Sec. 19.1. Council to Determine Necessity.¶
The City Council, in the public interest, convenience or necessity, may determine and order that the name of any public street be changed in order to eliminate a duplication of names or for any good and sufficient reason, by ordinance forthwith, or may order that the name of any such street be changed in the manner hereinafter provided.

Sec. 19.2. Notice of Proposed Street Name Change.¶
Before ordering the name of any public street changed upon a petition filed as hereinafter said, the City Engineer shall mail a “Notice of Proposed Street Name Change,” hereinafter “Notice,” to the record owners or occupants of real property abutting or affected by such public street name change, which “Notice” shall designate the street, or portion thereof, the name of which is proposed to be changed, by describing it with reference to other streets, and by the name or names which it bears, or by which it, or any portion thereof, may be or may have been named or known as or called, and shall state the name which is proposed to be established therefor.

Sec. 19.3. Publication of Ordinance Effecting Change.¶
At the expiration of thirty days after the date appearing on said “Notice”, the Council may pass an ordinance ordering the name of the street changed as set forth in said notice. An ordinance ordering the name of a public street changed shall be published once in a daily newspaper published and circulated in The City of Los Angeles and designated by the Council for that purpose, and the City Clerk shall immediately thereafter provide a copy of said ordinance to all City departments rendering emergency service to the properties affected thereby and to the postmaster or superintendent of the post office delivering mail thereto.
