All existing structures and any alterations or enlargements to existing improvements on the lot which do not exceed one-half the current assessed value of existing improvements are exempt from the requirements of dedication or improvement of right-of-way.
"Assessed value" means the value of the improvements as reported on the latest tax roll of the Los Angeles County Assessor.
