2.48.010 - Established.¶
The office of finance director is hereby established. The finance director shall be appointed by city manager.

2.48.020 - Bond.¶
The finance director shall post a surety bond in an amount to be determined by the city council.

2.48.030 - Duties.¶
The finance director shall plan, direct, manage and oversee the activities and services of the finance and administrative department. This is a single position, department; director level with responsibility for the city's finance and administrative department fulfilling assigned responsibilities with broad guideline. The duties shall include the following:
A. Assume management responsibility for all finance and administrative department services and activities pertaining to accounting, budgeting, revenue collection through billing, auditing, purchasing through payables, payroll, internal accounting, controls, fiscal reporting, personnel and human resources, risk management, and other related support service functions.
B. Assume responsibility as the accounting officer of the city and maintain records readily reflecting the financial condition, and for the summary of the city's financial report required by Government Code 53891 in form prescribed by the state controller following publishing requirements pursuant to Article 1, Chapter 1, Division 7 title 1 of the Government Code.
C. Assume responsibility for the submittal of all reports as required by the city manager, city council, county, and state and federal governments on various financial topics.
D. Serve as the deputy city treasurer, assuming responsibility for the investment of the city funds in conjunction with the city treasurer.
E. Perform related duties and responsibilities as assigned.
