3.16.010 - Intent.¶
The intent of the board of supervisors in the passage of the ordinance codified in this chapter is to minimize financial hardship which might be caused officers and employees of the county, whose official duties require them to travel beyond the boundaries of the county, and to pay their expenses as they are incurred. The expenses herein referred to are only those which are legally reimbursable by the county. In establishing this fund, the county will be able to advance public funds upon application of the officer or employee, in the amount of his approved estimated expenditures, and the officer or employee will not have to wait one to two weeks before reimbursement can be made through established channels.

3.16.020 - Fund created.¶
Immediately upon the effective date of the ordinance codified in this chapter, the auditor shall transfer the sum of two thousand five hundred dollars from the county general fund into the advance travel revolving fund, which fund is created and established. This chapter constitutes the full mandate and authority of the auditor to make advances from this fund, subject to the rules and regulations contained in this chapter. The amount specified for this fund may be increased or decreased by resolution of the board of supervisors when the best interests of the county will be served thereby.

3.16.030 - Advance—Restrictions.¶
No advances shall be made from this fund wherein the total travel is within the county, and no advance shall be made wherein the estimated cost of travel is less than fifty dollars. Requested advances for amounts in excess of six hundred dollars shall be approved in advance by the board of supervisors; provided, however, that the auditor, with the consent of the county counsel, shall advance any such funds where special circumstances warrant the immediate payment of any such amount in excess of six hundred dollars. The minimum and maximum amounts set forth in this section may be increased and decreased by the board of supervisors by resolution when the best interests of the county will be served thereby.

3.16.040 - Advance—Procedure.¶
No advances shall be made from the advance travel revolving fund before the second working day prior to the scheduled commencement of the out-of-county trip. Settlement in full for such advances shall be made to the officer advancing the county funds not later than the close of business on the second working day after the officer or employee returns to the county. In the event such trip is cancelled after an advance has been made, refund and settlement shall be made immediately. Settlement in full shall be deemed complied with if such employee, if not a department head, submits a proper account, including a blue claim, to his responsible supervisor within the time set forth above.

3.16.050 - Settlement delay—Penalty.¶
If settlement with the officer advancing the money is not made prior to the fifth working day after return to the county, a penalty of ten percent of the amount advanced will accrue and be paid by the officer or employee involved. Penalties accruing by virtue of this section shall be deposited into the county general fund and shall be used to help defray the added administrative expense occasioned by the failure of the officer or employee in settling promptly as required by the terms of this chapter. The penalty imposed by this section may be waived by the board of supervisors upon finding that delay in settlement or other cause of such penalty was occasioned by no neglect or fault on the part of the person involved.

3.16.060 - Settlement delay—Further advances withheld.¶
If settlement with the officer advancing the money is not made prior to the eleventh working day after return to the county, the auditor is authorized and directed to withhold any further advances to any officer or employee within the department of the person involved until full and complete settlement is made, including any applicable penalty.

3.16.070 - Administration.¶
The administration of the advance travel revolving fund shall be under the control of the auditor, who shall provide the necessary forms for its use. In administering the advance travel revolving fund, the auditor shall make and publish such additional rules and regulations as may be necessary which are not inconsistent with the provisions of this chapter.
