9.08.010 - Permit required.

It is unlawful for any person to grade, prepare subgrade, pave, lay sewers, drainpipes and/or water mains, or construct curbs, gutters, driveways, sidewalks, manholes, catch basins, or any similar structures in any street, alley, way or easement which is dedicated, or proposed to be dedicated, for public or municipal use, or which is within the planned right-of-way of any major, secondary or collector street in the City as established and shown on the adopted Master Plan without first obtaining a written permit from the City Engineer to do so.

9.08.020 - Permit applications.

Any person desiring such a permit shall present a written application therefor to the City Engineer, setting forth the name and address of the applicant; details concerning the location, nature and extent of any proposed construction; and the purpose for such construction.

9.08.030 - Permit application fees.

Each such application shall be accompanied by a fee as set forth by City Council resolution.

9.08.040 - Inspection fees.

Required. For the construction, repair or alteration of sidewalks, curbs, gutters, driveways, subgrades, pavements, manholes, catch basins, and other similar structures and for the excavation, laying and backfilling of sewers (except house sewer laterals outside public rights-of-way) and drainpipe lines and/or water mains and gas mains, and for which specifications, lines and grades therefor shall be approved by the City Engineer, a charge for inspection shall be made and paid for in advance. Such charge shall be set by City Council resolution.

9.08.050 - Inspections.

Any person performing work pursuant to the provisions of this chapter shall cause all such work to be inspected by the office of the City Engineer and shall notify such office 24 hours before the time set for inspection. Work completed without such notice or request for inspection shall not be accepted, and work performed during the absence of the inspector may not be accepted by the City. All work to be performed shall be to the satisfaction of the City and in accordance with City Standard Drawings and "Standard Specifications for Public Works Construction," including latest amendments, written and promulgated by Southern California Chapters of American Public Works Association and Associated General Contractors of America Joint Cooperative Committee, the laws of the City and State, and under the supervision of the City Engineer.

9.08.060 - Storage of materials during construction.

The materials used during the construction work may be stored on adjacent public property during the course of construction, provided the materials are so placed and safeguarded by lights, warning signs, and barricades as to not constitute a hazard to the public peace and safety.

9.08.070 - Removal of materials and debris.

It is unlawful for any person performing work pursuant to the provisions of this chapter to fail, neglect or refuse to remove all unused materials and debris within 48 hours after completion of the work.

9.08.080 - Conformance of materials with specifications.

Raw materials and workmanship provided for work pursuant to the provisions of this chapter shall conform to the applicable provisions of the standard specifications on file in the office of the City Engineer.

9.08.090 - Driveway approaches.

No driveway approach shall cross over an extended lot line without the consent of the City Engineer.

9.08.100 - Public utilities—Maps.

At the request of the City Engineer, every public utility shall provide the City with atlas prints of all underground facilities owned and/or operated by the public utility.
