SEC. 40.11. - Alarm system standards and regulations.¶
The police chief may prescribe minimum standards and regulations for the construction and maintenance of all alarm systems installed within the city. These standards and regulations shall become effective upon adoption thereof by resolution of the council of the City of Mountain View.

SEC. 40.12. - Duties of alarm businesses.¶
a. Record maintenance. All alarm businesses providing alarm system services to subscribers within the city shall maintain current records of its subscribers within the city. Within ten (10) days of a request from the police department, all alarm businesses shall provide the current name, address, and telephone number of its subscribers presently receiving alarm system service within the City of Mountain View. Each such alarm business shall also provide alarm users with written operating instructions for the alarm system, including written guidelines on how to avoid false alarms and training regarding the proper operation of the alarm system. All information provided on alarm users, including alarm status, shall be confidential.
b. Power supply. All alarm systems in the city shall have a standby backup power supply in working order which will automatically assume the operation of the alarm system should any interruption occur in power to the system. The transfer of power from the primary source to the backup source must occur in a manner which does not activate the alarm.

SEC. 40.13. - Duties of alarm user.¶
a. Duty to update permit information. Each alarm system permit holder shall inform the police department in writing within ten (10) days of any and all changes to the permit information filed with the police department under the provisions of this chapter.
b. Duty to respond to alarm site. Each alarm system permit holder shall (1) respond to the alarm site within forty-five (45) minutes after notification or reasonable efforts at notification by the police department, and (2) take whatever action is necessary to secure the property against further intrusion, silence any audible alarm, or to take whatever other action is necessary to render service to the alarm, including, but not limited to, providing a response by another person able to render the necessary action.
c. Timing device. Every audible alarm system shall have a timing device which automatically shuts off the alarm within fifteen (15) minutes after it is activated.

SEC. 40.14. - Right to inspect.¶
The chief of police is authorized to inspect the premises of the alarm business and the alarm site to determine if all applicable sections of this chapter, and all applicable standards and regulations for the construction and maintenance of alarm systems are being complied with.

SEC. 40.15. - Limitation on right to use alarm system.¶
The city reserves the right to alter and amend its regulations regarding alarm systems from time to time, including the right to prohibit any alarm system permitted hereunder, and no person shall have or gain any vested rights in the continued use of any alarm system.
