16.04.010 - Title.¶
This title shall be referred to as the city's subdivision regulations.

16.04.020 - Purpose.¶
The provisions of this title are adopted pursuant to the Subdivision Map Act (Section 66410, et seq., of the Government Code, hereinafter "Act") for the purpose of regulating the design and improvement of divisions, and regulating other divisions of land within the city.

16.04.030 - Designations.¶
Pursuant to the Act, the following designations are made:
A. Development Review Committee. The development review committee, composed of the city manager and representatives of each city department, shall be an advisory agency within the meaning of the Act. It may review all tentative parcel maps, tentative subdivision maps, and waivers of parcel maps and shall report its recommendations to the city planner, who shall communicate the report to the planning commission and to the city council in instances where the city council is considering the application.
B. Planning Commission. The planning commission shall be an advisory agency within the meaning of the Act. It shall approve lot line adjustments and tentative parcel maps. It shall recommend the city council approval, conditional approval or disapproval of tentative subdivision maps required by the Act.
C. City Engineer. The city engineer shall approve or disapprove final parcel maps and final lot line adjustments.
D. City Council. The city council shall be the appeal board for tentative parcel maps, parcel maps, and lot line adjustments. It shall approve, conditionally approve or disapprove tentative subdivision maps and final subdivision maps.
E. Exception. With respect to such subdivision as condominiums, community apartment projects and stock cooperatives, regardless of the number of units or parcels involved, the planning commission shall recommend approval, conditional approval or disapproval of the tentative map, and the city council shall approve, conditionally approve or disapprove the tentative map and final map.

16.04.040 - Maps.¶
For purposes of this title, the terms "tentative subdivision map," "final subdivision map" and "parcel map" shall refer, respectively, to the tentative map, final map and parcel map which are required by the Act and the term "tentative parcel map" shall refer to the tentative map which the Act authorizes the city to require in connection with a parcel map. Whenever the Act or this title requires a parcel map, a tentative parcel map shall first be prepared and submitted for approval in accordance with the provisions of the Act and this title.
