1.24.010 Appeal Within 15 Days¶
The decision of the City Council granting or denying the application of any person, firm, corporation, joint venture, association, etc., regarding the provisions of the Municipal Code may be appealed in writing to the City Council within 15 days after notification of such decision.
1.24.020 Appellant Defined¶
The applicant or persons involved who were present at the original hearing or who provided written testimony, if any, before the City Council shall have the right of appeal to the Council.
1.24.030 Written Notice of Appeal¶
Appeals shall be initiated by filing a written notice of appeal with the City Clerk, paying the fee therefore, stating the reasons why the decision of the City Council should be amended, modified, or reversed. Such response shall be based upon the evidence presented to the City Council at the original hearing. Failure of appellant to present such reasons shall be deemed cause for denial of appeal.
1.24.040 Hearing¶
Upon receipt of the written appeal, the City Clerk shall schedule a hearing before the City Council at which the appellant shall appear.
1.24.050 Publication of Hearing Notice¶
Notice of hearing on appeals shall be given by the City Clerk by mailing a notice of hearing to the appellant and by at least one publication in a newspaper of general circulation in the City 10 days before the hearing.
1.24.060 Council Response¶
The City Council shall approve, modify or reject such action within 15 days after the hearing. The City Clerk shall promptly notify the appellant in writing of the Council’s decision. All actions of the City Council shall be final with respect to the appeal.

CITY OF LOYALTON
Adopting a Monthly Compensation
for Members of the City Council
WHEREAS, Government Code Section 36516(a) provides that a City Council of a city with a population of
3,500 or less may enact an ordinance providing that each member of the City Council shall receive a salary of up to
$300 per month; and
WHEREAS, Government Code Section 36516.5 provides that a change in compensation shall not apply to a
council member during his or her term of office; provided, however, a change in compensation adopted by the City
Council may take effect for all Council members whenever one or more of the Council members begins a new term
of office; and
WHEREAS, the members of the City Council desire to adopt an ordinance providing for a minimum monthly
salary;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Loyalton as follows:
1.
Each City Council member shall receive compensation of $50 per month while a member of the
City Council.
2.
If any member of the City Council fails, for any reason, to attend three consecutive council
meeting, whether regular or special meeting, he or she shall forfeit the entire compensation for the month
following the third consecutive meeting missed, and shall continue to forfeit the entire compensation for any
following months until such Council member attends a Council meeting, at which time compensation shall resume
beginning with the month of the meeting attended.
3.
Individual City Council members may decline to accept such compensation or portion thereof.
4.
The compensation called for in this ordinance shall not be paid to any Council members until one
of the current Council members begin a new term, or a replacement therefore is elected, at which time all Council
members shall begin to receive the compensation called for in this ordinance.

Section Three: City Code Ordinance #374, Monthly compensation for Members of the City Council is amended as follows:
Each City Council member shall receive compensation of $49.50 per month while a member of the City Council.

THE CITY COUNCIL OF THE CITY OF LOYALTON DOES ORDAIN as follows:
Ordinance Section One: Part 2, Chapter 2.04, Section 010, of the Loyalton Municipal Code is hereby repealed in its entirety and a new Part 2, Chapter 2.40, Section 010, is hereby added to read as follows:
