V-1200-1.00 - Creation¶
The Milpitas City Council hereby creates the Housing Advisory Commission.

V-1200-2.00 - Membership¶
The Housing Advisory Commission shall consist of five (5) members and two (2) alternate members. All commissioners must reside in the City of Milpitas. Two (2) commissioners shall be tenants of the City of Milpitas Housing Authority, one (1) of which shall be over sixty-two (62) years of age if the Authority has tenants over that age. If a tenant commissioner ceases to be a tenant of the Housing Authority, he shall be disqualified as a commissioner and another tenant shall be appointed to fill the unexpired term. In addition, the Housing Authority Commission may appoint a Housing Authority liaison to serve on the Housing Advisory Commission in a non-voting capacity.

V-1200-3.00 - Terms of Office¶
The term of office for the Housing Advisory Commission members will be four (4) years, or until reappointed or a successor is appointed. The term of office for alternates is two (2) years or until reappointed or a successor is appointed. Members and alternates are expected to attend all meetings.

V-1200-4.00 - Appointment and Removal¶
All commissioners shall be appointed by the nomination by the Chair of the Housing Authority Commission and approval by the Housing Authority Commission. Members and alternates may apply for reappointment by submitting a letter or e-mail of interest to the Chair of the Housing Authority Commission with a copy to the Chair of the Housing Advisory Commission one (1) month prior to the expiration of his/her term of office. Any member or alternate of the Commission who wishes to resign should submit a letter of resignation or email to the Chair of the Housing Authority Commission with a copy to the Housing Advisory Commission Chair.
A commissioner may be removed for inefficiency, neglect of duty, or misconduct in office, including poor attendance. When any member or alternate has three (3) or more unexcused absences in a 12-month period, the Commission shall forward this information to the Authority for review and possible removal of the member or alternate from the Commission. Any member or alternate of the Housing Advisory Commission may be removed from office by a majority vote of the Housing Authority Commission at a regularly scheduled Housing Authority meeting.
