine Street and Oak Street; begin with number 601 on the north and 602 on the south of all blocks between Oak Street and Spring Street; begin with number 701 on the north and 702 on the south of all blocks between Spring Street and Park Street; begin with number 801 on the north and 802 on the south of all blocks between Park Street and Pine Street; begin with number 901 on the north and 902 on the south of all blocks between Pine Street and Railroad Street; begin with number 1001 on the north and 1002 on the south of all blocks between Railroad and Riverside Avenue; begin with number 1101 on the north and 1102 on the south of all blocks between Riverside Avenue and Salinas Street; begin with 1201 on the north and 1202 on the south of all blocks between Salinas Street and Garden Street; begin with 1301 on the north and 1302 on the south of all blocks between Garden Street and Short Street.

One number shall be allotted to each twelve and one-half feet or fraction of twelve and one-half feet of the frontage of each block.

When any street fails in its course to traverse any block, one hundred numbers shall be allotted to each such block in the same manner as if the street were continuous.

Any person found guilty of violating the terms of this chapter shall upon conviction herein be guilty of a misdemeanor and shall be punished by a fine of not less than five nor more than twenty dollars, or by imprisonment in the county jail of San Luis Obispo, or the city jail for not to exceed two days.
