2-1 Time And Place Of City Council Meetings

A resolution of the city council shall be used as the enabling instrument for changes in meeting day, time and/or place of the city council, city boards and commissions. Any changes in time, day and/or place, as set by resolution, shall be published at least once in a newspaper of general circulation in the Needles area. (Ord. No. 301-AC)

2-1a Repealed By Ord No 425-AC

2-1.1 Redevelopment Agency

  1. It is found and declared, pursuant to Section 33101 of California Health and Safety Code, that there is a need for the redevelopment agency created by Section 33100 of said law to function in the city. The agency is authorized to transact business and exercise its powers under the community redevelopment law and shall be known as the “Needles Redevelopment Agency.”
  2. Pursuant to Section 33200 of the California Health and Safety Code, the city council does declare itself to be the agency, and all the rights, powers, duties, privileges and immunities, vested by law in a redevelopment agency, shall be vested in the city council except as otherwise provided by law. 2-2 Bonds Required For City Clerk And City Treasurer

The city clerk and city treasurer, before entering upon the duties of their offices, shall each execute a bond to the city in the penal sum of twenty-five thousand dollars.

A blanket fidelity bond, executed by a corporate surety company authorized and qualified to do business as such in the state, in the combined amount of such required bonds, or greater, may be substituted for both such required bonds. (Ord. No. 137 N.S.)

2-3 Bonds For Certain City Officers And Employees

Any officers and employees of the city, when so designated by resolution, shall before entering upon duties of their respective offices cause to be delivered to the city a bond as required by resolution of the city council.

Each of such bonds shall be conditioned for the faithful performance of the duties of the respective officers and employees and such bonds shall each have a surety thereon qualified to do business as such in the state. A blanket fidelity bond executed by such a corporate surety company in the same or greater amount may be substituted in the place and stead of any of such faithful performance bonds.

2-3.1 Disposition Of Unclaimed Property Held By Police Department

All unclaimed property, except bicycles, shall be held by police department for a period of at least four months, and all unclaimed bicycles shall be held for a period of at least three months.

Thereafter, such property will be sold at public auction to the highest bidder with notice of such sale being given by the chief of police at least five days before the time fixed for the sale, by publication once in a newspaper of general circulation published in the county. (Ord. No. 22-AC)
