SEC. 40.4. - Alarm business.¶
a. Registration and renewal. No person shall conduct an alarm business within the City of Mountain View unless the person obtains a city business license and registers with the police department, renews the registration with the police department annually, and pays the necessary fees. Such registration and renewal fees shall be in the amounts established by resolution of the city council.
b. Contents of form. The completed forms for registration or renewal shall state the name, local street address, and telephone number of the alarm business and owner; the name of the owner or manager of the alarm business and the name and telephone number of at least two (2) responsible management person(s) of the alarm business who can be contacted during any time of the day or night; and such other information as the chief of police shall deem appropriate. Registration must be done in person or by mail.
c. Renewal. The alarm business registration must be renewed annually.

SEC. 40.5. - Alarm user.¶
a. Permits and renewal. No person shall operate or cause to be operated any alarm system within the City of Mountain View without a permit. Alarm system permits are not transferable.
b. Exemptions. The provisions of this chapter are not applicable to audible alarms affixed to motor vehicles or the facilities of the City of Mountain View with the exception of independent contractors leasing city facilities, personal alarms or Varda alarms.
c. Obtaining alarm system permits and renewal. Application for an alarm system permit and renewal required under this chapter shall be made to the chief of police on forms provided by the police department, along with payment of an alarm system permit fee. The alarm system permit must be renewed annually. Such permit and renewal fees shall be in the amounts established by resolution of the city council.
d. Contents of form. The completed form for an alarm system permit or renewal form shall state the name, address and telephone number of the applicant, the address and telephone number of the applicant's property serviced by any alarm system, as well as the name and address of at least three designees who can render service to the alarm system at any hour of the day or night and such other information as the chief of police may deem appropriate. Alarm users must apply for or annually renew alarm system permits in person or by mail.
e. Permit display at alarm site. Alarm system permits issued pursuant to this chapter shall be kept at the alarm site. No person shall use an alarm system in the City of Mountain View without posting the alarm system permit at the front entrance of the alarm site.

SEC. 40.6. - Security and privacy rights.¶
Information provided to the city by alarm businesses and alarm users for purposes of this chapter that would in any way compromise the safety and security of the alarm users or the ability of the alarm businesses to provide alarm system services to subscribers shall remain confidential, except as otherwise required by law.
