9.20.890 - Monitoring station specifications.

A. The City Engineer may require an industrial user to provide and operate monitoring stations, the purpose of which is to allow inspection, sampling, and flow measurement of the building sewer and/or the wastewater treatment or pretreatment system at the user's facility. The monitoring station shall be located so that samples can be taken immediately downstream from the wastewater treatment or pretreatment station, if any exists, or where no wastewater treatment or pretreatment is employed, immediately downstream from the regulated waste stream. The monitoring station should normally be situated on the user's premises, but the City Engineer may, when such a location would be impractical or cause undue hardship on the user, allow the station to be constructed in the public street or sidewalk area and to be located so that it shall be accessible at all times.

There shall be ample room in or near the sampling manhole or monitoring station to allow accurate sampling, and preparation of samples for analysis. The monitoring station sampling and measuring equipment shall be maintained at all times in a safe and proper operating condition at the expense of the user.

B. If the City requires an industrial user to install monitoring stations, each such user shall submit construction plans and/or instrumentation for approval by the City showing the following:

  1. A pH-recording instrument with a strip chart to record all flows on a 24-hour continuous basis;

  2. A conductivity meter with a strip chart to record all flows on a 24-hour continuous basis;

  3. A calibrated flume, weir, flow meter, or similar device approved by the City and suitable to measure the nondomestic flow rate and total volume.

C. Upon plan approval, the City Engineer shall notify the industrial user of such approval in writing.

D. Whether constructed on public or private property, the sampling and monitoring stations shall be provided in accordance with the City's requirements and all applicable local construction standards and specifications. Monitoring stations may be required to include a security closure that can be locked by the City during sampling or upon termination of service. Construction shall be completed within 90 days following written notification by the City Engineer.

9.20.900 - Accessibility of monitoring stations.

The City shall be permitted to enter all properties from which waste or wastewater is being or is capable of being discharged into the City sewer system for purposes of inspecting, measuring, sampling and testing the discharge of waste or wastewater to ascertain whether the intent of this chapter is being met and the user is complying with all requirements. The City shall have the right to set up on the user's property such devices as are necessary to conduct monitoring operations. When a user has security measures in force, the user shall make necessary arrangements so that City personnel are permitted to enter without delay for the purpose of performing their specific responsibilities.

Routine inspections and effluent monitoring by the City is required by the Federal Pretreatment Program, 40 CFR Part 403. Actual costs for such inspections and monitoring incurred by the City shall be borne by the industrial user.

9.20.910 - Record keeping, maintenance, and operation of monitoring equipment.

All industrial users shall keep and maintain records regarding the maintenance, calibration and standardization of the pH, conductivity, and flow meter for a minimum of three years. All monitoring equipment shall be maintained and calibrated according to the manufacturer's specifications. Once installed, all monitoring equipment shall be operated to facilitate continuous measurement.
