4.44.010 - Entertainment.¶
"Entertainment" as used in this chapter or any section thereof means any act, play, review, pantomime, scene, song, dance, act or song and dance act, participated in by one or more employees, guests, customers or any other person or persons. ("Entertainment" shall also include a fashion show or style show except when conducted by a bona fide and non-profit club or organization as a part of the social activities of such club or organization, and except when such fashion show is conducted solely as a fund raising activity for charitable purposes.) "Entertainment" shall also include the use, employment or presence of waiters, waitresses, bartenders, barmaids or any other employees or persons in any business establishment, where any such female employee or person appears in a costume, garment or other device or apparel which reveals the nipple or areola of the breast (mammary gland), or any portion of such breast (mammary gland) below the upper edge of the areola, or of any part of her pubic or anal areas, or the lower half of her buttocks, whether such flesh be uncovered or covered by a mesh, transparent or similar material or covering; or, in the case of a male employee or person who appears in a costume, garment or other device or apparel which reveals the flesh of any part of his pubic or anal areas, the lower half of his buttocks, whether such flesh be uncovered or covered by a mesh, transparent or similar material or covering.

4.44.020 - Entertainers: Indecent exposure prohibited.¶
No amusement or entertainment shall be provided or permitted where any entertainer, model or participant in such entertainment appears without clothing or appears in a costume, garment or other device or apparel which reveals the following:
A. Female participant. In the case of a female participant, model or entertainer, the nipple or areola of the breast (mammary gland), or any portion of such breast (mammary gland) below the upper edge of the areola, or of any part of her pubic or anal areas, or the lower half of her buttocks, whether such flesh be uncovered or covered by a mesh, transparent or similar material or covering.
B. Male participant. In the case of a male entertainer, model or participant, the flesh of any part of his pubic or anal area, or the lower half of his buttocks, whether such flesh be uncovered or covered by a mesh, transparent or similar material or covering.
No permit shall be issued where the amusement or entertainment proposed to be provided thereunder shall conflict with the above conditions and any permit issued pursuant to this Code shall be subject to suspension or revocation for violation of such conditions.
It is the intent of this chapter to provide that a permit shall not be issued to allow, and that conduct shall not be allowed, that would violate City ordinances or State laws relating to in decent exposure or similar laws.

4.44.030 - Public nuisance.¶
The maintenance on any public premises or premises open to the public of any entertainment or activity in violation of any section of this Code or of the laws of the State of California is hereby found and determined to constitute a public nuisance which may be abated by civil action to enjoin and prevent the same in addition to all other criminal and civil penalties provided by this Code for violation of the provisions hereof and as provided by State law.
