15.60.010 - Adoption.¶
Subject to certain changes and amendments hereinafter set forth in this chapter, the city council does adopt as the green building regulations for the city, the 2019 California Green Building Standards Code (Title 24, California Code of Regulations), and is also called the CALGreen Code, and as thereafter amended and published from time to time, by the California Building Standards Commission (hereinafter referred to as the "code"). The code provides minimum standards for the purpose of improving public health, safety and general welfare by enhancing the design and construction of buildings through the use of building concepts having a positive environmental impact and encouraging sustainable construction practices in planning and design, energy efficiency, water efficiency and conservation, material conservation and resource efficiency and environmental air quality. One copy of the code is on file in the office of the city clerk for public inspection, and the same is made a part hereof as though fully set forth in this chapter.

15.60.012 - Designation of enforcement.¶
The building division is designated and authorized to enforce the regulations of this chapter. The code enforcement division is authorized to enforce the regulations of this chapter, subject to the approval of the building division.

15.60.020 - Appeals.¶
The city council shall act as a board of appeals in making a correct determination of any appeal arising from actions of the enforcing official. Appeals shall be made in writing and the appellant may appear in person before the city council or be represented by an attorney and may introduce evidence to support his claims. Appeals shall be heard at reasonable times at the convenience of the city council but not later than thirty days after receipt thereof. The appellant shall cause to be made at his own expense any tests or research required by the city council to substantiate his claims.
