SEC. 19.63. - Standing or parking close to curb.

No person shall stand or park a vehicle in a roadway other than parallel to the perimeter of the roadway and headed in the direction of lawful traffic movement and with the right-hand wheels of the vehicle within eighteen (18) inches of the curb or edge of the roadway except as otherwise provided in this article and in Table 19.66, provided, however, that subject to other and more restrictive limitations, a vehicle may be stopped or parked within eighteen (18) inches of the left-hand curb headed in the direction of traffic movement upon any one-way street, unless the city traffic engineer has caused signs to be erected prohibiting such stopping or standing.

SEC. 19.64. - Double parking prohibited.

No person shall stop, park or leave standing any vehicle, whether attended or unattended, on the roadway side of any vehicle stopped, parked or standing at the curb or perimeter of a highway except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic control device.

SEC. 19.65. - Parking commercial vehicles restricted.

No person shall stop, park, or leave standing any commercial vehicle for the purpose of loading, delivering, or unloading of freight or materials unless such vehicle is parked so that both right-hand wheels are parallel with and within eighteen (18) inches of the curb, or unless such vehicle is legally parked in any angle parking space, provided, however, that if the traffic engineer or a police officer of the city shall conclude that compliance with the provisions of this section would be impractical or unsafe, he may permit a commercial vehicle to back up to a curb so long as such vehicle does not extend beyond the centerline of such street and does not block traffic.

SEC. 19.66. - Angle parking; signs or markings indicating angle parking.

By resolution adopted by the city council, the city shall designate and describe any street or portion thereof or parking lot upon which angle parking shall be permitted, and the city traffic engineer shall mark or sign such street, indicating the angle at which vehicles shall be parked.

When signs or markings are in place indicating angle parking, as herein provided, no person shall park a vehicle other than at the angle indicated by such signs or markings.

SEC. 19.67. - Obstruction of streets, parking lots and sidewalks prohibited.

No person shall operate, or stand, or park any vehicle on any street or in any parking lot owned or controlled by the city in such manner as to obstruct the free use of such street or parking lot, or any adjacent sidewalk.

SEC. 19.68. - Authority to mark parking spaces; vehicles to comply with markings.

The city traffic engineer is authorized to install and maintain parking space markings to indicate parking spaces adjacent to curbings where authorized parking is permitted.

When such parking space markings are placed in the highway, subject to other and more restrictive limitations, no vehicle shall be stopped, left standing, or parked other than within a single space unless the size or shape of such vehicle makes compliance impossible.

SEC. 19.69. - Limited curb parking space: right-of-way.

Any person seeking to park his vehicle in a "limited curb parking space" whose vehicle arrives at such parking space prior to any other vehicle and who proceeds beyond such space a distance not to exceed ten (10) feet for the purpose of backing his vehicle therein, shall have the right-of-way over any person driving or attempting to drive any other vehicle directly into such "limited curb parking space" or who in any manner obstructs such "limited curb parking space," and the driver of such other vehicle shall yield the right-of-way to the driver who first arrived at such parking space.

For the purpose of this provision, a "limited curb parking space" shall mean an area open for lawful parking alongside of and adjacent to, a curb, which said area is not of sufficient length to permit two or more vehicles to freely move for parking therein at the same time.

SEC. 19.70. - Display of warning devices when commercial vehicle disabled.

Every motor truck having an unladen weight of four thousand (4,000) pounds or more, and every truck-tractor irrespective of weight, when operated upon any street or highway during the time specified in Section 24250 of the Vehicle Code of the state shall be equipped with and carry at least two (2) flares or two (2) red lanterns, or two (2) warning lights or reflectors, which reflectors shall be of the type approved by the department of the state highway patrol. When any vehicle above mentioned, or any trailer or semitrailer, is disabled upon streets or highways outside of any business or residential district within this city, and upon which street or highway there is not sufficient street lighting to reveal a vehicle at a distance of two hundred (200) feet during any time mentioned in Section 24250 of the State Vehicle Code, a warning signal of the character mentioned above shall be immediately placed at a distance of approximately one hundred (100) feet in advance of, and one hundred (100) feet to the rear of, such disabled vehicle by the driver thereof, the continuous flashing of at least four (4) approved class A-Type one turn signal lamps, at least two (2) toward the front, and at least two (2) toward the rear of the vehicle, shall be considered to meet the requirements of this section until the devices mentioned above can be placed in the required locations. The warning signals herein mentioned shall be displayed continuously during the times mentioned in Section 24250 of the State Vehicle Code while such vehicle remains disabled upon the street or highway.

SEC. 19.70.1. - Parking of vehicles that discharge domestic sewage on the public…

It shall be unlawful to park a vehicle on a public street or highway that is actively discharging, either continuously or intermittently, domestic sewage, as defined in City Code Sec. 35.29, from a sewage system, a sewage tank, holding tank, or other waste storage receptacle, or any pipe associated therewith, onto the public right-of-way. Vehicles parked in violation thereof shall be subject to removal from the public right-of-way at the owner's expense. Signs shall be posted giving notice of the removal of vehicles parked in violation of this section.
